Recently Completed Projects Report 69 Asset and Infrastructure Management for Airports Principal Investigator: Larissa James GHD Products: (1) A primer that provides an overview of an asset and infrastructure management program and (2) a guidebook that provides instruction in the development and implementation of an asset and infrastructure management program. Expected Publication: Spring 2012
Chapter 1 - Introduction This guidebook will provide guidelines for airport managers on how to assess and drive meaningful improvements to existing asset management initiatives, develop an airport Asset Management plan and implement that plan. Chapter 2 - Implementing Framework and Establishing foundation for AM This chapter will provide direction for developing asset management policies, objectives, and committee functions. It will also provide guidance on how airports can perform asset management maturity assessment, determine best appropriate practice for airport organization and the implementation of Asset Management best practices. Chapter 3 AM objectives This chapter provides case studies that will provided to show how service level measures can be integrated into the airport master planning process. Chapter 4 AM Strategies and Plans Quick Start Guide to Asset Management Plans Chapter 5 AM information and Decision Support This chapter will introduce asset management plans and the guidance of how to develop the asset strategy This chapter will focus on guidance of decision support tools, functionality requirements for maintenance management and asset accounting with case studies to reflect Chapter 6 Implementation: Life Cycle Process This chapter discusses best practices in asset planning and delivery, operations and maintenance, and renewal and decommissioning. Chapter 7 Performance Assessment and Improvement This chapter guides the user with processes and practices for monitoring and managing performance to achieve objectives set forth by the organization during the Asset Management policy planning phase. Chater 8 Management Review This chapter provides guidance to the user on how to improve business processes, procedures, data and information throughout the Asset Management Implementation Phase where the organization needs to continuously adjust strategies to address new priorities and audit performance against the plan.
Current Projects 01-19 Airport Capital Improvements: Developing a Cost- Estimating Model and Database. Principal Investigator: Joakim Karlsoon-MCR Federal Outcome: (1) User-friendly, interactive, construction costestimating model and associated database for airport capital projects and (2) implementation guidebook.
Current Projects 03-12 Guidebook for Preparing Peak-Period and Operational Profiles to Improve Airport Facility Planning and Environmental Analyses. Principal Investigator: Patrick Kennon -HNTB Outcome: Guidebook enabling airport operators to define airport peak-period and operational profiles necessary for facility and environmental planning Status: Draft Final Deliverables are being reviewed by panel
Current Project 03-21 Developing and Maintaining Support for New Airport Capacity Principal Investigator: Evan Futterman/Futterman Consulting and Mead & Hunt Outcome: Guidebook that provides strategies for developing and maintaining stakeholder support when undertaking airport capacity initiatives. Status: Guidebook expected to be published this Summer.
Current Project 04-11 Integrating GIS in Emergency Management at Airports Principal Investigator: Frank Barich, Barich, Inc Outcome: Guidebook for airport operators that outlines the capabilities of GIS as it pertains to emergency management, the benefits, costs and challenges, and provides implementation guidance. Status: Interim Report expected this Summer.
Current Project 09-02 Best Practices for Working in or Near Airport Movement Areas Principal Investigator: Colleen Quinn Ricondo & Associates Outcome: Best Practices Manual and a Training Video. Status: Interim Report is expected June, 2012.
Current Project 10-11 Creating a Collaborative Environment Between Airport Operations and Maintenance Departments Principal Investigator: Jim Delong/Amadeus Consulting Outcome: Guidance to help airports create collaborative environments between operations and maintenance. The guidance will include tools to help recognize issues that are counter-productive and strategies and recommendations Status: Panel meeting with the research team in May.
Current Project 11-01/Topic 4-01 Airport Liability for Wildlife Management Principal Investigator: Douglas Rillstone, Broad and Cassel Outcome: Identification of the applicable federal and state statutes and regulations, federal grant assurances and FAA directive and advisory documents as they relate to airport and wildlife issues.. Status: Panel is reviewing the first draft of the report.
Current Project 11-01/Topic 4-02 Legal Issues Related to Developing SMS and SMRD Documents Which May be Available to the Public Principal Investigator: David Bannard--Foley & Lardner Outcome: Guidance for attorneys advising airports on SMS implementation. Status: Panel is reviewing the first draft..
New Projects 01-22 Guidebook for Successfully Assessing and Managing Risks for Airport Capital and Maintenance Projects Outcome: A scalable guidebook to assist airport staff (of all size airports) in assessing and managing risks associated with capital and maintenance projects. Expected to begin: July 2012
New Projects 09-04 Airport Building Operations and Maintenance (O&M) Optimization and Recommissioning: A Whole-Systems Approach Outcome: A Primer that provides (1) an overview of the benefits of a whole-building systems lifecycle approach and (2) guidance for preparing a building systems optimization and recommissioning plan to suit their needs. Status: Contractor will be selected next week
New Projects 09-06 Evaluating Impacts of Sustainability Practices on Airport Operations and Maintenance Outcome: A process to evaluate sustainability practices as they relate to the impacts on day-to-day airport operations and maintenance. Status: Contracting Process Underway.
New Projects 09-07 Airport Maintenance Roles in Planning, Design, Construction, Commissioning, and Activation Outcome: A guidebook for airport executives, department heads and other capital planning/equipment decision makers that examines the benefits and value of engaging airport maintenance personnel in key decision points during all phases of capital projects and equipment acquisitions. Status: Contractor will be selected next week.
New Projects 10-14 Being Prepared for IROPS: A Business Planning and Decision-Making Approach Outcome: A reference document that provides a decisionmaking process for airport management to use in justifying airport planning and funding decisions (capital and O&M) related to supporting IROPS contingency planning. Status: Contractor will be selected next week.
New Projects 10-15 A Guidebook for Airport Winter Operations. Outcome: A guidebook to help airports prepare for, operate during, and recover from disruptive winter events as well as manage airport user expectations. Expected to begin June 2012.
