Forming Teams and Selecting Subcontractors As a prime contractor, CH2M HILL typically identifies/contacts potential Team Subcontractors 3 12 months prior to the release of the RFP. (NOTE: We want to hear from small businesses interested in teaming with us.) In selecting Team Subcontractors, we give weight to established working relationships and also seek new partners. We need strong bidders lists! For individual task orders on IDIQ-type contracts, bidders lists are pulled together in real time, once subcontracting service needs are identified, and task orders are approved We do conduct Managed Competitions with prospective bidders lists comprised solely of HUBZone, VOSB, SDVOSB, and WOSB firms. 10
