In this way Regions unable to attend will have the opportunity to vote by proxy on the specific agenda motions, and Regional Directors in attendance will have had the opportunity to consult with their Regional Directorate prior to the meeting. https://www.ipsc.org/protected/director/rdproxy.php If a Regional Director is unable to attend the General Assembly, they may either register their votes on the motions by proxy or may appoint a voting delegate. Motion That the minutes of the previous Assembly held in Conselve, Italy, Saturday 12 September 2015 as circulated to the Regions be accepted. 6) IPSC Treasurer's Report and approval of the previous year's accounts. 2. Motion That the Assembly allows the following constitutional amendment, notwithstanding that this is not a Handgun World Championship Assembly. (requires 2/3 vote) 21. Motion That the bracketed text below be added to Article 5.9 of the Constitution: The Executive Council may, by unanimous vote, suspend the affiliation of any Regional Directorate for failure to respect the Principles of Practical Shooting, or for defalcation or mismanagement of the affairs of its Region, or for misrepresentation of or failure to represent the interests of Practical Shooters residing therein, <<or for any action deemed harmful to another region or to the confederation as a whole>>. Such suspension must be ratified by a majority of votes cast at the next ensuing Assembly. The Assembly may, on recommendation of Executive Council and by a majority of three-fourths of the votes cast, expel a Regional Directorate for the reasons aforementioned, whereupon the Region shall be declared vacant. (requires 2/3 vote) 23. Motion (South Africa) That the Assembly approve changing the words â œwill notâ to â œmayâ in respect of the admittance of audio/video evidence at Arbitrations in Rule 11.1.5 in all rulebooks. 24. Motion That the text below replace the existing text in the subject Action Air specific rules: 4.3.1.4 Rigid targets and no-shoots must be shot and fall, overturn or self-indicate to score. 9.4.2 Each hit visible on the scoring area of a paper or self-indicating rigid no-shoot will be penalized minus 10 points, up to a maximum of 2 hits per no-shoot. 27. Motion That the following text replace the existing text in Point 14 of Handgun Appendix D5 (Revolver Division): No limit on cylinder capacity. Revolvers with a capacity of 7 rounds or more do not qualify for Major, even if rounds achieve Major power factor during testing by chronograph. 28. Motion That the existing text under Rifle Appendix D, Point 6 of SAS/MAS/MAS 10 Divisions be replaced with â œmaximum 30x90mmâ. 29. Motion That the following new rules be added below the upper table in Rifle Appendix D: (New) 9. A manual action type is defined as a firearm where extraction of a spent case is caused entirely by a competitorâ s physical manipulation. Rifles which operate fully or partially by way of gas, blowback or inertia do not qualify as manual. (New) 10. Measuring the length of the compensator/flash hider is done from the end of the rifling to the tip of the device.

Motion That the following new rule be approved for all rulebooks: 6.1.7 A Region affiliated to IPSC cannot actively or passively sanction a shooting match of any type or format within the geographical boundaries of another region without the advance and written approval of the Regional Director of the region where the match is to be held. A Region in violation is subject to Article 5.9 of the IPSC Constitution. 31. Motion That the following text replace the existing text in Rule 6.5.1.1. all rulebooks: In any case, match organizers must not accept any competitor or Match Official from another Region unless the Regional Director of that Region has confirmed the competitor's or Match Official's eligibility to participate in the subject match, and that the competitor or Match Official is not under sanction from the IPSC Executive Council. 32. Motion That the IPSC Executive Council be authorized to make corrections to any numbering, spelling, punctuation, grammar and/or formatting errors in updating affected rule books to 1 January 2017 versions, provided that such changes do not alter the meaning or intent of any rule. Likewise, other errors and conflicts may also be corrected. Motion That the 2018 European Rifle Championship be hosted in a Region to be determined by vote of this Assembly. (European Regions only to vote) 28) 2019 European Handgun Championship venue 34. Motion That the 2019 European Handgun Championship be hosted in a Region to be determined by vote of this Assembly. (European Regions only to vote) The candidates are: Bulgaria Greece Hungary Russia Serbia

(Australasian Regions only to vote) The candidates are: Philippines Thailand 30) 2019 Latin American Handgun Championship venue 36. Motion That the 2019 Latin American Handgun Championship be hosted in a Region to be determined by vote of this Assembly. (Latin American Regions only to vote) GENERAL 31) Date and place of next IPSC General Assembly 37. Motion That the 2017 General Assembly be hosted in France in conjunction with Handgun World Shoot XVIII. ANY OTHER BUSINESS That Germany and Netherlands report on their evaluation of a.22lr Pistol Division. That Germany report on their evaluation of lowering the Handgun Open Division Major Power Factor to 150. That the Assembly consider introduction of Family Teams on a trial basis. The criteria for a Family Team is one Junior plus one parent, regardless of division, at the same match. On completion of a match, the two Match Percentiles will be added to determine team points. Slots will be set aside for Family Teams. ADJOURNMENT 32) Adjournment 38. Motion That the 2016 IPSC General Assembly be adjourned.
