Oilfield Development Focus Oil & gas fields are being progressively released by the federal government and international oil companies for indigenous exploration and production (E&P) companies to develop. In response to this significant shift in the E&P marketplace, Noble Hill was formed to bring together a team with substantial oil & gas development experience to pursue the development of Nigerian oilfields. Noble Hill provides integrated turnkey field development packages that deliver everything necessary to develop a field from concept to completion on behalf of our partners. Noble Hill performs subsurface and surface investigations, determines well designs, production methodology and production facility requirements; plans product export and sales, obtains necessary permits and licenses, purchases and installs hardware and commissions and operates the same. Noble Hill is the best all-in solution for the development and operation of Nigerian oil & gas fields. Noble Hill possesses the overall experience and vision to optimally develop new fields, supported by in-house sub-surface, drilling and facilities groups who analyse, study and prepare field development plans to spell out road map economics and cost; meet statutory submission requirements and arrange project financing. Noble Hill is your no nonsense indigenous oil company with unrivalled incountry experience, capabilities and equipment to deliver proven and cost-effective solutions in the Nigerian working environment. Ethics & Transparency Focus Noble Hill s corporate culture reflects a dedication to honesty and integrity above all else and our internal processes are designed to ensure compliance with this core belief. As a Nigerian organization, it is our belief that we have a moral requirement to our fellow country-men to provide sustainable assistance to our host communities with the anticipation that their environment ever improves over time. Our community relations team works hand in hand with our host communities and NGO partners to ensure the long range success of this development vision. Our community relations team base their approach on honesty, integrity, transparency and the heart felt belief that it is our moral obligation to improve the environments in which we operate. In addition to our internal and project policies, Noble Hill follows an overall guiding mandate with regards to the preservation of HSE principles in the communities in which we operate. As part of our operation planning, Noble Hill maintains a continuous engagement with our host community stakeholders and strive to go above and beyond their HSE expectations for the community. Noble Hill is a Nigerian company that recognizes the importance of its Nigerian legacy. We go above and beyond to serve the community because it is OUR community.

ASSET IDENTIFICATION, ASSESSMENT & ACQUISITION Noble Hill assembles teams of seasoned geoscientists, geologists, petrophysicists and engineers to handle and overcome challenges investigating, optimising and preparing practical field assessment, acquisition, and development plans from review and processing of large data sets and also the typically sparse information available with marginal and small field purchases and farm-ins. The study and economics phase of any field development is crucial to starting in the right development direction. As illustrated in the graph below, conceptual and front end engineering designs must be in place before funding can be properly defined and committed. DESIGN INFLUENCE VS. EXPENDITURES HIGH DESIGN INFLUENCE PROJECT APPROVAL MATERIALS IMPACT LOW STUDIES & ECONOMICS CONCEPTUAL DESIGN FEED DETAILED DESIGN & MATERIALS appraise select define execute Noble Hill consistently seeks to determine the best ways forward considering: Legislative and fiscal compliance Technical Product off-take and transport Effluent handling & disposal Development financing and cash flow Field logistics & OPEX Socio-Geopolitical issues Noble Hill ensures pertinent stakeholders are kept fully-informed on the development of prospects including challenges, cost projections, schedule and anticipated returns; to ensure informed decisions are made. Project progress is formally documented in reporting that can also be tailored to meet the requirements of government and stakeholders.

Reservoir Evaluation & Planning The purpose of the reservoir evaluation is to determine the reservoir production potential and develop the conceptual field development plan. This information allows field development costs to be assessed and determines the attractiveness of the economics and the ability to underwrite the development. The reservoir evaluation for oil & gas fields provides a formal risked reserves statement which is then translated into life-of-field production profiles to reflect income potential. The conceptual field development plan is then set and phased against projected income to show cash flow, margins, and investment merit. FIELD DEVELOPMENT PLANNING Once a conceptual field development plan is agreed in principle with stakeholders, Noble Hill mobilizes the following implementation teams: Engineering Drilling Services (construction, procurement and logistics) Legal & External Affairs These teams review and develop their respective discipline contents of the field development plan; preparing drawings and specifications; long lead material bills; fabrication and construction schedules and other key project deliverables; including costs and schedules, such as: Conceptual design package with support presentations to the Department of Petroleum Resources (DPR) Field development plan to DPR Drilling contracts & well programs Permit-to-Surveys for potential pipeline corridors Tie-in arrangements for sales crude together with a preliminary routing and agreement Documentation for ROW procurement of each pipeline and site Preliminary materials orders & civil bulks Survey scope of work & maps, quantities etc. Host community and labor relations planning Project suppliers/vendors list including pre-qualification Procurement plan to meet project requirements, including purchasing, expediting, QA/QC, logistics and accounting processes Conceptual design for packaged equipment, including equipment specifications and request for quotation for qualified vendors At this juncture, stakeholders are in possession of preliminary costs, returns and financing options to bring the field to production and can make an informed final investment decision.

NOBLE HILL STRATEGIC PARTNERSHIP FORMULATION Strategic partnership formulation at Noble Hill is a high priority at each phase of the field development process. Noble Hill has an unrivalled vertical network of partnerships that allows it to effect end-to-end field development and financing. Noble Hill has long-established partnerships with investment funds and EPIC development contractors that provide us access to immediate financing and the resources to effect project mobilization and development. In addition to our financing and construction partners, Noble Hill also works closely with our NGO and community partners to ensure the highest level of safety, social infrastructure planning and community reinvestment in Nigeria. MASTER PROJECT, SAFETY & SOCIAL INFRASTRUCTURE PLANNING Once the final investment decision has been made, and strategic partnerships are in place, Noble Hill moves to finalize the master planning for the project. With safety and community at the forefront of any development planning, Noble Hill moves to finalize the master plan for: Engineering and procurement Project management Corporate planning Bid preparation Internal auditing Human resources Information technology and IT support Legal services and contract support Forecasting and budgeting Investor relations Risk management Logistics management Field planning Subcontractor supervision Regulatory engagement Stakeholder support

NOBLE HILL PROJECT FINANCING Noble Hill differentiates itself from most indigenous operators in that it has established agreements with investment funds to finance its projects. Noble Hill has an extensive working knowledge of these financing agreements and has established relationships of mutual trust with funding groups of significant capacities. These agreements give Noble Hill a distinct competitive advantage over other oil & gas field developers in Nigeria for both preferred commercial terms and expedited funding to meet project development milestones. Noble Hill has put a considerable amount of its efforts into developing the financing relationships required to make its projects the most commercially attractive in the Nigerian marketplace. DEVELOPMENT OVERSIGHT Noble Hill has a seasoned team of professionals with extensive regional experience. These teams are ideally qualified to oversee the development of oil & gas fields. Project delivery by Noble Hill in collaboration with our stakeholders, also relies upon strategic and well-established relationships with preferred contractors. Noble Hill oversees contractors in the execution of detailed design, procurement, fabrication, installation, commissioning and hand-over of the new field production in accordance with the field development plan. A project management team will be selected to develop and supervise our subcontractors in carrying out the overall development of the field.
