Report of the Committee constituted by PCCF, W.B., for preparation of proposal for WBFS Cadre Review vide Order No.20-Misc. dt. 17.08.09. ***** Introduction : The PCCF, W.B., vide his Office Order No.20-Misc./PMC/2009 dt. 17.08.09 constituted a committee for preparation of specific proposal for review of the cadre schedule of WBFS comprising of one Chairman, one Member Secretary and 3 Members. No clear cut terms of references were given to the committee. The committee was supposed to submit its report by 14.09.09 but due to various reasons, the committee could not finalize the report on time. However, the same is prepared and the outline of such proposal is illustrated below. Constitution of Committee : The committee was headed by Sri N K Pandey, IFS, CCF, PMC with the following members:- (1) Sri S Bandyopadhyay, DFO, PMC - Member (2) Sri A K Mukhopadhyay, DFO, NTFP Dn - Member (3) Sri Dilip Chakraborty, ADFO, PMC - Member (4) Sri Gautam Chatterjee, ADFO, Publicity Dn - Member 2

Meeting and deliberations amongst the committee : Two formal meetings of the committee were held on 28.08.09 and 10.09.09 respectively. All the members were present in such formal meetings. In addition to the above stated two formal meetings, a no. of informal discussions were also held by the chairman of the committee. In addition to the formal members, chairman also discussed the matters with other senior officers of the Directorate. The proposal History of the Service : The West Bengal Forest Service was constituted in the year 1982 by merging the West Bengal Senior Forest Service and the West Bengal Junior Forest Service. The role of the West Bengal Forest Service is important considering the posts hold by the members of this Service as DFOs and ADFOs and in bridging the gap between administration and the field staff as well as to the local communities.. The present structure of the cadre is as follows :- 3

Intensive and extensive development programmes for increasing the forest cover and wildlife of the state as well as reducing dependence of forest fringe population on the natural forests through generation of sustainable, alternative livelihood in the fringe villages has been initiated by the Forest Department. The Cadre Review of the WBFS cadre was last made in 1995. By this time Quinquennial Cadre Review of Indian Forest Service of West Bengal Cadre was made in 1999 and 2004. Another proposal of Cadre Review of Indian Forest Service of West Bengal Cadre is in active consideration of Government during 2009. In all these cadre review the sanctioned strength of the IFS cadre has been increased from 104 to 115. But the cadre strength of WBFS cadre has not been increased resulting various vacuum in different hierarchy of the Forest Directorate. Comparative Statement of increase of IFS Cadre strength Year IFS Cadre Strength WBFS Cadre Strength Ratio 1995 104 126 1 : 1.2 1999 112 126 1 : 1.1 2004 115 126 1 : 1.09 It is seen from the above table that cadre strength of WBFS is decreasing in comparison with IFS cadre strength which is not desirable in the interest of healthy administration. Keeping these in mind, the committee is in the view that there should be increase in the cadre strength of the WBFS cadre at a ratio of 1: 1.25 of the IFS cadre strength. 2.Initially, there were different nomenclature for the officers of the WBFS which included DFO, EACF, AFO, ADFO etc. Later on few years back Govt. notified the merger of different nomenclature into two which now are DFO /DCF and ADFO. Being a 4

constituted service of the State Govt.,this is a matter of great concern that the service rules exclusively for WBFS has not been made and there are lot of areas where confusions prevail. The biggest example is the pay structure. A direct recruit WBFS officer joins as a trainee WBFS officers and after completion of probation and training at State Forest College, he/she gets posted to a regular post and designated as ADFO and continue to hold the same post only getting benefit of non functional promotion under CAS of the State Govt. and one functional promotion as DFO ( being senior duty post with higher charges and responsibility). But the functional promotion is also not treated as promotion as he/she does not get the benefit of even a single increment and revised fixation or any other monetary benefit. This has resulted in serious resentment amongst the members of WBFS. Keeping this in mind, the committee proposes that the action should be taken in such a way that there are at least two functional promotions in the cadre in addition to the regular CAS. Thus posting of ADFO to DFO (with higher charges and responsibilities) should be treated as a promotion and related benefits of pay fixation and granting of an additional increment should be awarded. There should be no confusion as all DFO posts are Senior Duty post and all ADFO posts are presently considered as Junior Duty post as per the Forest Deptt. s Notification Nos.1499-For dt.15.05.2000 and 3887-For dt. 10.11.2006. 3.At present out of total strength of 126 posts, there are 23 notified DFO posts which are manned by members of the service and as per the last reorganization order of Forest Deptt., issued in 1995 and thereafter, there are 87 posts of ADFO distributed amongst the different units of the Forest Directorate. The committee feels that the above distribution also requires certain changes to conform to the present administrative need, as in the recent years, the allocation of fund under State Plan and other Forestry Development Projects like RIDF, RKVY, NREGS, NAP and many other schemes, have gone up many folds. The present strength of officers in the Forest Directorate is too meager to effectively handle and monitor such projects in addition to their routine jobs. 4.From the above detail, it is clear that there is hardly any promotion avenue for the WBFS cadre officers. As the WBFS is a feeder service to the Indian Forest service and as per the IFS recruitment rule, 33.33% posts of IFS are required to be filled up by promotion 5

but as per the said recruitment rule, an officer after attaining the age of 54 is not considered for induction to the IFS. The induction to the Indian Forest Service at present is at an average of 1 to 2 persons per year and will continue as such till 2014 and if the current structure of the Indian Forest Service cadre continues as such between 2014 and 2020 in a gap of 6 years only 2 (two) WBFS officers will be inducted in IFS against promotional quota. Keeping this in mind, the committee finds it appropriate that there should be few posts at the rank of higher than the DFO where by promotion a WBFS officer can be posted. 5. There are presently four pay scales as per ROPA, 2009 available to the officers of WBFS which are as follows :- (1) ADFO/DFO in the Pay Band No.4 in the Pay Scale of Rs.9,000 40,500/- and Grade Pay of Rs.5,400/-. (2) Pay Band No.4 in the Pay Scale of Rs.9,000 40,500/- and Grade Pay of Rs.6,600/-. (3) DFO in the Pay Band No.4 in the Pay Scale of Rs.9,000 40,500/- and Grade Pay of Rs.7,600/-. (4) DFO in the Pay Band No.5 in the Pay Scale of Rs.37,400 60,000/- and Grade Pay of Rs.8,700/- *. * ( There are only two posts available to the WBFS of this grade and awarded to the officers after completion of 20 years of service ). There are two more scales of pay scales available to West Bengal Civil Services ( WBCS) which are in Pay Band 5 in Pay Scale of Rs.37,400 60,000/- + Grade Pay Rs.8,900/- and Pay Band 5 in Pay Scale of Rs.37,400 60,000/- + Grade Pay Rs.10,000/-. This is also a fact that the above pay scale is almost identical (and with same grade pay) to the Conservator of Forests of IFS cadre; and thus the committee feels that at least a couple of posts in the Pay Band 5 with Grade Pay Rs.8,900/- should be made available to the WBFS officers and should be named Conservator of Forests. 6. It is also observed by the committee that the existing numbers of posts in the Pay Scale of Rs.37,400 60,000/-with Grade Pay of Rs.8,700/- and pay band 5 is required to be increased from 2 ( two) to 4( four). 6

7. Awarding special pay to the WBFS cadre as recommended by the Pay Commission has not been implemented. The present Committee also feels that there should not be any discrimination in granting special allowance to the posts of WBFS officers and parity should be maintained in the matter. The details of the proposed cadre structure is given in Annexure A. Recommendations of the Committee : 1. There should be increase in the cadre strength of the WBFS cadre at a ratio of 1 : 1.25 of the IFS cadre strength. 2. Effort may be taken by the Administrative Department for framing Service Rules exclusively for the WBFS, in conformity with the State Policy, ensuring prospect of this state cadre. 3. The posting of ADFO to DFO s post (consisting of higher charges & responsibilities) should be treated as promotion and related benefits of pay fixation & additional increment should be awarded. 4. Distribution of certain ADFOs posts requires to be re-organised to conform to the present administrative need as per details given in Annexture A. 5. There should be few posts at the rank of higher than the DFO where on promotion WBFS officers can be posted. At least a couple of posts in the Pay Band- 5 with Grade Pay of Rs.8900/- should be made available to the WBFS Officers and may be named Conservator of Forests. 6. The existing number of posts in the Pay scale of Rs.37400 60000/- with Grade pay of Rs.8700/- in Pay Band-5 should be increased from 2(two) to 4(four). 7.
