General Manager s Message Water quality and the safe delivery of drinking water to our customers will always be the top priority at Providence Water. It also will be our top challenge in the years to come. Like most water systems across the country, the water mains that deliver water to our customers are aging and need to be rehabilitated or replaced. This is especially true in the case of the 550 miles of unlined cast-iron water mains, where the interior surface is essentially bare cast iron with no protective coating. Almost all of the water mains installed in the Providence Water system up until 1950 were of the unlined variety, with 40 percent of these having been installed in the 1800s. As these mains age, they experience internal corrosion problems that contribute to instances of discolored water being delivered to our customers. The buildup of deposits of iron-based growths along the pipe walls, resulting from corrosion activity, can also significantly reduce the internal diameter of many of these mains, resulting in poor flow capacity. The bottom line is that there is a critical need for us to take steps necessary to ensure that our outstanding drinking water can continue to be reliably delivered via an improved infrastructure for years to come. To that end, the following steps are underway: 1. For the first time in 4 years, we asked the Rhode Island Public Utilities Commission on March 29, 2013, to increase the rates that Providence Water charges customers for water, to become effective on or before January 1, 2014. If approved, this rate increase would boost the average monthly customer cost of water by $6.08. Eighty cents of each additional dollar generated by the rate increase would be restricted for programs to improve water quality programs such as water main replacements, chemicals, sludge maintenance costs, the creation/expansion of a formal unidirectional water main flushing program, and other water system delivery improvements. The remaining twenty cents would be used to offset higher future costs, such as property taxes, fuel, and other operational expenses. If approved, the requested rate increase could raise as much as $14.6 million more each year beginning in 2014, with $8 million for infrastructure refurbishing and replacement. That would boost annual funding, restricted for infrastructure improvements, to over $24 million per year on a going forward basis. 2. Expansion of the formal Unidirectional Flushing Program introduced last fall should lead to big improvements in water quality for many customers. Under this program, and using a new computerized hydraulic model and Geographic Information System (GIS) technology, we strategically flush fire hydrants in neighborhoods with old cast-iron mains and other neighborhoods with water quality issues. These surgical flushes scientifically help limit future water discoloration episodes, remove discoloration when it does appear, and help improve the overall health of the water system. 3. Also, to improve our service response to customers calling Providence Water with water quality concerns, we ve re-deployed staff and created a new, three-person Water Quality Customer Service team. This team works closely with customers and our water system field experts to quickly identify, triage, and resolve customer water quality issues. Using a new web-based Water Quality Customer Call Log database developed in-house, patterns can be more easily spotted, remedies can be more easily coordinated, and customers generally feel less frustrated or isolated. 4. Nowhere is our commitment to water quality more evident than in our Purification Plant Filter Rehabilitation Project a project that, when complete, would give Providence Water the capability of producing as much as 25 percent more drinking water of even higher quality for our customers. This multi-year, $47-million project has been underway since 2009 and will ultimately reconstruct all of the treatment plant s 18 filters when completed in 2017. The first two filters are currently in construction. The scope of work also includes making significant improvements to the filter area that will provide full visibility and access to the entire surface area of the filters. Also part of this project is the replacement of a proprietary SCADA system (Supervisory Control and Data Acquisition System) with a new state-of-the-art system to monitor and control the new filtration process and other treatment plant operating systems. Any increase in rates is not being taken lightly. We understand this and are doing everything we can to keep current and future general operating expenses as low as possible. The good news for our customers is that even with a rate increase factored in to our water rates, Providence Water would still remain among the lowest-priced water rates charged by regulated Rhode Island water utilities. Safe, reliable, high-quality water is an absolute necessity. Be assured that on my watch, I ll do my best to make sure Providence Water continues to deliver the most reliable, highest-quality drinking water to you and your family at the lowest possible cost.

Important Notice About Your Water Quality Report Effective this year, the U.S. EPA and the RI Department of Health no longer require that Providence Water use the U.S. Postal Service to deliver a paper copy of your water quality report. However, we have mailed this year s report to you to make sure that you receive the information by the legal deadline and to inform you about the delivery changes being made for next year. Electronic delivery is now being allowed by computer or other mobile device. Next year, we will be notifying our consumers about the online availability of the water quality report in the following ways: An announcement on each customer bill will provide a direct, one-click Internet link: www. provwater.com/waterqualityreport. We will send e-mail to all customers who have provided us with an e-mail address and attach a PDF document of the actual water quality report that you can print if you choose. We will telephone all customers with a Customer Alert Notification Network call when the newest annual water quality report is posted online and remind you how to find it online. During the past year, Providence Water has sent thousands of telephone and e-mail alerts to let network member customers know in advance about planned construction work that could temporarily affect their water service. We ve also informed members in realtime about emergency responses to unexpected watermain repairs in their neighborhood. The new water quality report delivery procedure is another great reason to join! Substances That Could Be in Water To ensure that tap water is safe to drink, the U.S. EPA prescribes regulations limiting the amount of certain contaminants in water provided by public water systems. U.S. Food and Drug Administration regulations establish limits for contaminants in bottled water, which must provide the same protection for public health. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of these contaminants does not necessarily indicate that the water poses a health risk. The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals, in some cases, radioactive material, and substances resulting from the presence of animals or from human activity. Substances that may be present in source water include: Microbial Contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, or wildlife; Inorganic Contaminants, such as salts and metals, which can be naturally occurring or may result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming; Pesticides and Herbicides, which may come from a variety of sources, such as agriculture, urban stormwater runoff, and residential uses; Organic Chemical Contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production and may also come from gas stations, urban stormwater runoff, and septic systems; Radioactive Contaminants, which can be naturally occurring or may be the result of oil and gas production and mining activities. Where Does My Drinking Water Come From? Y our drinking water comes entirely from surface water reservoirs located in a 92.8-square-mile, mostly rural, forested watershed basin in Scituate. The main source of this water supply is the Scituate Reservoir, which is the terminal reservoir in a network of six interconnected reservoirs: the Scituate Reservoir, Regulating Reservoir, Barden Reservoir, Ponaganset Reservoir, Westconnaug Reservoir, and the Moswansicut Reservoir. Important Health Information General Information S M ome people may be more vulnerable to contaminants in drinking water than the general population. Immunocompromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants may be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. Lead in Home Plumbing I f present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. We are responsible for providing high-quality drinking water but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 3 full minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at www. epa.gov/safewater/lead.

What s in My Water? Providence Water conducts thousands of laboratory tests throughout each year to ensure the safety of your water. We have compiled a list in the table below that shows you what substances were detected. Each and every substance on the list was found to be below the Maximum Contaminant Level (MCL) as set by the U.S. EPA. We want you to know exactly what was detected during these tests and how much of each substance was present in your drinking water. The RI Department of Health allows us to monitor for certain substances less than once per year because the concentrations of these substances do not change frequently. In these cases, the most recent sample data are included, along with the year in which the sample was taken. Two of these samples were positive for total coliform bacteria. The detected level is the lowest removal ratio per quarter. Range is the lowest and highest removal ratios per month. 5 Turbidity is a measure of the cloudiness of the water. It is monitored because it is a good indicator of the effectiveness of the filtration system. 0.16 NTU was the highest single measurement recorded. The average turbidity value for 2012 was < 0.10 NTU. 6 For 2012, Providence Water had an exceedance of the lead action level. Although not a Safe Drinking Water Act violation, this did trigger a public notification requirement necessitating a pamphlet on the hazards of lead be mailed to all our customers. Infants and children who drink water containing lead in excess of the action level could experience delays in their physical or mental development. Children could show slight deficits in attention span and learning abilities. Adults who drink this water over many years could develop kidney problems or high blood pressure.

Definitions AL (Action Level): The concentration of a contaminant which, if exceeded, triggers treatment or other requirements which a water system must follow. MCL (Maximum Contaminant Level): The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology. MCLG (Maximum Contaminant Level Goal): The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety. MRDL (Maximum Residual Disinfectant Level): The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. MRDLG (Maximum Residual Disinfectant Level Goal): The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants. NA: Not applicable. ND (Not Detected): Indicates that the substance was not found by laboratory analysis. NTU (Nephelometric Turbidity Units): Measurement of the clarity, or turbidity, of water. Turbidity in excess of 5 NTU is just noticeable to the average person. ppb (parts per billion): One part substance per billion parts water (or micrograms per liter). ppm (parts per million): One part substance per million parts water (or milligrams per liter). removal ratio: A ratio between the percentage of a substance actually removed to the percentage of the substance required to be removed. TT (Treatment Technique): A required process intended to reduce the level of a contaminant in drinking water.
