With exception to cooperatives, NOT MUCH STATISTICAL DATA are covered in the statistical system of Serbia, and especially not on volunteer work. Most of the data come from SBRA, as a status registry, and are related to financial data/full employment. Some data on different types of contracts are available from the Pension and Disability Insurance Fund of the Republic of Serbia (PIO Fund). OFFICE FOR COOPERATION WITH CIVIL SOCIETY has introduced the Annual Joint Report on Public Funding of CSOs (from the state and local budgets). Also, as part of the first National Strategy on the Development of the Enabling Environment for CSOs, A BASELINE STUDY was developed, incorporating all available statistical data on CSOs, but still this is based mostly on the data of SBRA, PIO Fund and ministries.

CONCLUSIONS (2) TO WHAT EXTENT ARE THESE VARIOUS COMPONENTS OF THE THIRD SECTOR VISIBLE IN THE STATISTICAL REPORTING? WHAT PROGRESS HAS BEEN MADE IN THE STATISTICAL OFFICE OF THE REPUBLIC OF SERBIA TOWARD IMPLEMENTING THE UNITED NATIONS HANDBOOK ON NONPROFIT INSTITUTIONS IN THE SYSTEM OF NATIONAL ACCOUNTS? Only SBRA has an annual report on nonprofit institutions. However, not all data are divided so that one can get all information specifically about associations and foundations/endowments. Not implemented so far by the Statistical Office. An effort was made by local CSO Civic Initiatives, 5 years ago, to make the first survey on the economic value of the nonprofit sector. Similarly, BCSDN (Balkan Civil Society Development Network) is currently preparing a Comparative Study for the Western Balkans on the Economic Value of the Sector.

CONCLUSIONS (3) WHAT PROGRESS HAS BEEN MADE IN THE STATISTICAL OFFICE OF THE REPUBLIC OF SERBIA TOWARD IMPLEMENTING THE INTERNATIONAL LABOUR ORGANIZATION MANUAL ON THE MEASUREMENT OF VOLUNTEER WORK? WHAT BARRIERS, IF ANY, STAND IN THE WAY OF IMPLEMENTING THESE STATISTICAL GUIDANCE DOCUMENTS IN THE STATISTICAL OFFICE OF THE REPUBLIC OF SERBIA? Not implemented so far. There is a procedure, and each statistical survey needs to be adopted within the Government s multi-year plan of statistical surveys. CSOs are not still sufficiently recognized as important factor in the society to be covered by official statistics.

CONCLUSIONS (4) WHAT STEPS WOULD BE NEEDED TO OVERCOME THESE BARRIERS? WHAT ARE THE PROSPECTS FOR MAKING HEADWAY ON THIS IMPLEMENTATION OVER THE NEXT 18 MONTHS? In addition to SBRA s data, which are very comprehensive and accurate, first steps have been taken by the Office for Cooperation with Civil Society and the baseline study. Furthermore, the national strategy, which is to be adopted, is followed by the Monitoring and Evaluation Plan that has recognized the need for more systematic gathering of statistical data and has spotted the gaps in providing statistical data. Ultimately, surveys have to be incorporated in the multi-year statistical plan, or public funds available for the surveys (on volunteering, for example; or on individual giving). M&E plan of the national strategy will influence the system for data gathering - it is not only related to the official statistical office, but also to the relevant ministries and agencies that are dealing with nonprofit sector. e.g.: Ministry of Education, Science and Technological Development of the Republic of Serbia and Ministry of Education, Science and Technological Development - about non formal education; Ministry of Labor, Employment, Veterans and Social Issues - related to the CSOs as social service providers. Furthermore, Office for Cooperation with Civil Society is initiating a survey on CSO statistical data on the local (municipal) level, and, thus, for the first time there will be a comprehensive overview with statistical data on the municipal level. However, this is not done by the Statistical Office, but it will be done as an independent survey.
