Italian Agency for Development Cooperation VACANCY NOTICE FOR THE SELECTION OF A PROGRAMME COORDINATOR IN VIETNAM AICS - OFFICE IN HANOI the Law n.125, dated August 11 th 2014, related to the General law on international development cooperation, particularly the article 19, comma 6; the Regulation related to the: <<Statute of the Italian Agency for Development Cooperation>>, approved by the Decree n. 113 dated July 22 nd 2015 of the Ministry of Foreign Affairs and International Cooperation, particularly the article 9, comma 3; the Regulation regarding the organization of the Italian Agency for Development Cooperation, approved by the Decree n. 2438 dated December 15 th 2015 of the Ministry of Foreign Affairs and International Cooperation, particularly the article 6, comma 5 letter g) and o); the opportunity, based on the Office s needs, to set the deadline for the submission of job applications to 15 days, pursuant to the article 5 included in the quoted D.M. number 655/2001; the guidelines regarding the recruitment of staff working for the oversea offices of the Italian Agency for Development Cooperation (AICS); ANNOUCES The selection procedure for the recruitment of n. 1 Programme Coordinator for all the initiatives in the area of private sector development in Vietnam, with a 12 months on-site contract (renewable) to be signed with AICS Office in Hanoi.
Context: 1. TERMS OF REFERENCE The Office in Hanoi of the Italian Development Cooperation Agency (AICS Hanoi) is responsible for Vietnam, Laos and Cambodia. Its main function is to cooperate with the local partners and local government authorities to facilitate the formulation and the implementation of the ODA projects funded by the Italian Government; provide technical assistance; monitor the project progress and ensure the transparent, effective and efficient uses of the funds. Today Italy supports Vietnam in its new challenges with a Cooperation Programme which consists of 10 initiatives in progress and 4 initiatives in formulation, for a total amount exceeding 100 million. The priority sectors of the Italian Cooperation in Vietnam are: urban regeneration and Water Management; Environmental Protection; Policies of Support to Small and Medium Enterprises; Professional training; Health care and Human rights. Currently, AICS office in Hanoi is working on several projects in the abovementioned sectors. Among them, there is one important initiative under formulation which aims at improving SMEs energy efficiency and competitiveness in Southern Vietnam, through the establishment of service centres for excellence training and technical support, and the development of industrial clusters. Other relevant initiatives to be implemented in the next years include a project aimed at upgrading three vocational colleges based in Hanoi and Central Vietnam, as well as a forthcoming programme focused on sustainable energy. Tasks: The Programme Coordinator will support the Director of AICS Hanoi in monitoring and supervising the development programmes belonging to the above-mentioned sectors, ensuring close coordination with the relevant Vietnamese counterparts, such as the Ministry of Planning and Investment (MPI) and the Ministry of Finance (MOF). In particular, the Programme Coordinator will ensure qualified assistance to the Director of AICS Hanoi in the following activities: a. Gathering information and data about policies, regulations and technical issues regarding the above mentioned sectors in Vietnam; b. Carrying out technical reviews of project proposals, project implementation reports, bidding documents, contracts; c. Providing technical assistance to AICS s project appraisal/evaluation missions; d. Monitoring and reporting on projects progress; e. Ensuring a close liaison with Project Management Units (PMUs) and the relevant authorities for project formulation, appraisal and implementation; f. Providing guidance to PMUs on procurement and contract management; g. Ensuring the compliance of procurement activities with the commonly agreed procedures of Italy and Vietnam. h. Preparing technical and administrative documents; i. Translating technical and administrative documents from Vietnamese to English and vice versa; Pag. 2
j. Undertaking any other activity required by the Director of AICS Hanoi. Any other employment as well as the exercise of any profession, industry or trade in the destination Country is forbidden to the selected candidate. 2. GENERAL AND PREFERENTIAL REQUIREMENTS For the purpose of admission to the selection, the candidate must meet the following general requirements: Master s degree in economics, law, political sciences, international cooperation or any other discipline relevant for the assignment; At least 6 years of work experience dealing with Vietnamese Institutions in one of the following development cooperation sectors: Environmental Protection; Policies of Support to Small and Medium Enterprises; Professional training; Energy. At least 3 years of work experience with international donors and/or international organizations; Excellent knowledge of the Vietnamese Government s regulations and operational procedures for ODA projects; Fluent in English and Vietnamese: speaking, reading and writing; Excellent knowledge of the main informatics tools, in particular the MS Office package; Being based in Hanoi; Good interpersonal and negotiation skills. Furthermore, for the purpose of defining a classification, the following requirements will be considered preferential: A. Proven experience in project formulation; B. Previous work experience with ODA donors; C. Previous professional experience on initiatives of the Italian Development Cooperation; D. Knowledge of the Italian ODA project procedure; E. Italian language proficiency. 3. CONTRACT DURATION: The selected Programme Coordinator will be offered a full-time position for the duration of 1 year. The position is renewable yearly, according to AICS s needs and performances of the Programme Coordinator. 4. ASSESSMENT OF APPLICATIONS An evaluation committee will examine the applications received and, on the basis of the abovementioned requirements, will prepare a shortlist of candidates admitted to the Pag. 3
interview. A communication will be sent only to the candidates admitted to the interview at the e- mail address declared in the application. The interview will take place at AICS Office in Hanoi. The evaluation committee can also accept, on an exceptional basis, requests to have the interview via videoconference or Skype, ensuring the correct execution of the examination. Applicants are not entitled to reimbursement for any expenses incurred to attend the interview. The evaluation of applications will be carried out by the evaluation committee on the basis of the following criteria: Academic competences (Max 20 points) Academic degrees that are particularly relevant or instrumental to better pursue the professional activities described in this notice. Employment history and candidate s characteristics (Max 40 points) Work experience with donors, international organizations or non-governmental organizations, with particular experience in dealing with Vietnamese institutions. Interview (Max 40 points) Candidates in the shortlist will be interviewed to assess their suitability for the job description and their knowledge of required languages. 5.
