GENERAL SUMMARY OF WORK This haz-mat abatement specification was prepared in anticipation for an HVAC upgrade project at Building 1300 of Cabrillo Community College, involving the following 2 Tasks: 1. Disturbance, drilling or cutting into wallboard with asbestos-containing joint compound/skim coat; 2. Removing HVAC equipment with leaded coating on exterior panels. Table 1 (below) summarizes the scope of work for asbestos or lead disturbance at this Site. Prior to bid submission, all General or Haz-Mat Abatement Contractors shall field-verify ALL quantities or use the architect s drawings for quantity take-offs. POTENTIAL ASBESTOS HAZARDS This haz-mat abatement specification was prepared in anticipation for an HVAC upgrade project at Building 1300 of Cabrillo Community College, involving the following 2 Tasks: 1. Disturbance, drilling or cutting into wallboard with asbestos-containing joint compound/skim coat; 2. Removing HVAC equipment with leaded coating on exterior panels. Improper disturbance or dislocation of asbestos-containing materials (ACMs) may cause asbestos fibers to be released into the building's atmosphere, thereby creating a potential health hazard to other construction workers, students, staff, public, or other occupants who may be around during disturbance activities. Apprise all workers, supervisory personnel, subcontractors and consultants who will be at the jobsite of the seriousness of asbestos hazards and of proper work procedures, which must be followed. Where in the performance of the work all personnel, including without limitations workers, supervisory personnel, subcontractors, or consultants may encounter, disturb, or otherwise function in the immediate vicinity of any identified ACMs or performing general demolition tasks, take appropriate continuous measures as necessary to protect all building occupants, from the potential hazards of exposure to airborne asbestos fibers. Such measures shall include the procedures and methods described herein, and compliance with regulations of applicable federal, state and local agencies. ACM disturbance shall be conducted by EPA/AHERA-trained asbestos workers, with proper personal protective equipment (PPE), under full or partial containment (depending on the friability of the ACM), and using wet removal procedures. According to OSHA Construction Industry Standard for asbestos (29CFR 1926.58) & general industry asbestos standard (29CFR 1019.1001) workers performing asbestos abatement must be trained, equipped with respirators with full body protection, and must be medically fit to wear respirators, as certified by an independent physician. SUMMARY OF ASBESTOS TESTING ESI did not conduct any asbestos sampling in Building 1300. However, Building 1300 is identical in construction type and age to Buildings 1400 and 1500, which have been surveyed and sampled by ESI in Feb. 2016. Table 2 below summarizes the types, locations, and asbestos content of all suspect ACMs sampled by ESI, and analyzed by a NVLAP-certified independent laboratory in Buildings 1400 and 1500. Any confirmed ACMs are also assumed to exist in Building 1300, and shall be handled by a State-licensed, and DOSH-registered asbestos abatement contractor. Prior to bid submission, all haz-mat abatement contractors SHALL attend a site visit to familiarize themselves with building conditions, locations, and quantities of all ACMs to be abated or disturbed. Should any additional suspect material not characterized in this survey be discovered during work by the General Contractor (GC), construction shall stop, and the IH Consultant shall be notified immediately for proper sampling and analysis of the newly-discovered suspect material(s). The GC shall not make any assumptions in regards to the asbestos content, or lack of, any newly-discovered suspect material. POTENTIAL LEAD DUST HAZARDS NOTE: Lead-containing paint (LCP) does NOT needs to be abated. Paint, which is subject to drilling or similar disturbance may pose a respiratory health hazard and shall be dealt with in accordance with regulations & these specifications. If any painted surface on Site contains any concentration of lead, it will be considered to be lead-containing paint per Cal/OSHA s definition. Drilling into or otherwise disturbing leaded coatings is considered to be a Trigger Task activity according to OSHA lead in Construction Standard (29 CFR 1926.62) & OSHA General Industry Lead Standard (29 CFR 1910.1025). Therefore workers conducting lead paint disturbance activities shall be trained, equipped with respirators with full body protection, and must be medically fit to wear respirators, as certified by an independent physician. In accordance with the above-referenced OSHA regulations, and in compliance with California Code of Regulations (CFR) Title 8, Section 1532.1 "Lead in Construction, the employer shall limit employee exposure to lead by using lead-safe work practices. These involves, regulated area, poly protective covering below drilling areas, wet methods to suppress lead dust, HEPA vacuum attachments or shrouds on the drills, personal protective equipment, and prompt cleanup of all debris, by trained personnel. Furthermore, the haz-mat contractor shall at all times during disturbance of leaded coatings perform personal air monitoring. The OSHA standard requires that no employee be exposed to lead dusts or fumes at concentrations greater than fifty micrograms per cubic meter (50 µg/m 3 ) of air, averaged over an eight-hour period. This is known as the Permissible Exposure Level (PEL). If any worker s exposure exceeds the action level (AL) of 30 µg/m 3, work practices causing the elevated lead levels shall cease or be modified to lower personal exposure. Rags and paint dust, and paint chip debris shall be treated as hazardous waste if laboratory results indicate a lead (Pb) concentration of 5 milligrams per liter or greater using the EPAapproved Toxicity Characteristic Leaching Procedure (TCLP) test or equivalent, or greater than 1,000 mg/kg using the total lead assay. SUMMARY OF PAINT CHIP SAMPLING ESI did not conduct any Paint Chip sampling in Building 1300. However, Building 1300 is identical in construction type and age to Buildings 1400 and 1500, which have been surveyed and sampled by ESI in Feb. 2016, for lead. Table 3 below summarizes the types, locations, and lead concentration of any suspect LCPs sampled by ESI, and analyzed by an EPA-certified independent laboratory in Buildings 1400 and 1500. Any confirmed LCPs are also assumed to exist in Building 1300, and shall be handled by a State-licensed, and RRP-trained lead abatement contractor. Prior to bid submission, all hazmat abatement contractors SHALL attend a site visit to familiarize themselves with building conditions, locations, and quantities of all LCPs to be abated or disturbed. DUTIES OF THE OWNER S IH CONSULTANT During the course of the hazardous material (haz-mat) abatement of this project, the Owner shall secure and pay for the services of an independent Industrial Hygiene Consulting firm (ESI) to be present on site. ESI s duties are as follows: 1) The Consultant will be the Owner's representative during haz-mat abatement and until final air or dust wipe clearance is achieved in each containment. The Consultant will advise and consult with the Owner. The Consultant will have authority to act on behalf of the Owner only to the extent provided in the Contract Documents; 2) The Consultant will have a site technician for air quality monitoring, contractor supervision, and to determine in general if the haz-mat related work is proceeding in accordance with the Contract Documents during the life of this project. On the basis of his/her on-site observations as a Consultant, he/she will keep the Owner informed of the progress of the Work; 3) Outside the scope of these contract documents, the Consultant will not be responsible for, and will not have control or charge of abatement means, methods, techniques, sequences or procedures, or for safety precautions and programs in connection with the Work, and he will not be responsible for the Contractor's failure to carry out the work in accordance with the Contract Documents. Outside the scope of these contract documents, the Consultant will not be responsible for, or have control or charge over the acts or omissions of the Contractor, Subcontractors, or any of their agents or employees, or any other persons performing any of the Work; 4) The Consultant and his employees (up to two individuals), shall at all times have access to the work area wherever it is in preparation and progress. The Consultant further reserves the right to stop the work at any time that he feels that workmanship or procedures are not in accordance with these contract documents or safety and health issues are violated; 5) The Contractor shall provide the Consultant with two (2) new half-mask type H respirators equipped with dual HEPA cartridges, and up to 2 changes of disposable clothing per work shift per person, for such access to the work area so the Consultant may perform his functions under the Contract Documents; and 6) Within the limits authorized by the Owner, the Consultant will have authority to reject work, which does not conform to these Contract Documents. Whenever, in his opinion, he/she considers it necessary or advisable for the implementation of the intent of the Contract Documents, he/she will have the authority to require special inspections or testing of the Work. SUBMITTAL REQUIREMENTS No portion of the work requiring submittals shall be commenced until the submittals are approved by the Owner s IH Consultant. Delays to start of work caused by late or disapproved submittals shall be the sole responsibility of the Contractor. No extensions will be made to the contract time on account of such delays. Submit to the Owner and IH Consultant all submittals in the same order requested below. Submit one copy of the required submittals in Electronic Format. No paper submittal will be accepted. Pre-Start Submittals The following items shall be submitted for review by the Owner s IH Consultant after the issuance of the "Notice to Proceed" and at minimum 2 weeks prior to mobilization of the hazardous material haz-mat sub-contractor on-site: 1. Regulatory agency notifications (MBAPCD and Cal-OSHA) 2. DOSH registration for asbestos-related work 3. State contractor license issued by CSLB 4. QUALIFICATIONS OF THE HAZ-MAT ABATEMENT CONTRACTOR The Contractor must specialize in the removal of asbestos, disturbance of lead paint, and other hazardous materials identified in the scope of work, have been successfully engaged in such work for not less than 2 years, and be capable of demonstrating his/her ability to perform asbestos and lead disturbance activities by submitting the following: 1. A list of prior contracts performed during the past three years including: the names, addresses, and telephone numbers of at least three (3) owners for whom similar contracts were performed; and the cost, year of work, and description of work of each such contract. 2. Evidence of successful completion of prior contracts by submission of copies of all final clearance air sampling (for asbestos abatement projects), and dust wipe sampling (for lead disturbance projects), which may be from a third party Industrial Hygiene firm. ADMINISTRATIVE AND SUPERVISORY PERSONNEL The Contractor must provide a full-time General Superintendent who is experienced in administration and supervision of asbestos abatement projects including work practices, protective measures for building and personnel, disposal procedures, etc. This person is the Competent Person as required by CAL/OSHA in Title 8 CCR, Section 1529, Construction Safety Orders, for the Contractor and is the Contractor's representative responsible for compliance with all applicable federal, state and local regulations, particularly those relating to asbestoscontaining materials. This person must have completed a course at an EPA Training Center or equivalent certificate course in asbestos abatement procedures, have had a minimum of two years on-the-job training and meet any additional requirements set forth in CAL/OSHA Title 8, Section 1529, Construction Safety Orders for a Competent Person. WORKER TRAINING Train, in accordance with CAL/OSHA Title 8, 1529, all workers in the dangers inherent in handling asbestos and breathing asbestos dust and in proper work procedures and personal and area protective measures. Include but do not limit the topics covered in the course to the following: Methods of recognizing asbestos Health effects associated with asbestos Relationship between smoking and asbestos in producing lung cancer Nature of operations that could result in exposure to asbestos Importance of and instruction in the use of necessary protective controls, practices and procedures to minimize exposure including: Engineering controls Work Practices Respirators Technical Specifications & Scope of Work for Asbestos & Lead Disturbance at Page 21

In addition, provide an evaluation of the individual s ability to work in environments capable of producing heat stress in the worker. Submit, at a minimum, for each worker the following: Name and Social Security Number Physician's written opinion including at a minimum the following: - Whether worker has any detected medical conditions that would place him/her at an increased risk of material health impairment from exposure to asbestos - Any recommended limitations on the worker or on the use of personal protective equipment such as respirators - Statement that worker has been informed by physician of results of the medical examination and of any medical conditions that may result from asbestos exp. Copy of information that was provided to physician in compliance with CAL/OSHA Title 8, CCR 1529 Statement that worker is able to wear and use the type of respiratory protection proposed for the project, and is able to work safely in an environment capable of producing heat stress in the worker. Notarized Certifications: Submit certification signed by an officer of the abatement contracting firm and notarized that exposure measurements, medical surveillance, and worker training records are being kept in conformance with CAL/OSHA Title 8, CCR 1529. CONTRACTOR RESPONSIBILITY The Contractor shall assume full responsibility and liability for the compliance with the project specifications, and the most stringent applicable Federal, State, and local regulations pertaining to work practices, hauling, disposal, and protection of workers, visitors to the site, and persons occupying areas adjacent to the site. The Contractor is also responsible for all applicable fees due to any Federal, State, and local regulatory agency. The Contractor is responsible for providing medical examinations and maintaining medical records of personnel as required by the applicable Federal, State, and local regulations. The Contractor shall indemnify, defend, protect, and hold the Owner, the IH Consultant, and their employees, officers, and assigns harmless for failure to comply with any applicable work, hauling, disposal, safety, health or other regulation on the part of himself, his/her employees, or his/her subcontractors. The Contractor shall assume full responsibility for replacement or repair of any incidental damages caused by abatement or activities associated with abatement. CERTIFICATE OF WORKER'S ACKNOWLEDGMENT After each worker has been included in the Contractor's Respiratory Protection Program, completed the training program, and medical examination, secure a fully executed copy of this form and return to the IH Consultant with other submittals. CONTRACTOR s USE OF PREMISES General: The Contractor shall limit his/her use of the premises to the work indicated, so as to allow for Owner occupancy and use by the other contractors (if needed). Use of the Site: Confine operations at the site to the areas permitted under the Contract. Portions of the site beyond areas on which work is indicated are not to be disturbed. Conform to site rules and regulations affecting the work while engaged in project construction. Keep existing driveways and entrances serving the premises clear and available to the Owner, IH Consultant, and their employees at all times. Do not use these areas for parking or storage of materials. Do not unreasonably encumber the site with materials or equipment. Confine stockpiling of materials and location of storage sheds to the areas pre-approved by the Owner. If additional storage is necessary, obtain and pay for such storage off site. Lock automotive type vehicles, such as passenger cars and trucks and other mechanized or motorized construction equipment, when parked and unattended, so as to prevent unauthorized use. Do not leave such vehicles or equipment unattended with the motor running or the ignition key in place or accessible to unauthorized persons. Maintain existing building in a safe and weather-tight condition throughout the abatement period. Repair damage caused by abatement operations. Take all precautions necessary to protect the building during the abatement period. Smoking or open fires will not be permitted within the building enclosure or on the premises. PATENTS AND ROYALTIES All fees or claims for patents, royalties or licenses on materials, equipment or processes used in the performance of work on this project shall be included in the bid amount. Without in any way limiting any other obligations in the contract documents, the Contractor shall defend, indemnify, save and hold harmless the Owner and the IH Consultant(s) and their officers and employees from all claims or liabilities, including costs and expenses, which may arise from the use on this Project of any patented or copyrighted materials, equipment, or processes. STOP WORK If the Owner or the IH Consultant presents a written stop work order immediately and automatically stop all work. CUTTING or DRILLING THROUGH ASBESTOS-CONTAINING MATERIAL OR LEAD-CONTAINING PAINT Containment: The following minimum containment is required: A layer of 6-mil thick polyethylene (poly) sheeting on all critical openings (i.e., windows, doors, ceiling penetrations, air vents, and other openings into the work area). A layer of 6-mil thick poly directly below the drilling area, extending at least 10-feet out. A decontamination unit, equipped with a change area (clean room), water for hand-washing, and an equipment room (dirty room) in a central area of the Site for access by all abatement personnel. An adequate number of HEPA-filtered vacuum cleaners to attach to drilling equipment for dust control (as shown on the right). Respiratory Protection: Drilling Method: Disposal: Clearance: Acceptance Criteria: With proper documentation from previously-performed personal sampling on a similar type of abatement work with a similar crew size, trained asbestos abatement personnel may wear half mask, air purifying, Type H respirators, equipped with dual HEPA cartridges. Full body coveralls, gloves, boots, hard hats & eye protection are also required for wallboard demolition. Slightly wet the wallboard or painted surface with a surfactant to minimize visible emissions during cutting, drilling or coring activity. Using a saw or drill equipped with a HEPA vacuum dust collection shroud, cut or drill through the asbestos or lead surface while minimizing dust generation. The Owner s IH Consultant will determine cleanliness of the surface by looking for dust or debris directly below the drilling activity. If found, the haz-mat contractor shall immediately HEPA-vacuum any dust or debris on the floor, or any other surface near the drilling activity. Place any drill or core cuttings in approved 6-mil labeled disposal bags. Wet-wipe the exterior of the bag and place inside a second bag and carry outside the containment. Do not accumulate more than 2 inches of liquid in the disposal bags. The top disposal bag shall have all necessary OSHA generator information prior to removal from the Site. All waste shall be properly disposed of at an approved hazardous waste landfill (class III) accompanied by the proper hazardous waste manifest. The hazardous and non-hazardous waste manifests may only be signed by a representative of the Owner. Provide 48-hr advance notice to the Owner s representative for all such manifest signing. The IH Consultant will use the air samples collected during drilling or coring activity as final clearance, together with a visual inspection. Air samples will be analyzed by PCM for airborne fibers, and by Flame AAS for airborne lead dust at a certified independent laboratory. Results will be reported to the Contractor within 24 hours of sample delivery to the laboratory. PCM samples are considered acceptable if the fiber concentration indicate 0.010 fibers/cc or less. AAS samples are considered acceptable if the lead concentration is 30 µg/m 3 or less, or if the dust wipe samples on floor surfaces are 40 µg/ft 2 or less. WORK AREA ISOLATION The areas where asbestos abatement work takes place in each area of the Site is considered contaminated, and must be isolated from the balance of the building, and decontaminated at the completion of the asbestos-removal work. The Contractor shall completely isolate the work area from other parts of the building so as to prevent asbestos-containing dust or debris from passing beyond the isolated area. Should the area beyond the work area(s) become contaminated with asbestos-containing dust or debris as a consequence of the work, the Contractor shall clean those areas as specified later in the guidelines. All such required cleaning or decontamination shall be performed at no additional cost to the Owner. The Contractor shall place all tools, scaffolding, staging, etc., necessary for the work in the area to be isolated prior to erection of plastic sheeting temporary enclosure. All uncontaminated removable furniture, equipment, and/or supplies shall be removed from the work area before commencing work, or in case of fixed furniture shall be completely covered with two (2) layers of polyethylene sheeting, at least 6 mil in thickness, securely taped in place with duct tape. Such furniture and equipment shall be considered outside the work area unless covering plastic or seal is broached. Prior to abatement start, the Contractor shall disable the ventilating system(s) or any other system bringing air into or out of the work area. To do so, the Contractor shall inform the Owner s representative in writing, at least 48 hours prior to scheduled shut down. Any delays caused as a result of not following this noticing requirement, shall be the sole responsibility of the Contractor. CONTROL ACCESS Access to the work area shall be only through the Decontamination Unit. All other means of access shall be closed off and sealed and warning signs displayed on the clean side of the sealed access. CRITICAL BARRIERS The work area shall be completely separated from other portions of the building, and the outside air by sheet plastic barriers at least 6 mil in thickness, or by sealing small openings and penetrations with duct tape. All ventilation openings (supply and exhaust), lighting fixtures, clocks, doorways, windows, convectors and speakers, and other openings into the work area, especially above partition walls (if applicable), shall be individually sealed with duct tape alone or with polyethylene sheeting at least 4 mil in thickness, taped securely in place with duct tape. The seal shall be maintained until all work including Project Decontamination is completed. Sheet Plastic barriers at least 6 mil in thickness as required to completely seal openings from the work area into adjacent areas shall be provided by the Contractor. The perimeter of all sheet plastic barriers shall be sealed with duct tape and spray cement. PRIMARY AND SECONDARY BARRIERS If applicable to this project, all contaminated furniture, equipment, and or supplies shall be cleaned with a HEPA-filtered vacuum cleaner or by wet cleaning, prior to being moved or covered. All surfaces in the work area shall be cleaned with a HEPA-filtered vacuum or by wet wiping prior to the installation of any sheet plastic. Work areas shall be enclosed with two (2) layers of plastic sheeting, at least 4 mil in thickness, on walls and a single layer of poly on the ceiling of the containment. The ceiling poly shall be mechanically supported with wood or PVC tube framing. Both spray-glue and duct tape shall be used for all seams in the wall and ceiling coverings. All joints including the joining of the wall poly with the edge of the floor shall be taped with duct tape. In addition to the 2 layers of 4 mil poly on walls, a 4' high layer of 4 mil poly shall be fastened to the wall of the containment area to act as splash guard. NOTE: The top layer poly on all surfaces as well as plywood and other wood material used in the construction of the containment barriers must be fire-rated to comply with the local fire department regulations and restrictions. If stairs and ramps are within the containment area and are not being abated they shall be covered with 4 mil plastic and a 3/4" exterior grade plywood shall be provided with treads securely held in place, over plastic. Rungs or rails are not to be covered with any type of protective material. GLOVE BAG WORK PREPARATION If during construction, any thermal system insulation (TSI) is identified as requiring abatement inside wall cavities, or above ceilings, use the glovebag removal procedure as described herein. 1. Isolate the area in which glove bag work will take place by placing barrier tape at least six feet from all open entrances to the affected room. Determine emergency exit provisions. Locate HEPA-filtered negative pressure units in the immediate area of glove bag work so as to provide at least four air changes per hour in the work area. 2. Place asbestos warning signs at all open entrances to work area conspicuously and so they can be easily read. They must conform to all Federal, State, and local regulatory requirements. 3. If possible, turn off or isolate the HVAC system in the work area from the rest of the building. If this is not possible, detail appropriate emergency provisions to turn off the system if required. 4. Double-check pipe, valve, etc., to ensure it is not too hot to work on and will not burn workers. It is preferable that all services be shut down to work site for worker safety. 5. In accordance with OSHA safety standards, and other applicable legal requirements, provide sufficient power so as not to cause electrical overload and circuit failure. Minimum respiratory protection in the form of Half Mask Type-H respirators with dual HEPA cartridges, and protective equipment in the form of disposable Tyvek coveralls, hoods and booties shall be worn by all workers and visitors who enter the barrier taped area or are involved in work set-up or actual performance of the glove bag operations, in any way. All applicable requirements with regards to respirators and protective equipment and clothing must be satisfied. In an area well outside the area where the work is to be performed (another room, if practicable, or the clean room if a mini-enclosure is used), workers and visitors shall wear protective equipment and clothing and a clean respirator. Workers shall pick up clean work equipment and tools and enter the work area. All workers and visitors who enter the work area must sign the appropriate log upon entry and exit. The logs shall be kept in the clean room where a mini-enclosure is used or well outside the work area if a mini-enclosure is not used. RECOMMENDED GLOVE BAG WORK PRACTICES If performing glove bag abatement procedures, the Contractor is required to follow the general work practices described below: 1. Glove bags must be installed so that they completely cover the pipe or other structure where asbestos work is to be done. Multiple glove bags shall be placed next to each other so that removal of one does not release fibers into the air from adjacent glove bags. All glove bags shall be smoke tested for air leakage after installation, and leaks shall be repaired to achieve an airtight enclosure before removal begins. The glove bag is attached to the pipe or other removal area by folding the open edges together and securely sealing them with tape. All openings in the glove bag must be sealed with tape or equivalent material. The bottom seam of the glove bag must also be sealed with tape or equivalent to prevent any leakage from the bag that may result from a defect in the bottom seam. Put all tools in tool pouch (razor knife, damp rag, wire snips, etc., as required). Attach glove bag to work site. Use double-sided tape to hold top two flaps together, overlapping without wrinkles or air pockets. Leave enough slack at top of bag when removal starts. The weight of insulation and water can strain even a well-constructed seal at the top. Seal edges of glove bag around pipe to make an airtight seal. Use tape or a reusable or disposable strap (included with some glove bag brands). 2. Use nozzle port in bag to allow tip of sprayer nozzle to be inserted to spray amended water. Also, this opening will be used to insert end of the HEPA vacuum attachment. Each time hole is used, re-seal flap immediately with tape. Thoroughly wet work site inside bag with amended water. Do not fill bag up with excess water, which could cause the bag to tear and fall. Place arms in armholes and hands in gloves. Carefully remove the asbestos, wetting the material as required during removal. The choice of tool to use to remove the ACM depends on the type of material to be removed. ACM are generally covered with painted canvas and/or wire mesh. Painted canvas can be cut with a razor knife and peeled away from the ACM underneath. Once the canvas has been peeled away, the ACM underneath may be dry, in which case it should be re-sprayed with a wetting agent to ensure that it generates as little dust as possible when removed. If the ACM is covered with wire mesh, the mesh should be cut with nips, tip snips, or other appropriate tool and removed. One worker shall accomplish removal while a second worker simultaneously wets material. A wetting agent must then be used to spray any layer of dry material that is exposed beneath the mesh, the surface of the stripped underlying structure, and the inside of the glove bag. 3. After removal of the layer of ACM, the pipe or surface from which asbestos has been removed must be thoroughly cleaned with a plastic brush and wet-wiped with a wetting agent until no traces of the ACM can be seen. Use damp rag (in tool pouch) to wipe exposed pipe or metal clean of all visible foreign material. Thoroughly wet clean all reusable tools with water pump and place in tool pouch for latter recovery. Wash down sides of bag so all visible debris collects at the bottom of the bag. (An alternative method of tool recovery is to grasp the washed tools in one glove, pull inside out so tools are inside glove neck, seal and cut. 4. Any asbestos-containing insulation edges that have been exposed as a result of removal or maintenance activity must be encapsulated with bridging encapsulant to ensure that the edges do not release asbestos fibers the atmosphere after the glove bag has been removed. 5. When the asbestos removal and encapsulation have been completed, a vacuum hose from a HEPA-filtered vacuum must be inserted into the glove bag through the port to remove any air in the bag that may contain asbestos fibers. Suck air out for two to three seconds. Do not suck water into vacuum. When the air has been removed form the bag, tape over hole in the bag and the bag should be squeezed tightly (as close to the top as possible and below tool pouch if tools are to be recovered), twisted, and sealed with tape to keep the asbestos material safely in the bottom of the bag. The HEPA can then be removed from the bag. The glove bag itself then shall be removed from the work area. Pull polyethylene asbestos disposal bag over lower portion of glove bag. Cut glove bag loosely across top; do not pull or tear. Recover tools and immediately immerse them in water to complete cleaning. Because of the extreme weight of these materials, all glove bags shall be double-bagged. Use wetable cloth, end caps, duct tape or spray glue (or a combination to ensure that all damaged surfaces of the insulation are sealed. After the work area has been rendered free of all visible asbestos residues, to the satisfaction of the IH Consultant, an additional spraying of encapsulating agent shall be applied to all pipe surfaces in the work area and to all plastic surfaces. Clean-up materials must also be treated as asbestos waste. Following the completion of work, the disposable clothing shall be HEPA-vacuumed, removed and placed in double polyethylene disposal bags. The disposal bags shall then be sealed. All polyethylene bags of waste shall then be taken to the transport vehicle for transportation to the disposal facility (workers taking waste materials to the transport vehicle must be protected by respirators and must wear protective clothing and equipment.) The respirator shall be removed only after it is wet-wiped clean. Each worker will wash face and hands after removal work and before breaks, lunch, end of the work day, or any other stoppage in the work. If practicable, a shower enclosure may be used for worker clean-up. If not practicable (i.e., due to limited space or unavailability of tap water), other available showering facilities may be used after completing wet washing of face and hands in clean buckets of water placed at the exit. For projects involving the glove bag removal techniques where no full asbestos enclosure system is required or where only a mini-enclosure is required, the nearest in-place shower facility shall be identified and designated for use in case of accidental fiber release; alternately, a portable shower shall be set up by the Contractor and available near the work area, if practicable.
