... Ambitious goals 28% 20% 18% CO 2 reduction Energy savings Local energy production Corresponding to 189 Mtonnes CO 2 eq. to be reduced, which is the equivalent of overall emissions of Belgium and Luxemburg combined. Corresponding to 479 TWh of estimated energy savings to be reached by 2020 as a result of measures in the buildings and transport sectors. Source: JRC (2015), The Covenant of Mayors in Figures 6 Year Assessment" report. Corresponding to 133 TWh of energy to be locally produced, mainly from CHP, PV and wind power. This will contribute to meet 18% of signatories future energy demand from local energy production. 7

The Sustainable Energy Action Plan Where are you? Where do you want to go? How do you get there? Baseline Emission Inventory Analyse the current status in terms of energy use and associated CO 2 emissions. Actions Define a set of comprehensive actions with estimated impacts. Vision, Objectives, Target Agree on a vision, objectives and CO 2 emissions reduction target for 2020. 10
The Sustainable Energy Action Plan Energy Demand Energy Supply 11
What is reported in the template? Overall strategy (target, vision, staff, budget, etc.); Final energy consumption by sector and by energy carrier; CO 2 emissions factors adopted for each energy carrier; Local energy production (if applicable); CO 2 emissions by sector and by energy carrier; Key actions (estimates on cost, energy savings, renewables and CO 2 reduction by 2020). 12

Actions popping up across different sectors Integrated mobility planning in Nantes (FR) 30 km/h limit in the city centre 42 km tram network 400 km network of bike lanes Car-pooling scheme Free electric bicycles in Agueda (PT) Pilot scheme 10 e-bicycles 260 users 20 000 km in 2 years 15
Actions popping up across different sectors Energy self-sufficiency in Beckerich (LU) Biogas cooperative (19 farmers) 700 families served with electricity and hot water produced by the biogas plant 15% of households invested in PV 16
Involving citizens Climate Fund Province of Limburg (BE) cooperative fund investing in climate-friendly projects by the means of loans. 100 shares for citizens Limited profits but unique opportunity to directly involve households and to help project developers finance small to medium-sized projects In the renewable energy sector alone 70,000 cooperative members raised 100 million in recent years in Belgium. 17
