LEVEL 1-3 DEVELOPMENT SUPPORT TO SCHOOL GAMES ORGANISERS, SCHOOLS AND OTHERS - DELIVERY AGENT BETWEEN SEPTEMBER 2017 AND AUGUST 2020 - CALL FOR EXPRESSIONS OF INTEREST Introduction 1. This call for expressions of interest has been issued by Sport England to gauge interest from organisations interested in providing development support to School Games Organisers, schools, National Governing Bodies of Sport and others to ensure their engagement across levels one to three of the School Games between September 2017 and August 2020. 2. This document sets out the information which is required to allow Sport England to assess the suitability of potential deliverers. Responses will be accepted from individuals or groups of organisations working in partnership. However, each response should identify one lead organisation. 3. The development support will be funded via a Lottery funding award between Sport England and the successful deliverer(s). The successful deliverer(s) will be identified through a three stage process (also see table at paragraph 15): Stage 1 a. Organisations are invited to submit an expression of interest. Submissions will be assessed against the published criteria (see paragraph 20) and where appropriate will be invited to move to stage two. Stage 2 b. The organisations moving to this stage will be invited to present their proposals to an assessment panel. The panel will make a further assessment against the published criteria and then select an organisation(s) to solicit. Stage 3 c. The organisation(s) will be invited by Sport England to work up and submit a solicited Lottery funding application. The application will be assessed by Sport England officers and determined by the Sport England Investment Committee. It will be subject to a strict assessment of value for money and the demonstration of need. 1

4. No information contained in this document, or in any communication made between Sport England and any potential deliverer in connection with this call for expressions of interest, shall be relied upon as constituting a grant award, agreement or representation that any grant award shall be offered in accordance with this document. Sport England reserves the right to change or terminate the process at any time. Under no circumstances shall Sport England incur any liability in respect of this call for expressions of interest or any supporting documentation. 5. Direct or indirect canvassing of any Sport England personnel by any potential deliverer concerning this call for expressions of interest, or any attempt to procure information from any Sport England employee concerning this call for expressions of interest, may result in the disqualification of the potential deliverer from consideration. 6. Sport England will not reimburse any costs incurred by potential deliverers in connection with preparation and submission of their responses. Background Information on the School Games 7. On Monday 28 June 2010 the Government announced the creation of a new Olympic/Paralympic style school sports competition. The competition was called the School Games, was a key part of the Government s plans for a lasting sporting legacy from hosting the London 2012 Games and is now an important part of the Sporting Future: A New Strategy for an Active Nation 1. 8. At a national level the School Games is led by Sport England and delivered through a partnership made up of the Department for Culture, Media and Sport, the Department for Education, Department of Health, the British Paralympic Association and the delivery agents for Levels 1-3 and Level 4 (which are both currently fulfilled by the Youth Sport Trust). 9. The competition aims to further revive the culture of competitive sport in schools. Every school in England will be given the opportunity to get involved. The competition will not be a single event. Rather it will be a package of events and activities, harnessing the power of the Olympic and Paralympic Games to inspire a generation of young people to get involved in competitive sports. The competition will run at four levels: a. Level 1 Intra School Competition; b. Level 2 Inter School Competition; c. Level 3 County Festivals of Sport; and d. Level 4 the National Finals is a UK wide competition with teams from the other three home nations competing alongside teams from England. 10. Public funding to support the School Games comes from Sport England (both Lottery and Exchequer) and the Department for Health. 11. The Government strategy, Sporting Future, recognised the contribution of the School Games but signalled that the time was right to review the future priorities of the programme. Sport England established a task and finish group to complete the review and on 10 August 2016 published the executive summary 2 which gave 17 recommendations for future direction of the School Games. Level 1 3 Development Support Requirement (September 2017 to August 2020) 12. The development support the successful deliverer(s) will need to provide is outlined at appendix 1. Potential deliverers need to be mindful of the scale of the task. Over 86% of the schools in England (including schools from the independent sector) have signed up to be part of the School Games. While already a high proportion, the number of schools engaged in the School Games is expected to continue to rise year-on-year. 13. If organisations want to focus solely on individual elements of the School Games eg. Level 3 and/or specific geographical areas, they should make this clear in their submission with the reasons why. Further clarification can be sought from the Sport England contact named in paragraph 22. Budget Guide 14. The value of the Lottery award will be subject to a strict assessment of value for money and the demonstration of need. To help potential deliverer(s) formulate their proposals, we envisage that the cost of delivering the development support would be a maximum of 2 million PA. Timeline/Completion Instructions 15. The table below sets out the timeline for determining who should deliver School Games Level 1-3 Development Support, September 2017 August 2020. Monday 20 February 2017 Notification of Stage One Results - At Sport England s discretion, organisation(s) will move forward to stage two. Stage 2 Tuesday 7 March 2017 Wednesday 8 March 2017 Stage 3 Wednesday 8 March Friday 7 April 2017 Friday 7 April 2017 Tuesday 6 June 2017 Presentations to Assessment Panel - It is envisaged that organisation(s) will make a 20 minute presentation on their proposals followed by up to 40 minute discussion. - Organisation(s) will have approximately. two weeks to prepare for their presentation. Notification of Stage Two Results. Invitation to submit a solicited Lottery application issued The deliverer(s) work up Solicited Lottery Application - The deliverer(s) will have over 4 weeks to work up their detailed Lottery application(s) - Sport England can provide support during this period to help the deliverer(s) work up their application, but there will be a separation of functions between those advising the deliverer(s) and those assessing the application and providing a recommendation to the Sport England Board. Deadline for submitting Solicited Lottery Application to Sport England Sport England Investment Committee Consideration of Solicited Lottery Application and Notification of Outcome 16. Expressions of interest must be submitted on the response form attached at appendix 2. The form must be submitted by email to Matthew Hallam, by no later than 10:00am on Wednesday 8 February 2017, school.games@sportengland.org. Any submission made after this time will not be considered. 17. Failure to provide the required information; make a satisfactory response to any question; or supply documentation referred to in responses within 4

the specified timescale, may mean that potential deliverer(s) are disqualified from the assessment process. 18. In the event that none of the responses are deemed satisfactory, Sport England reserves the right to re-advertise. 19. Potential deliverers must be explicit and comprehensive in their responses to this call for expressions of interest as this will be the single source of information on which responses will be assessed. Potential deliverers are advised neither to make any assumptions about their past relationships with Sport England nor to assume that such prior business relationships will be taken into account in the evaluation procedure. Assessment Criteria 20. The follow table sets out the criteria by which expression of interests and subsequent interviews (where required) will be considered. % of Marks Assessment Criteria 15% The organisation(s) track record in delivering development support, on time and budget, to individuals, schools, NGBs and others to enable them to engage in a high profile programme or initiative. 20% The organisation(s) experience of delivery of young people focussed sport programmes or initiatives and understanding of the school and community sport landscapes. 25% The quality of the organisation(s) proposal to deliver development support to SGOs, schools, NGBs, and others to ensure their engagement across levels one to three of the School Games between September 2017 and August 2020. 5% The quality of the organisation(s) creative flair and vision. 35% The organisation(s) ability to demonstrate value for money and experience in managing public money. Additional Information 21. Sport England expressly reserves the right to require potential delivers to provide additional information supplementing or clarifying any of the information provided in their response to this call for expressions of interest. Sport England may seek independent financial and market advice to validate information declared, or to assist in the evaluation. Sport England Contact Point 22. Subject to officer availability, we will endeavour to respond within one week of receiving any clarification requests. No approach of any kind in connection with this call for expressions of interest should be made to any other person within, or associated with, Sport England or via any other medium than the above email contact address. Single Point of Contact 24. Potential deliverers are asked to include a single point of contact in their organisation for their response. Sport England will not be responsible for contacting the potential deliverers through any route other than the nominated contact. The potential deliverer must therefore undertake to notify any changes relating to the contact promptly. Freedom of Information 25. In accordance with the obligations and duties placed upon public authorities by the Freedom of Information Act 2000 (the FoIA ), all information submitted to Sport England may be disclosed in response to a request made pursuant to the FoIA. In respect of any information submitted by a potential deliverer that it considers being commercially sensitive the potential deliverer should: a. clearly identify such information as commercially sensitive; b. explain the potential implications of disclosure of such information; and c. provide an estimate of the period of time during which the potential deliverer believes that such information will remain commercially sensitive. 26. Where a potential deliverer identifies information as commercially sensitive, Sport England will endeavour to maintain confidentiality. Potential deliverers should note, however, that, even where information is identified as commercially sensitive, Sport England might be required to disclose such information in accordance with the FoIA. Accordingly, Sport England cannot guarantee that any information marked commercially sensitive will not be disclosed. Sport England 20 January 2017 6

APPENDIX 1 LEVEL 1 3 DEVELOPMENT SUPPORT REQUIREMENT (SEPTEMBER 2017 TO AUGUST 2020) Deliverables/Outcomes Maintain intra and inter school NGB formats for all School Games sports. Complete annual reviews of NGB formats and update as required to ensure they reference best practice and latest insight. Where required, add formats for new NGBs/sports. Management of national school registration process across England. Support to all registered schools to enable them to run all year round level 1 and 2 competitions focused on driving and increasing the number of young people taking part. This will help schools embed competition as part of school life and provide training and support for inclusion and workforce needs. Support package for NGBs of all School Games sports which is differentiated to meet the individual needs. This will cover both levels 1 and 2 and could include capacity funding being devolved to smaller sports. Provide development support to the network of c450 School Games Organisers to ensure that the School Games is delivered locally. Provide a dedicated disability strand within the development support to ensure that young disabled people can take part in the School Games by building on existing work taking place. The development, production and distribution of national school sport tools/materials for schools. Work with Sport England and other partners to collate useful data and share with NGBs to help them with their planning and delivery. Provide training and development support to the line managers and hosts of the c450 School Games Organisers. The development, production and distribution of national support tools/materials for lead applicants for Level 3 county festivals (CSPs and London Youth Games) and Local Organising Committees (LOCs). 8

Website/School Games Mark Deliverables/Outcomes Maintenance and further developing the School Games website and School Games Mark For information, the School Games website is currently being reimagined with a new version being launched in summer 2017, expectations from Sept 2017 will be maintenance and incremental development (rather than any additional overhaul). Reporting Deliverables/Outcomes Provide termly reports (3x per year), and more frequently if required, to Sport England on the delivery of development support to SGOs, schools, NGBs and others. Report to (and sit on) the School Games Project Board. These lists should be considered guidance and not exhaustive. 9
