Historic Background of AKIZ In 2006 a delegation from MOST, MOC and MONRE inspected Industrial Zones (IZ) in the US and EU. The IZ WWTP GKW Bitterfeld was found to be the most attractive success-story. Why we tried Triple-Bridging 1. The bridge between Vietnam and Germany Even the strongest and largest countries with the most advanced science and technology infrastructure need R&D-collaboration with others. Reasons are that such research needs more money and brains than one country could afford (such as in aeronautics or automotive) or that problems cannot be resolved without global harmonization of solutions (e.g. water and sustainability research). MOST and BMBF are driving bi-lateral cooperation forward, with projects like AKIZ creating a new value chain of water services, to share workinputs as well as added-values in a sustainable manner. MoST and BMBF funded research projects are supported by the Project Office for Vietnamese-German Sustainability Research located in the VDZ, next door to DAAD. Why we tried Triple-Bridging 2. The bridge between theory and practice Theory - the field of basic research is dedicated to prove what is TRUE. Applied research shall create practical solutions which are GOOD. Applied research needs to consider how to organize and succeed with the practical implementation of innovative concepts and technologies, especially in sustainability incl. water management. The cooperation between universities and research institutes with commercial companies from business and industry of all different branches is required for applied research under the objective to create practical solutions for the sake of people, economy and environment. Why we tried Triple-Bridging 3. The bridge between economics and technologies Water and sustainability research is characterised by problems and solutions, which require the skills of more than one separate field of academic science. The reason is that nearly all science- and technology-based solutions need more than just physical installations. Innovative concepts are essential to secure continuous operation as well as maintenance in order to make technologies functional under the natural and socio-economic working conditions existing on-site. For AKIZ, the focus was set on technologies (appropriate process treatment technologies and lean cost civil engineering concepts) and economics (targeting at the best possible efficiency and management for the wastewater facility, for utility operations as well as for investment finance and re-finance). AKIZ Result 1: Reduction of Environmental Pollution HST Systemtechnik GmbH & Co.KG Co-financed by GIZ, the AKIZ-Pesticide Factory has built a toxic waste incinerator to destroy toxic sludge from wastewater de-contamination. This has brought a reduction of 180,000 toxicity-units (AOX-based population equivalents) no longer discharged into the water and environment. AKIZ Result 3: Water Institutional Framework Financed by WB, the MPI with MOC and MOF has assigned AKIZ experts to research and elaborate wastewater cost and tariff calculation methods along a road map towards cost-recovery for a draft decree regulating wastewater tariffs in Vietnam. Based on the work for AKIZ and the GIZ program on capacity development for water utilities, the new decree has been published. From AKIZ to TAKIZ: Monitoring to support water sector development Like in all countries, the development of the water and sustainability sector is driven by the enforcement of environmental and supply standards which are valid under VN law. The precondition for the enforcement and for the water business development is the technical and financial monitoring of the wastewater treatment and discharge. Therefore, BMBF has granted the project TAKIZ (= Transfer AKIZ) for the further monitoring and dissemination of the AKIZ-results.
