CITY OF PARK RIDGE, ILLINOIS -- Job Description April 1, 2013 JD No. 100.11 Identification Position Title: FLSA Exemption Status: Department: Supervisor: EMERGENCY MANAGEMENT COORDINATOR Part-time Fire Department Fire Chief Job Summary Job Scope Plans, designs, implements, and communicates the emergency management program for city-wide preparedness and response to natural or man-made emergencies, including terrorism. Coordinates various internal and external resources to integrate and prioritize efforts necessary to respond appropriately to the nature and magnitude of the emergency. Under the direction of the Fire Chief, works collaboratively with individuals and groups to plan, establish, maintain, and execute the city s emergency preparedness program. Establishes and maintains effective working relationships with city departments and local, county, state and federal agencies, public health institutions and other entities for purposes of emergency preparedness, mitigation, response and recovery. Essential Functions 1. WORKS with city leaders to PLAN, IMPLEMENT, and COMMUNICATE an emergency management program for natural and man-made disasters occurring in, or affecting, the City of Park Ridge. 2. In collaboration with the Fire Chief, PERFORMS strategic planning and decision-making around city-wide emergency plans. CREATES, IMPLEMENTS and COMMUNICATES an emergency management system that links city resources with emergency needs.

PREPARES and PROVIDES research and training to all city employees, public officials and local organizations regarding emergency planning and response. AUDITS and EVALUATES departmental readiness to respond to EOC exercises and disasters. 4. MANAGES and COORDINATES efforts to explore and secure external funding opportunities. OVERSEES grant availability and application for state and federal funding for emergency preparedness. 5. SERVES as the Emergency Management Coordinator for the city, LINKING various internal and external resources to determine program priorities and ensure a coordinated response to emergency management planning and execution. 6. INFORMS city leaders of changes in emergency conditions; advises on an appropriate response and is prepared to execute the city s decisions. 7. LEADS and MANAGES appropriate and required updates of the Emergency Operating Plan to establish criteria, provide guidance and evaluate city readiness. 8. STRATEGIZES and EXECUTES Emergency Operation Center (EOC) functions including how the EOC interacts with Incident Command, County EOC and all necessary local, state, and federal responders. 9. ASSISTS with incident management activities including RESPONDING and PARTICIPATING in incident strategy, tactics and mitigation efforts. 9. DEVELOPS and MAINTAINS effective working relationships with federal, state and local governmental agencies and community partners to coordinate emergency preparedness response, mitigation and recovery programs. 10. PROMOTES cooperation between the public and private sector by reaching out to the business community to assist with their planning and training efforts. 11. GATHERS and DISSEMINATES relevant information from various sources including legislative, administrative, regional activities, schools, businesses and medical communities. 12. Managing or serving as a consultant during emergency incidents, deployment analysis, and decision-making. Knowledge of: Applicable federal, state and local laws. Demonstrate an understanding of the strategic, organizational and departmental needs; establish and maintain effective working relationships with city staff and external agencies. Quickly and accurately analyze the core issues and actions needed to respond to an emergency in progress. Communicate strengths and weaknesses of procedures, programs, or departmental response relating to the purpose and functions of the EOC. Minimum Education, Experience and Certification Requirements Bachelor s degree in Emergency Management, Public Administration, Criminal Justice, Business Administration, Fire Science or related field required; related Master s degree preferred; Certified Emergency Manager (CEM) certification required or willingness to pursue within two years of appointment; five to seven years experience in emergency services, criminal justice, civil defense or public administration required; a valid Class D driver's license required.
