Convenzione ENEA - MATTM Optimization of resources and waste management in construction and quarrying chain: toward a resource efficiency plan A. Luciano, P. Reale, L. Cutaia 5 th International Conference on Sustainable Solid Waste Management Antonella Luciano, ENEA

Background and purpose Improving resource efficiency, environmental performance and business opportunities are some of the key objectives of the EU Construction 2020 strategy 1. The aim of this study is to highlight the opportunities offered by the circular economy in the construction sector in terms of waste valorisation and reuse, in light of implementing a strategic resource efficiency plan within a sustainable construction waste management strategy Resource efficiency in the context of construction sector is envised as a broad concept aiming to reduce resources use and waste production during their lifecycle: from material extraction, through manufacture of building materials and products, resource use during occupancy and maintenance, to material recovery at demolition.. 1. European Commission, 31.7.2012: Strategy for the sustainable competitiveness of the construction sector and its enterprises COM (2012) 433. 2

Methodology: Material Flow Analysis Evaluation of Waste production, management Recycling rate RM substitution rate potentialities Resources Flow Analysis wastes construction & quarrying chain Waste Recovered and reused Other mining and Import quarriyng sector (B08) Export Stock Waste Domestic demand Recovered and reused Manufacture of other nonmetallic mineral products Import (C23) Export Waste Stock Domestic demand in construction Recovered and reused Construction and demolition (F) System boundaries Raw materials substitution with wastes produced in other sectors: Current reuse rate and residual potentialities other sectors Waste Secondary raw materials Waste Secondary raw materials Waste production Waste to energy plants Metallurgy Other Secondary raw materials and alternative fuel ITALY 3

Methodology: specific investigation With residues/wastes produced within the chain Reuse of sludge from stone processing Material recovery in cement production Material recovery in concrete production Energy recovery in cement industry Recycling CDW With residues/wastes produced in other industrial activities Reuse of MSWI bottom ashes For each residue: production recovery and reuse options recycling rate and raw material substitution rate Residual opportunities, not yet utilized, for raw material substitution Regulation and guideline Critical issues Reuse of steel slag Recovery of end of life tyre (ELT)

Conclusions The construction sector determines the extraction of large amount of raw materials and it is responsible for a consistent production of wastes throughout the life cycle High domestic demand both for raw materials and for manufactured building products The potential in term of substitution of raw materials with residues and wastes produced within the chain is not adequately exploited and further efforts, in term of national policies and strategies are needed to effectively move towards the full application of the circular economy in the sector. The results of this study could be useful to address national policies and strategies in those sectors where further efforts are needed. ENEA supports the Italian Ministry of Environment for the definition of the national resource efficiency plan and the circular economy strategy. 11
