The focus area of this planning position will primarily be in West Denver, given the extensive number of initiatives and planning efforts under way in this part of the city. As part of Denver s Park Planning team, this position will share responsibility for short- and long-range planning for the overall parks and recreation system, provide comprehensive public involvement for planning, design, and construction activities and help determine capital budget priorities. In addition, this position will play a role in master planning for individual parks as well as system-wide infrastructure improvements, and participating in city wide planning initiatives. Denver has over 4,000 acres of traditional parks and parkways which include 2,500 urban natural acres, over 300 acres of parks designated Rivers & Trails and an additional 14,000 acres of spectacular mountain parks. Guided by a new strategic plan, the Department s Master Plan, and priorities set by a city-wide Playground Master Plan, this position will provide a vision for park development, restoration, and rehabilitation incorporating sustainability principles established by Denver s GreenPrint initiative. JOB RESPONSIBILITIES Project Leadership: Assumes leadership role for creation, execution and implementation of Denver Parks planning projects including management of scope, schedule, budget, public participation, stakeholder involvement, outcomes and products as well as the effective project hand-off to the Capital Projects Team. Recommends strategies and solutions to project items, issues or roadblocks. 1
District Planning: Prepares plans and strategies for implementation of the mission, vision and values of the Department, determines Departmental interests and participation levels of citywide planning efforts both within the park system and throughout the city; coordinates ongoing planning efforts for Capital Improvement Projects (CIP); and performs development reviews. Position reviews, designs, and plans for quality, technical competency, and code compliance and assists with prioritization and assigning resources to complete projects. Policy: Oversees efforts in both park and citywide development review including enforcement, establishment and maintenance of appropriate DPR policies, internal standard operating procedures, park standards and quality assurance. Identifies and cultivates potential partnerships between Denver Parks and Recreation, and other interest groups, internal and external. Communication & Internal Production: Successfully collaborates in the exchange of information between city staff, the public and stakeholders through clear and effective written, graphic and verbal communication. Builds consensus and support for DPR efforts and coordinates efforts to bring stakeholders together who have opposing views and interests in order to successfully complete projects. Enhances and actively seeks out positive public relations for the department. Lead internal production efforts through the creation of high quality written, graphic and verbal planning reports and documents. Utilize recognized planning methodology in managing stakeholders and consultants to accomplish work. Cultivate and support efforts to secure grants and other funding opportunities. Coordinate departmental technology improvements and training support. Additional Job Responsibilities: Interacts by working in partnership, on a regular basis, with community representatives or groups, departments, outside partner agencies, city council representatives, and operations field staff to obtain and share planning and project information, identify needs, and ensure effectiveness and consistency of planning and meeting expectations. Serves as a liaison to various working groups, offices, governmental agencies and other departments. Applies skill and understanding to provide advice and problem solving assistance. Answers questions and project and program goals and policy interpretation. Responds to difficult inquiries and complaints. Conduct research and analyze data to support city planning and park planning initiatives, goals, policies, and strategies. Monitor project and program issues, and review plans and strategies for future project and program planning requirements. Interprets and applies planning standards, principles, policies and procedures to various planning efforts. QUALIFICATIONS Education Requirement: Bachelor's Degree in Landscape Architecture, Architecture, Engineering, Project Management, Planning, Urban Planning, or a related field. Experience Requirement: Two years of professional project management experience in landscape architecture, including planning, coordinating, administering, and monitoring projects. Strong communication skills, oral and written, with the ability to develop and maintain collaborative 2
relationships with a variety of stakeholders, including elected officials and agency officials at all levels of government, non profit organizations, developers, civic groups, and others involved in planning, community and economic development, and park and open space planning. Education/Experience Equivalency: A combination of appropriate education and experience may be substituted for the minimum education and experience requirements. In the Engineering and Science Occupational Group, two years of experience at the type and level of Project Inspector may be substituted for the minimum experience requirement. Licensure and/or Certification: Possession of a valid driver s license at the time of application. Preferred Qualifications: Registration as a Professional Landscape Architect. Bachelor's Degree, or higher in Landscape Architecture or Urban Planning. Ten years of professional experience in landscape architecture or urban planning field. Proven experience leading meaningful public outreach and the ability to speak multiple languages. Significant and successful grant writing experience with varying granting sources. Demonstrated ability to manage or facilitate complex, multi year projects and planning initiatives involving multiple stakeholders and a wide array of disciplines, sensitive political issues and challenges, and diverse communities and neighborhood organizations.
