ACCESS The Timber Sale Areas are located south of Mill City, Oregon within Oregon Department of Forestry lands on the North Cascade District. Access to Areas 1, 2 and 3 are as follows: from Highway 22 entering Mill City, turn right onto north 1 st Ave. Turn left onto north 1 st Avenue/NW Alder St. and continue to follow north 1 st Ave. Proceed 0.2 miles and turn left to continue on north 1 st Ave. continue 0.4 miles and turn left onto southeast Kingwood St. Proceed 1.0 mile and turn right onto South Rock Creek Road. To Access Area 1, continue 0.8 miles until a yellow gate appears to the right. A gate key will be needed to access the BLM road and can be checked out at the ODF office in Lyons. From the yellow gate, proceed approximately 1.2 miles to the northern boundary of Area 1. To access Area 3, from the yellow gate, continue up South Rock Creek Road approximately 0.4 miles. Area 3 is located to the left as indicated by posted project sign Pt. J. The northwest boundary of Area 3 can be accessed by foot following the posted right-of-way boundary. To access Area 2, from Area 3 right-of-way location, continue up South Rock Creek Road approximately 0.3 miles. Area 2 is located along both sides of South Rock Creek Road. TIMBER DESCRIPTION Area 1 Area 1 is comprised primarily of 99 year old Douglas-fir. The secondary and minor species within the stand are western hemlock and bigleaf maple, respectively. Currently, there are approximately 2 snags per acre in the 24 DBH class and 5 snags per acre in the 12 DBH class. Approximately 2,480 ft 3 /acre of down wood is distributed throughout the stand. Area 2 Area 2 is comprised primarily of 94 year old Douglas-fir. The secondary and minor species within the stand are western hemlock and bigleaf maple, respectively. Currently, there are approximately 5 snags per acre in the 24 DBH class and 14 snags per acre in the 12 DBH class. Approximately 2,698 ft 3 /acre of down wood is distributed throughout the stand. Area 3 Area 3 is comprised primarily of 94 year Douglas-fir. Significant indicators of laminated root rot (phellinus weirii) exist throughout Area 3. The secondary and minor species within the stand are western hemlock, bigleaf maple, and red alder, respectively. Currently, there are approximately 3 snags per acre in the 24 DBH class and 6 snags per acre in the 12 DBH classification. Approximately 3,872 ft 3 /acre of down wood is distributed throughout the stand. CURRENT STAND CONDITIONS and HARVEST PRESCRIPTIONS Area CURRENT STAND (Avg.) The target residual basal area per acre is 170ft 2 and 190ft 2 for conifers and combined species, respectively. The stand is currently classified as layered with a post harvest objective of Old Forest Structure classification within 10 years. No additional down wood will be created. No additional snags will be created. Within Area 1, all trees less than 11 DBH and greater than 37 DBH are reserved from felling. Within Area 2, all trees less than 13 DBH and greater than 32 are reserved from felling. Area 3 is a modified clearcut. It is anticipated that harvest operations will generate an additional 600 900ft 3 of down wood per acre. All existing snags are reserved from felling. 2

STREAMS and OTHER AQUATIC RESOURCES Within Area 1, there is 1 small type N approximately 1,500 in length. A 25 buffer on both sides has been established and is marked with white Buffer Zone tags and pink RMZ flagging. Within Area 2, there is 1 small type F stream approximately 1,100 in length. A 50 buffer on both sides has been established and is marked by white Buffer Zone tags and pink RMZ flagging. Within both area 2 and 3, there are 3 small type N streams totaling approximately 0.9 miles in length. A 50 buffer on both sides of all three streams has been established and is marked by white Buffer Zone tags and pink RMZ flagging. Within Area 2, there are 3 small type N streams approximately 863 in total length. All three streams exist to the southwest of Area 2. Two of the three streams are buffered 25 to both sides and marked with white Buffer Zone tags and pink RMZ flagging. The remaining small type N is buffered 25 to the interior (sale side) and marked with red Timber Sale Boundary and pink Timber Harvest Boundary flagging. A small wetland approximately 4 acres in total area exists interior and to the south end of Area 2. A 25 buffer has been established and is marked with white Buffer Zone tags and pink RMZ flagging. The eastern Timber Sale Boundary of Areas 2 and 3 parallel a tributary to Rock Creek, a medium type F stream, for approximately 1.4 miles. The Timber Sale Boundary is semi-sinuous, ranging in distance from 100 at the closest point, to approximately 900 at the furthest point. A buffer zone on the sale side of the tributary has, at a minimum, been established 100 from the stream bank. This buffer is marked with red Timber Sale Boundary tags and pink Timber Harvest Boundary flagging. The FPA requires a minimum riparian management area of 100 feet for each side of a large type F stream. In addition, the State Forest s Forest Management Plan (Appendix J) requires that the stream bank zone (0-25 feet) will have no harvest, the inner RMA zone (From 25-100 feet) will be managed for mature forest condition if the stand meets the requirements or will be able to meet them in a timely manner without treatment. The inner RMA zone along the tributary is currently meeting the mature forest requirement of 220 ft 2 of basal area per acre. The State Forest s FMP also requires that the outer RMA zone (100-170 feet) will have 15 to 70 conifers trees and snags per 1,000 feet of RMA. The Timber Sale Boundary is posted beyond 100 feet to ensure the current stocking levels meet this requirement. TOPOGRAPHY Area 1 maintains a primary aspect to the north. Elevation ranges from 1200 1400. Approximate slope ranges from 0 65 percent. Area 2 maintains a primary aspect to the north. Elevation ranges from 1200 1400. PROJECTS Project 1 Road construction: 2.06 miles utilizing 5,611 cubic yards of 6 jaw-run and 200 cubic yards of 1.5 crushed. Project 2 Road improvement: 1.94 miles utilizing 1,062 cubic yards of 6 jaw-run and 846 cubic yards of 1.5 crushed. Improvements include culvert installation, mulching, and road rocking. Project 3 Road stabilization: Block access to off road vehicle traffic from Point "J" to Point "HH" along South Rock Creek Mainline with 16" size or larger stumps. Area 1 was sampled on a 300 by 300 grid where every plot was graded. Area 2 was sampled on a 313 x 313 grid with a count to grade ratio 1:1. Area 3 was sampled on a 150 x 150 grid with a count to grade ratio of 1:1. The collected data was interpreted using the SuperACE 08 Cruising software. The cruise was designed to meet or exceed the standards set forth in the Timber Cruising Section of the Timber Sale Contract Preparation Handbook, July 1, 2002 revision. The target statistical validity for this operation is to achieve a standard error percentage (SE%) of 7% or less for all of the automark thinning areas combined and 11% for all clearcut areas combined. The combined basal area SE% for Areas 1 and 2 was 4.5 %. The net board foot per acre SE% for Area 3 was 7.8%. All trees on the measure plots were cruised using rules developed by the Northwest Log Rule Advisory Group. The following standards were applied: 1. All trees 8 DBH or more containing 10 board feet (5 x12 ) or more were cruised. 2. Log lengths are generally between 16 and 40, with the absolute minimum merchantable length of 12 feet plus trim. 3. One foot of trim is assumed for each merchantable segment. 4. Boles were graded using standard scaling and grading bureau log rules. Trees were generally cruised to maximize the grade. 5. A 8% volume deduction was applied to the cruise results to account for hidden defect and damage. For all measure trees, the following measurements were taken: 1. DBH to the nearest 1/10 inch. 2. Merchantable height, measured to the top cruise diameter of 6 outside bark 3. Form factors, measured at 16 4

Any cruise plot which fell within or was affected by an existing road right-of-way, stream buffer, or GTR area were off-set at 1/2 chain intervals ahead on the cruise line until the plot center fell completely within the sale area. Plots at the end of cruise lines too close to the unit boundary to be able to take a full plot were moved back on the cruise line in 1/2-chain intervals until a full plot could be taken. Dates Cruised: The sale was inventoried and cruised between the period of 4/2/2013 and 5/2/2013 by the State Lands Foresters of the Santiam Unit, North Cascade District, ODF.
