1 PROJECT DETAILS 1.1 Summary Description of the Project The project activity is a new (2 x 2.7) 5.4 MW Sarbari II hydro power plant in the Kullu district, Himachal Pradesh, India with 25% continuous over load installed capacity. It is a run-of-the-river power project which is utilizing water from the tail race of Sarbari I SHP, The water from tail race of Sarbari I SHP is taken to an intake and is diverted through the power house to generate renewable power. The project has been constructed in the existing water bodies i.e. no water reservoir has been created for the project activity and has no negative environmental impacts. (2 x 2.7) 5.4 MW of entire renewable power is exported to Himachal Pradesh State Electricity Board (HPSEB) as per the PPA (Power Purchase Agreement) signed between PP & HPSEB on 23rd August 2010. PP has successfully commissioned two hydro projects and it is already registered as a CDM project under UNFCCC. The Hydro power project is Sarbari-I small hydro project of DSL Hydrowatt Limited (DSLHL), Himachal Pradesh, India in Kullu district of Himachal Pradesh & the other is Sarbari II hydro power plant in the Kullu district, Himachal Pradeshs 1.2 Sectoral Scope and Project Type The project activity falls under the following Sectoral scope and Type: Sectoral Scope: 1 Energy industries (renewable / non renewable sources) Type I: Renewable Energy Projects and Category D: Grid connected renewable electricity generation (version 16, EB 54, valid from 11 th June, 2010 1 ). 1.3 Project Proponent Contact information of the person & entity responsible for completing the monitoring report form is as below. 1.4 Other Entities Involved in the Project Not applicable PROJECT DESCRIPTION: VCS Version 3 1.5 Project Start Date The project start date is 25 th August 2010 that is the date of commercial operation of the Hydro Power Plant. 1.6 Project Crediting Period This is the first monitoring report and covers the activity from 25/08/2010 to 27/07/2011. 1.8 Description of the Project Activity http://cdm.unfccc.int/projects/db/sgs-ukl1274284964.32/view 1.9 Project Location The project activity is located in the Shalang village of Kullu district in Himachal Pradesh, India. The project site is connected by road and is located at a distance of 207 km from Shimla. The nearest air-port is Bhuntar, located at 30 km and the closest railway station is at Jogindar Nagar. The exact project location is as under: Latitude: 31 58 02 N Longitude: 77 03 25 E 1.10 Conditions Prior to Project Initiation The project activity is a Greenfield activity that is the installation of new (2 x 2.7) 5.4 MW Sarbari II hydro power plant for generating electricity. In the absence of the project activity taken up by the Project Proponent, the renewable energy source from the hydro power would not have been generated. This would have resulted in equivalent power generation from the fossil fuel based NEWNE Region Gird. Therefore the energy base line is the electrical energy displaced by the hydro power plant installed by the project proponent in the NEWNE Grid that would have continued without implementation of project activity. 5

1.11 Compliance with Laws, Statutes and Other Regulatory Frameworks 1.12 Ownership and Other Programs 1.12.1 Proof of Title The evidence of proof of title is substantiated through power purchase agreement (PPA) and Host Country Approval (HCA) for this project activity and is provided to the DOE. 1.12.2 Emissions Trading Programs and Other Binding Limits This project activity is voluntary initiative of DSL Hydrowatt Limited and it is not to meet any local laws or regulatory compliances. DSL Hydrowatt Limited has submitted an undertaking that they shall not claim for GHG emission reduction credits for the given period under any other emission trading program. 1.12.3 Participation under Other GHG Programs Title: Sarbari II Hydro Power Project by DSL Hydrowatt Limited in Kullu, Himachal Pradesh. Date of CDM Registration: 28/07/2011 CDM Reference Number: 4985 1.12.4 Other Forms of Environmental Credit Emission reduction generated from the project activity will not be double counted (i.e. issuance of other form of environmental credit/certificate) for a particular crediting period. DSL Hydrowatt Limited has submitted an undertaking that they shall not claim for GHG emission reduction credits for the given period under any other emission trading program. 1.12.5 Projects Rejected by Other GHG Programs 1.13 Additional Information Relevant to the Project Eligibility Criteria This project is not a grouped project. 4.2 Data and Parameters Monitored PROJECT DESCRIPTION: VCS Version 3 Data Unit / Parameter: Data unit: Description: Source of data: Description of measurement methods and procedures to be applied: Frequency of monitoring/recording: EU trans kwh Transmission line loss from the project activity Joint meter reading sheet authorized by HPSEB Monitoring: There is a main meter and a check meter of accuracy class 0.2s located at the HPSEB substation. The electricity generated by Sarbari I plant and the VCS project activity Sarbari II project plant (belonging to the same PP) are connected to the same Main & Check meter at HPSEB substation. A monthly recording of the electricity exported and electricity imported takes place at the HPSEB substation in the presence of the representatives of the PP and the HPSEB. Based on the monthly recorded data from the VCS project activity Sarbari II, the other hydro power project of the PP(Sarbari-I) and at the HPSEB substation, the HPSEB authority conducts an apportioning to deduce the transmission line losses for the project activity plant(sarbari-ii) & Sarbari-I hydro project plant. The entire procedure of apportioning for transmission line loss is conducted and controlled by the HPSEB authorities and the PP has no role in the same. Finally the JMR sheet, authorized and issued by HPSEB, indicates the transmission losses and net electricity supplied by the project activity plant (Sarbari-II) and also of the other hydro plant of the same PP (Sarbari-I) to the grid. Data type: Calculated Archiving procedure: Paper and Electronic Responsibility: All the meters are owned by HPSEB. The calibration of meters is under the purview HPSEB officials. Electricity export values are also recorded by representatives of PP on a daily basis in a log book maintained at the plant site. Monthly joint readings of the main and check meters at HPSEB substation in presence of PP and HPSEB officials. 9
