1. BACKGROUND This document has been elaborated within the framework of the ADRIATIC IPA CBC project Intermodal (INTERmodality MOdel for the Development of the Adriatic Littoral zone). In the previous phases of the project, the situation analysis on local transportation and local mobility flows in the Split-Dalmatia County were elaborated, local transport indicators identified, and the best intermodal practices reviewed. The analyses were based on both desk research as well as polls among the local population and tourists. In addition, working groups were in session for different issues. A number of pilot projects were started, such as measuring of transport frequencies at the hot spots, electric cars etc. The strategic guidelines are defined according to the results of all these activities. 4
2. SWOT ANALYSIS As stated above, the situational analysis was done in 2014 and refreshed with the data collected in the last two years (traffic frequency measurements). The SWOT analysis, as the recap of the overall work is presented below. STRENGHTS (S) Establishment of the Split Agglomeration Area (2015, According to the Low on Regional Development of the Republic of Croatia) Existence of all transport modes (terrestrial, air, seaborne) Existence of capacities (human capital and economic entities) necessary for the development of traffic network and intermodality Increasing demand for (intermodal) transportation, especially tourism-related Recent research, studies and projects in the area of intermodal and sustainable transport in the County WEAKNESSES (W) Different modes of transportation (as well as transportation corridors) are not interconnected Connections between certain rural parts of the County with the centre are not effective; the same is true to the connections among rural parts The lack of parking places especially in urban areas Inadequate public transportation Insufficient / non-existing infrastructure for pedestrians and cycling Non-existing system of public transport tickets and pricing Bottle-necks in the entrances and the city cores of urban areas (jams, air pollution) Non-existence of the intermodal transport strategy and Traffic Master Plan 5

3. STRATEGIC GOALS AND INDICATORS The following strategic goals were identified: 1. Balanced growth across the entire territory of the County 2. Increased quality of living and work 3. Improved environmental quality Accordingly, the following indicators for monitoring of the achievements of strategic goals are defined: Number of settlements/population included in the public transport network Time needed for the transport home-work (centre, suburban areas, inter-urban transport) Price of public transport ticket in relation to disposable income Decrease in numbers of accidents/injuries in traffic Decrease in the air pollution due to traffic (air pollution emissions) Decrease in the bottle-necks (especially in the tourist season) 7
4. SPECIFIC OBJECTIVES Aiming to achieve the stated long-term, strategic objectives, the specific objectives and consequent set of measures are elaborated. SPECIFIC OBJECTIVE 1: Enhanced and available public transportation The objective is to improve and/or build infrastructure as to connect the areas within the County as well as the County and neighbouring areas (strategic goal 1), contributing to the inclusion of rural population in public transport (strategic goal 2). In addition, this objective is to be achieved through the modernisation of transport means. SPECIFIC OBJECTIVE 2: Sustainable intermodal transport The achievement of this objective would contribute to the achievements of strategic goals 2 and 3, through the introduction of the intermodal transport system as well as enhancing the walking and cycling practices. SPECIFIC OBJECTIVE 3: Increased use of public transport This is a horizontal objective, dedicated to the development of the public transport ticketing system, as well as education/training of local population and tourists in order to foster the use of public transportation (building on the existing situation, where the study results proved that especially local community mostly uses private transportation). 8
5. MEASURES AND INDICATORS Further elaboration of the strategic guidelines implies the identification of measures and indicators related to the achievements of the specific goals. However, there is a strategic priority as precondition for all specific goals: Measure 0: Master Plan of urban mobility and sustainable transportation in Split-Dalmatia County In fact, rational and efficient transportation network (new infrastructure, transport means, intermodal system) can be achieved only if based on a systematic strategic document, such as Master Plan. In the Master Plan framework, along with the infrastructure network and intermodal concept elaboration, the monitoring system has to be elaborated. Eventually, the traffic management system should be developed. SPECIFIC OBJECTIVE 1 Measures and indicators Measure 1.1. Modernisation of transportation means Indicators: Number of sustainable transportation means included in public transport (electric vehicles, eco boats, bicycles, escalators, ropeways, small vehicles in urban centres and/or islands etc).
