SPORT TABLE TENNIS 2015-18 NATIONAL PARTICIPATION PLAN VISION: Table Tennis to be recognised as a sport which can be played by all regardless of their age, gender, ethnicity, physical and or intellectual impairment. In accordance with the Strategic Plan of Table Tennis Australia the vision is to "Lead and enable the development and promotion of Australian Table Tennis". 2015-2018 PROGRAM GOALS 1 2 3 4 DETAIL Unified National approach to participation outcomes. Increase the workforce Australia wide to successfully deliver the Sporting Schools Program. Increase the capacity of Clubs to deliver year on year participation growth. Through research develop strategies to increase year on year targeted membership growth. STRATEGY WORKFORCE TTA to form a National Participation Advisory Panel (NPAP) to provide input on the development, implementation and review of the program against established outcomes. NPAP to investigate options for long term program sustainability 1A. Invitations to form the panel to be sent to ASC Participation Manager, ASC Qld SSP Rep, TTA Chairman & Director and a representative from all 8 Member Associations. Jun-15 TTA NDIM 1A. NPAP to investigate the development of a workforce plan as well as a commercial model that generates income through sponsorship / membership to sustain the program in the long term. Establish baseline data of the membership in the sport - ie: name, age, gender, postcode, year of birth, membership category, AWD, CALD. 2C. NPAP members to consider recommended action items from questionnaire and reflect important items in the National Participation Plan. 1A. Membership details to be exported from each State / Territory and centralised in the IMG database. 1B. In consultation with IMG develop a recording tool within the National database system to show program and event participants. 2A. NPAP to consider & agree on amendments to the membership categories - eg: Full member / Social member / Event Participant / Program Participant. 3A. TTA to accurately record all levels of membership and participation and subsequently provide baseline data to the ASC and other stakeholders as required. 2C. TTA refelects action items within the National Participation Plan that address any gaps in the participation pathway. Aug 15 - June 18 TTA NDC 1A. All States / Territories successfully exporting membership details into centralised IMG database. Oct-15 TTA NDC 1B. Program and event participant recording tool successfully developed for National database. Sep-15 NPAP members 2. Membership categories implemented as agreed by all Member Associations. TTA NDC 3. Baseline data gathered from all States / Territories and recorded and provided to the ASC on request. INCREASED PARTICIPATION IN THE SPORT 1. Deliver and leverage Sporting Schools Program PRODUCT - GTM STRATEGY 4. Conversion strategies are developed using evidence based research to convert participants to membership within the sport. 4A. NPAP to develop conversion strategies for program and event participants utilising evidence based research - eg: Sporting Schools Program / School & non-club competitions and programs. 4B. NDC with the support of the SDO's to implement the conversion strategies Australia wide. 1. TTA & Member Associations 1A. NPAP to consider NSO, SSO & Club to develop and implement engagement strategies within the Sportings strategies in Sporting Schools to Schools Program. increase table tennis 1B. TTA with input from ASC to decide on pricing participation and club structure for table tennis programs within the registered membership. Sportings Schools Program. 1C. NDC to investigate innovative delivery opportunities throughout Australia and build partnerships with these parties with the aim to replicate these activities in other States / Territories. 3A. TTA NDIM & NDC, with advice from external experts where required, to develop user friendly tools to record participation. 2. NDC to investigate opportunities to build broader partnerships for the sport. 1G. NDC & SDO's to ensure accredited coaches have a current working with children check prior to registering. 1H. NDC & SDO's to connect with Primary Schools each term who have applied for funding to deliver table tennis programs to ensure delivery is coordinated. 1G. NDC & SDO's to support endorsed Club Coaching Providers to apply for funding via the Sport Initiative Grants to assist with delivery and transition strategies. 2A. NDC to identify and commence building relationships with external parties outside the club environment so as to capture the true picture of table tennis participation in Australia. TTA NDC Jan 16 - June 18 NPAP members TTA NDIM & NDC 2. Partnerships established, new delivery opportunities implemented & participation captured. 3. User friendly tools developed to record participation and in use by NDC, SDO's & Clubs INCLUSIVE ENGAGEMENT TTA to develop integration strategies into the whole of sport participation pathway for targeted populations. PRODUCT - MARKET RESEARCH 4. TTA to collaborate with School Sport Australia to provide a grassroots level competition pathway for students into the sport. 1. TTA to initially undertake research to gather valuable data to inform club identification; identify high density CALD populations throughout Australia; transition tendencies and membership mapping. 2. NPAP members to consider all of the demographical research data recommendations and then identify 5 x specific clubs throughout Australia who TTA will get ready for the roll out of Sporting Schools in Term 4, 2015. 3. TTA to expand network of AWD and CALD contacts (organisations/communtiy groups/rehab centres) in each State / Territory 4A. TTA to work closely with School Sport Australia & Member Associations to conduct an able body and Para table tennis event at the biannual Pacific School Games. 1A. TTA to enlist the services of Red Elephant to conduct the following research and then provide TTA with a written report including recommendations: - cultural demographic data mapping against table tennis facilities; - membership cultural diversity audit; 1B. TTA to provide research data to Member Associations via the SDO's who in turn will work with the clubs so as to implement a targeted approach in each local area. 2A. NPAP members to consider demographical research data recommendations and then endorse the 5 clubs to target in Term 4. 2B. Initial capacity assessments conducted on the 5 targeted clubs to ascertain the club's current capacity and development opportunities. 2C. TTA to establish agreements with the targeted clubs including monitoring and evaluation requirements and have both parties sign off on the agreed outcomes and then release funding. 3A. Research AWD & CALD organisations / community groups / rehab centres that are in close proximity to table tennis clubs and then provide this information to the Clubs. 3B. SDO's to support local clubs to make contact and establish relationships with the organisations / community groups / rehab centres in their local area to encourage transition into the table tennis club environment. Nov 15 & Nov 17 TTA NDIM & NDC 4. Table Tennis becomes a recognised sport within the Australian School Sport system. June - July 2015 Aug - Dec 15 TTA CEO & NDIM Red Elephant Project Team NPAP Members TTA NDIM & NDC 5 Targeted Clubs 1A. Red Elephant Enlisted to undertake the research; 1B. Demographical research data gathered and written report with recommendations provided to TTA; 1C. TTA provides the research data to the Member Associations via the SDO's. 1D. All SDO's working with Clubs to implement a targeted approach in their local area. 2A. 5 x targeted clubs engaged and delivering in Sporting Schools in Term 4, 2015. 3A. Database of AWD & CALD contacts established and updated throughout the life of the plan. 3B. Clubs implementing transitional strategies with local AWD & CALD organisations.

Improve governance and operational effectiveness of table tennis clubs in Australia 2. Ensure policies and strategies are in place to facilitate the development of the grassroots participation through better stewardship of Clubs. 1A. to support local clubs to undertake a club health check to identify any action items for improvement. 2A. SDO's to support local Clubs to develop and/or review Member Protection and Inclusion Policies. 2B. Referencing the ASC Market Segmentation Research Data & the Red Elephant demographic data, SDO's to assist the Club to undertake surveys to consider market segment strategies. 1. Club Health Check online questionnaire completed by targeted Clubs. 2A. Member Protection and Inclusion Policies review / developed by targeted Clubs. 2B. Club surveys conducted. 3. Clubs to assess their current capacity to delivery in the Sporting Schools Program. 2C. SDO's to support local Clubs to develop strategic plans to support participation and pathway outcomes. 3A. SDO's to support local Clubs to undertake a Club Readiness Assessment Questionnaire to identify any action items required to improve their capacity to deliver the Sporting Schools Program in their local area. Questionnaire to assess the following - eg: - Current Membership numbers - Current Coach workforce - Current School engagement - Equipment stocktake - Current volunteer base - Current venue accessibility - Current sponsors and future opportunities 2C. Strategic Plans written and implemented by targeted Clubs. 3. Club readiness assessment questionnaire completed by targeted Clubs and action items implemented. WORKFORCE PRODUCT - PRODUCT DEVELOPMENT & TESTING 4. Increase the coach workforce in targeted Clubs throughout Australia to meet the demand of the Sporting Schools Program. 5. Develop and implement monitoring and evaluation strategies to track progress of the Sporting Schools Program at State / Territory and Club level. 6. Sporting Schools - Sport Initiative Grants to be applied for by targeted Clubs to assist with transition into the Club environment. 4A. TTA NDIM to work closely with the ASC to develop a user friendly online entry level coaching course. Process to be followed is: - Product review survey to ascertain the needs of our current workforce. - Align the Tops Coaching Manual with the HPE F10 Curriculum. - Develop the content of the online entry level coaching course. July 15 - June 16 TTA NDIM 4A. User friendly online entry level coaching course developed and in use. 4B. SDO's to coordinate regular face to face coaching courses within their State / Territory and promote these courses to PE Teachers and local club coaches involved in the delivery of the Sporting Schools Program. 5A. TTA NDC to develop M&E templates for SDO's and targeted Clubs to track participation and membership data and retention rates. 5B. SDO's to provide regular reports to TTA NDC on Sporting Schools participation and membership data including retention rates. 6A. to support targeted local clubs to apply for Sport Initiative Grants that align with National transitional strategies. Grant applications to include funding for the following: - Branded clothing for coaches - TT equipment - rackets and balls - A tournament at the local club including venue hire and officials - A free 4 week in club advanced training program including court hire and coaches wages - social membership subsidy 4B. Coaching courses delivered in the States / Territories on a need basis to support the demand of the Sporting Schools Program. 5. Templates designed, participation and membership data and retention rates gathered, reports submitted. 6. Sport Initiative Grants applied for by targeted Clubs.
