ABSTRAK Pengurusan perubahan merupakan satu konsep yang penting dalam pengurusan organisasi kontemporari. Satu daripada ciri sesebuah organisasi yang berkesan ialah kemampuan organisasi berkenaan untuk membuat penyesuaian dengan keperluan perubahan masa. Kualiti produk perkhidmatan yang ditawarkan hendaklah memenuhi keperluan piawaian yang baru selaras dengan kehendak pelanggan, yang juga berubah mengikut peredaran masa. Ini bermaksud, agensi Kerajaan, seperti Jabatan Penilaian dan Perkhidmatan Harta (JPPH), Kementerian Kewangan harus membuat penilaian ke atas fungsi, tanggungjawab dan proses kerja masing-masing secara berterusan bagi mempastikan perkhidmatan yang ditawarkan dilaksanakan dengan efisyen dan berada pada tahap kualiti yang diharapkan oleh klien. Objektif kajian ini adalah untuk mengenalpasti tahap keberkesanan pengurusan perubahan yang dilaksanakan di JPPH. Di samping itu, ianya juga bertujuan menggariskan beberapa faktor yang menyumbang kepada keberkesanan proses perubahan, dan pada masa yang sama meninjau faktor penghalang yang boleh melambatkan pelaksanaan program perubahan berkenaan. Kajian ini adalah berbentuk deskriptif. Jumlah populasi responden ialah 511 orang. Namun bagi tujuan kajian ini, sampel seramai 87 orang pegawai teknikal dalam kumpulan Pengurusan & lkhtisas dan kumpulan staf sokongan (Kategori di bawah Sistem Saraan Baru, Perkhidmatan Awam, Malaysia) telah digunapakai. Pengumpulan data telah dilaksanakan melalui kaedah soal-selidik, pemerhatian dan data sekunder berasaskan rekod rasmi jabatan. Analisis data dilaksanakan secara elektronik, dengan menggunakan pakej Statistik untuk Sains Sosial (SPSS versi 9.0). Hasil kajian menunjukkan wargakerja JPPH menyedari dan menghargai usaha pihak pengurusan membawa pembaharuan dalam pengurusan jabatan. Walau pun persepsi mereka memberi penilaian yang konsisten mengenai keberkesanan pengurusan terhadap faktor-faktor yang dikaji, tetapi perincian yang lebih rapi memperlihatkan pembaharuan teknologi dalam pelaksanaan tugas di JPPH, secara relatif masih pada tahap yang agak rendah. Faktor-faktor lain yang mempengaruhi kepantasan proses perubahan termasuklah wargakerja yang bet-fikiran sempit dan kekurangan sumber, seperti peruntukan kewangan, sumber manusia, bahan dan peralatan. Selanjutnya faktor komunikasi organisasi yang berkesan adalah sangat relevan dan wajar diwujudkan sebagai katalis kepada program pembaharuan yang bakal dilaksanakan.

ABTRACT Management of change is an important concept in managing contemporary organizations. An effective organization is, among other things, characterized by its ability to evolve with time. The quality of products services offered should be able to fulfill the new standard requirements as the needs of the clients are changing over time. In other words, government agencies such as The Department of Valuation and Property Services (JPPH), Ministry of Finance should examine their functions, duties and work processes on a regular basis to ascertain that services rendered to their clients were done efficiently and at its best-expected quality. The purpose of this study was to identify the level of the effectiveness of the management of change in JPPH. The research also aimed to outline factors contributing towards the effectiveness of the change process, and those that would adversely affect the efforts to introduce changes to the department. This study was descriptive in nature. The population of the respondents was 511 with a sampling of 87 technical officers in the management & professional group, and supporting group staff (categorization under New Remuneration System, Civil Service, Malaysia). Data collection was done through questionnaires, observations and official documents of the department. They were analyzed using Statistical Package for Social Sciences (SPSS version 9.0). Research findings revealed that staff of the department recognized the efforts of the management to bring about changes to the department. However, although their perceptions were consistent in evaluating its effectiveness among factors the research examined, there were evidence of low level of technological improvement had taken place in JPPH. Other influential factors that would limit the speedy improvement process were narrowmindedness among staff and lack of resources, like budget, human resources, materials and equipments. A part from that, it was found that lacking of an effective organizational communication could also proved to be fatal.. 111
