Hillingdon Card Residents Survey Q1: We would like the card to enable people to use lots of different services, please state which ones would be of most use to you and your family? Library card services Leisure centre card School meals and school vending Travel on public transport (a card that is also an Oyster Card) Car parking payment on streets Car parking payment multi-storey Paying council tax Paying rent or service charges Very useful Useful Indifferent t much use t very useful 387 10 210 108 34 10 15 387 13 174 105 67 12 16 387 46 71 52 88 39 91 387 14 223 77 44 8 21 387 16 188 91 51 15 26 387 13 180 98 60 11 25 387 30 116 61 104 25 51 387 51 55 47 102 42 90 Other please specify: Also since you would be able to pay your council tax it could be used as a means of ID and contain information as a borough resident, so any contact and inquiry made to the council could be dealt with in an efficient way. Booking tennis courts. Discounts for local shops, services and tourist attractions (see Windsor and Maidenhead Council's Advantage Card for ideas). I have a young family and am in full time employment but am not in receipt of any benefits apart from child benefit and a small amount of child tax credit - due to this I am not eligible for any reductions or "freebies" that are given to benefit claimants so would be grateful for any financial assistance that may be on offer. I understand this may not be what you are looking for but it is what I am looking for. I would prefer to keep payment for larger sums of money e.g. Oyster card transactions and council tax bills separate. It would be useful to be able to use some card attributes around the country e.g. car parking and local transport. Medical card (to store NHS. And G.P. details and known allergies and emergency medical requirements - e.g. GTN for heart condition, to help in cases of emergency. Supply more houses that we can afford. School meals are too expensive for parents. We do not drive we use public transport so we do not have any idea.

We pay council tax by direct debit on the due date, (perhaps a small percent discount or discount for fiesta or a free swim/gym class once a month for being so prompt) own our property, so no rent, children grown but feel the school meals are a good idea for those still at school. Am cross to discover that children who display challenging behaviour are able to attend fiesta free of charge, where is the equality in this or the incentive for well behaved children? You need to think about Public Park for children and families. Q2: We would like this card to give rewards and benefits to residents, which ones would be most useful to you and your family? Discounts on parking Discounts on leisure centres Discounts in local shops Discounts in local restaurants and cafes Ability to pay council tax or rent at pay points in local shops Rewards for my children when they eat healthy food at school Rewards when using my card for healthy living activities or volunteering Organ Donor Card NHS pre scription entitlement card Base Very useful Useful Indifferent t much use t very useful 387 13 233 65 43 10 23 387 11 198 89 57 10 22 387 14 244 69 39 9 12 387 14 238 76 38 9 12 387 34 106 63 96 27 61 387 43 88 56 82 35 83 387 36 125 97 69 30 30 387 29 118 82 94 19 45 387 26 149 96 69 16 31 Other please specify: Cinema (+ other activities) ticket discounts collectable "points" when attending voluntary meetings / activities, accumulated points to give free entry to an attraction or similar. I hate cards I do not like my name on them I wonder how much discount we will get, is it worth it? I would rather use my checkbook or my visa card. This is all very confusing for my family and me. If paying the rent and council tax would it get to the council the next day and not four days later? Incentives to recycle rubbish, rather than throwing it away in black sacks.

Please try and target working families who do not get any benefits - we need financial help as well. Some of us are missing out on benefits by pennies but miss out on pounds of discounts. Public transport needs to improve and be more regular. Stop giving our tax money to single mums. Send them to work, send asylum seekers and refugees back, because of these people, people who work hard have to suffer. We want more council houses. Q3: Do you agree with these statements? I like the idea of having one card that I can use to access many services, instead of having lots of cards. I like the idea of a Hillingdon Card but I am w orried that I w ill find it difficult to understand how it works Strongly Strongly Base agree Agree Disagree disagree 387 16 233 112 15 11 387 49 36 94 149 59 I like the idea of having a Hillingdon card but I am w orried about w hat happens if I lose it or it gets stolen. I don t like the idea of a Hillingdon card, as I am w orried about w hat happens if I lose it or it gets stolen. I don t like the idea of a Hillingdon card, as I am concerned about data protection issues. 387 28 90 175 62 32 387 56 20 67 176 68 387 48 34 93 153 59 Do you have any other statements you wish to include? A good idea in principle - hopefully this project will keep its' momentum. Discount on further education Discounts at leisure services will be very useful. Do not segregate by ethnicity let all benefits are accessible to all including those who work. Don't put ANY personal details on the card. Minimum personal details in the office system too. You ONLY need name & home address. Don't use this to start building up a personal database - they only ever end up escaping into the public domain leaving the council to face hefty court costs. Having been a member of Hillingdon Credit Union for 15 years. I feel as we offer Financial Services to Employees and residents of Hillingdon. This new Card for Hillingdon Residents can go hand in hand with the Financial Services that we offer. As a non-profit-making saving & loan co-operative, we also provide: Discount cards to shop at Argos. A cash payment card to build up peoples shares via the Post Office. Pay-Point set up at Local Shops and outside retailers to deposit funds into share accounts. Please contact Kim Honour (Community Care Worker) in

2N/08 Social Services Exn. 6109 Thank you and Good Luck with your effects. I am sure the council tax can be put to better use. I do like the idea of the Hillingdon Card, but very concerned about the security of these. I do not think these ideas will work as the LBH always tries to improve but it doesn't work and it's just a waste of taxpayer s money. I like the idea of a card specifically for residents because it also gives a sense of belonging to a community of which you are proud to be a member. I think a card that shows the carrier to be a Hillingdon Resident (and to be rewarded for doing so) is a useful idea all in all; hopefully services will be better able to reach the population. Just concerned about the cost of rolling this out to everyone, and is it worth the money? How about asking a question on the survey if we would all prefer a reduction on council tax or the implementation of this card? Even thought we can all access these facilities without a single card, e.g.: library, discount at leisure centres by showing our ID etc. Keep it separate from the Oyster Card for simplicity thing is confidential and therefore anybody can access our details. The cost is an issue. I would not want to see my Council tax increase to pay for this. I would like to see it funded by charges being increased for out of borough residents. This card is a good idea for other people but not for me. What is the reason for all these surveys? Do we as residents benefit anything? There is no free parking anywhere? What will happen if I move out of the borough - neither living nor working here any more? How will you know that the card should no longer be valid? Whilst the concept of a card is good, I do have concerns relating to data protection and what would happen if the card were lost. Both in terms of mis-uses and if a cost would be charged for its replacement. Consideration should also be given as is this card moving towards the identify card principal? Hillingdon Card Business Survey Q1: Would you consider supporting a pre-pay card that would enable citizens to purchase goods or services using a pay point in your business premises? (The card would be a pre-payment card and just holding the card next to the pay point card reader would complete the transaction) 1 5.0% Would you consider supporting a prepay card that w ould enable citizens to purchase goods or services using a pay point in your business premises?... 15 75.0% 4 20.0% Any other comments: As long it was fair and did not have the perception of a credit card system Head office permission required. I would have to consult with head office as they would make decisions about these types of schemes. Many of our customers need to obtain credit to cover larger transactions, or they pay by credit card. Possibly if head office agreed. Providing the reader is easily portable. Q2: Would you support card transactions if there was a 1.5 % commission on purchases taken by the card provider?

3 15.0% Would you support card transactions if there w as a 1.5 % commission on purchases taken by the card provider? 12 60.0% 5 25.0% Any other comments: Business is not good at the moment, I could not afford to pay any commission. Currently pay (0.9% to 1%) Head office would be responsible for this decision. Only if it supports business regeneration in ALL parts of the borough and NOT just the NORTH. This would depend on whether the LBH are paying for equipment and the set up of the equipment needed for the smart card. If yes, then we would consider it. With head office agreement. Would like to negotiate as 1.5% is too high. Q3: Would you like to offer discounts and/or loyalty rewards to cardholders, publicised in local shops, restaurants and facilities discounts directory as well as other publicity vehicles? 4 20.0% Would you like to offer discounts and/or loyalty rew ards to cardholders, publicised in local shops, restaurants and facilities discounts directory as w ell as other publicity vehicles? 12 60.0% 4 20.0% Any other comments:

Possibly as this has already been considered. This decision would be made by head office. This may be a problem as we already have a reward card and the priority is to increase the use of this card. This would depend on head office as they are responsible for these decisions. With head office agreement. Q4: What would be the most useful aspects of a card for your business? The shop has a store card which entitles the customer to 20% discount and a 10 one off payment when signing up for a card. This decision would be made by head office. This store does have a loyalty card for customers.
