SITUATION ANALYSIS Creating a single version of asset truth The City of Adelaide Enfield is one of the largest councils in metropolitan Adelaide, covering an area of about 97 m 2 with a population of more than 123,000 people. In the past decade, the city s population has increased by 19% and is set to grow another 5.1% by 2021. With responsibility for 100,000+ assets valued at AU $1.6B, the city wanted to gain better asset visibility to optimise maintenance, reduce operating costs, and balance capital spending. The city s varied assets include: 692.1 km of roads, 1,218 km of footpaths, 700 hectares of public open spaces, 255 fleet vehicles, 3 golf courses, 300 buildings, 5 libraries, 440 km of storm water, and 10 pump stations. Simon Davis, Team Leader Asset Management for the City of Port Adelaide Enfield explains, In the early 2000s, we were dealing with disparate asset data sets and silos of information. We had spreadsheets for buildings, GIS data for storm water, manual plans for parks and gardens, and our roads assets were tracked in a legacy fixed asset management solution that we had outgrown. We didn t have a common system to store our asset data and link all our business processes. It was difficult for us to make informed decisions about which assets to maintain, upgrade, or replace. INNOVATION STRATEGY Detailed asset analysis delivers actionable insights After deploying Infor Public Sector in 2005, the city s focus in the first year was to create an asset register for its roads, pavements, buildings, and fleet vehicles. Storm water facilities, parks, and gardens were added the next year. Today, the city can: Store asset info in one central data repository. Track and report costs accurately against assets and activities. Plan, schedule, and execute effective maintenance programs. Create detailed asset inventories and specific asset inspections. Record and track requests for service. Capture asset information in the field. On day one of going live with Infor Public Sector, we issued all our work orders through the system, explains Simon. We discovered very quickly that not all of our assets were captured. For example, we had migrated our parks and gardens asset data from the GIS system and when our employees went to the physical location they found that the assets were not listed in the system. This was a good way to identify assets we didn t know we had. In 2011, the city created an innovative 20-year pavement model in Infor Public Sector Asset Analysis Tools to develop a methodology for justifying decisions about upgrading or not upgrading roads. Thanks to Infor Public Sector, we now have an automated, repeatable, and accurate method to capture the condition of our roads, which has enabled us to build decision models for pavement rehabilitation and maintenance, says Simon. Value realised Repeatable processes, single source of asset truth, integration with other systems, increased efficiency, and costs savings are amongst the benefits the city has realised with Infor Public Sector. Our employees no longer have to go out in the field to inspect assets, says Simon. We know the exact location and condition of any of our road and footpath assets from our desktops. Having that level of transparency is extremely beneficial to the productivity of council resources. It demonstrates that we are managing the public purse with precision and efficiency. RESULTS Achieving intelligent asset management Detailed impact Seamless integration With Infor Public Sector, the city s pavement modelling is fully integrated with its customer service request system, so reported defects can be addressed accordingly. Pavement images are easily shared between the GIS system and Infor Public Sector, which allows users to view and print out maps showing the results of the model. Infor Public Sector is not like an aircraft s black box. You can see every step that an asset is going through, says Simon. We have full traceability of the various stages of an asset s life. It s a great tool because we can map our assets against council objectives, not just today, but in the future up to 70 years from now. Balancing capital and risks Today, the city is balancing capital spending, operating costs, and asset management to protect its 23,000+ residents against the risks involved in interacting with assets safely, quickly, and responsibly. LOOKING AHEAD Meeting future challenges Since standardising its asset management approach on Infor Public Sector, the city has continued to refine usage to ensure its broad range of assets are available, safe, reliable, and performing to standards. We have a fleet of 110 ipads that are used in the field to automate data capture and boost data integrity, says Simon. In its third year of use, the staff have become productive and are engaged with suggested improvements and functionality Next up, the city will implement advanced asset valuations with Infor Public Sector, so it can automate the valuation process, which is currently undertaken using spreadsheets that are prone to errors and version control issues. This process currently takes three people to complete over a period of two to three months. Once we ve got this in place, we should be able to reduce the process to a matter of days, not months, says Simon.
