Introduction The Development Engineering Review Manual (Regional Services) has been written to assist Land Developers and Engineering Consultants to better understand the Region s approval process related to the various development applications. The Manual identifies information to be submitted to the Region for review and approval. Adhering to the Region s requirements will assist developers and consultants in expediting the review of their application. This development engineering review manual is meant to be read in conjunction with the Region s Design Criteria, Contract Specifications and Standard Drawings, which forms the main core of the manual in terms of sound engineering practice, however, references should also be made to the following standards and requirements to ensure compliance: Regional Policies and By-Laws Regional Official Plan. It is the Developers and Consulting Engineers responsibilities to obtain and make use of the latest version of the manual to assist in their development applications and should there be any further assistance required, the Current Planning Section of the Planning and Public Works Department can be reached at (905) 825-6000. 2

1 Application Review 1.1 General Development Coordinators/Development Engineer provide comments to the Planning Technician/Senior Planner with respect to the following applications: (a) Official Plan Amendment applications. (b) Subdivision applications. (c) Condominium applications. (d) Consent applications. (e) Part Lot Control applications. (f) Zoning Bylaw Amendment applications. (g) Site Plan applications. (h) Minor Variance applications. (i) Parkway Belt West Plan Amendment applications. 1.2 Technical Reports, Studies and Plans As part of the Planning application, the applicant is required to submit technical reports, studies and/or plans to support the application. Technical information required for each type of Planning application, is listed in Appendix A. In general, Development Coordinators/Development Engineer review the following types of servicing information related to the various applications. (a) Sub-Watershed Study. (b) Servicing Strategy Report. (c) Phasing of installation of services. (d) Fiscal Impact Analysis and Financial Plan for infrastructure. (e) Stormwater Management Plan for Study Area. (f) Inventory of existing wells and monitoring data. (g) Functional Servicing Report (addressed in Section 2). (h) Site Servicing Plan. (i) Grading Plan. (j) As constructed drawings of installed services. 1.3 Servicing Review Development Coordinators/Development Engineer review servicing related information noted above and provide comments to the Planning Technician/Senior Planner with respect to the following: (a) Conformity with Region s Servicing Master Plan. (b) Capacity of water and sanitary systems including downstream impacts. (c) Timing for capital infrastructure improvements. 3

(d) Adequacy of stormwater systems on Regional Roads. (e) Conformity with Master Servicing Plan for the area. (f) Adequacy of the local infrastructure to service the proposal. (g) Fire flows in the vicinity. (h) Existing easements/encroachments and the need for any new easements. (i) Applicability of any frontage charge. (j) Need for any off-site service extensions to service the proposal. 1.4 Engineering Approvals As a condition of planning approval for certain types of applications, such as subdivisions, the Region may require the applicant to submit detailed Engineering Drawings and enter into a Development Agreement with the Region for the construction of Regional works. The Region s requirements for these types of projects are discussed in Sections 3, 4 and 6. In the case of subdivisions where Plan Registration is required prior to the release of building permits, the Region s requirements for this process are discussed in Section 5. 4

Requirements for Functional Servicing Report Regional Servicing 2.1 General The following types of applications require that a Functional Servicing Report be submitted with the application: (a) Draft Plan of Subdivision. (b) Rezoning. 2.2 Watermains Water Servicing issues that are to be addressed in the Report are to include the following: (a) Outline of existing water system impacting the site: i) Existing Pressure Zone. ii) Existing pressures in the area. (b) Watermain analysis: i) Size of proposed watermains substantiate pipe size through hydraulic analysis. ii) Expected static pressures. iii) Required fire flows. iv) Expected fire flows. (c) Preliminary Servicing Plan that shows the water distribution system: i) Watermain Looping and Secondary Connection Requirements. (d) Water System modelling Analysis: i) Required for all Servicing Reports and the analysis should address the following: Subdivision Phasing. Impact of new system on the existing water system. 2.3 Sanitary Sewer Sanitary Servicing issues to be addressed in the Report are to include the following: (a) Outline of existing sanitary sewer system: i) Downstream Constraints pump stations, pipe capacity, etc. to be addressed. (b) Preliminary Design - Design sheets. (c) Internal and external drainage area plans: i) Future adjacent development. 5

(d) Preliminary sanitary sewer system layout. (e) Preliminary Sanitary Sewer Profiles. 2.4 Storm Water Drainage Adjacent to a Regional Road Stormwater Drainage issues relating to Regional Roadways that are to be addressed in the Report are to include the following: (a) Outline of existing Regional Road Drainage system adjacent to site. (b) Outline of the proposed drainage to the Regional system: i) Address effect of additional drainage to the Regional system. ii) Address if quality/quantity controls will be required. (c) Outline of proposed erosion and sediment control measures to be taken to protect the Regional drainage system. (d) Address the conformity of the proposed works with the Local Municipality s Stormwater Management Criteria. 6

3 Engineering Approvals 3.1 Drawing Requirements The following drawing requirements apply to all subdivision engineering drawings as well as engineering drawings for the extension of Regional services. (a) Minimum Drawing Quality Standards: Engineering Drawings for Development projects submitted to the Region of Halton for review must be legible and readable. In order to maintain a minimum standard of quality, drawings submitted to the Region shall include the following requirements: i) The minimum text size to be used on any drawing at any scale is Leroy L60 (1.5mm high). ii) Regional pipe works such as watermains, sanitary sewers and forcemains are to be distinguished from each other and other pipe works such as storm sewers by the use of different linetypes. Drawings showing all pipes as solid continuous lines will not be accepted. iii) Text is to be shown right side up or on an angle but never to be shown upside down. iv) Overlapping text labels are to be avoided. v) Existing and/or future works should be distinguished from proposed works by the use of pen weights and/or greying of the background information. If existing information is greyed out it must be clear and legible. (b) Each engineering submission should include two complete sets of engineering drawings as well as two copies of the Sanitary Design Sheets and two copies of any background reports. A complete set of engineering drawings is comprised of the following sheets: i) Cover Sheet. ii) General Notes: General notes listed in Appendix A should be included on this sheet. iii) General Plan of Services. iv) Watermain plan. v) Sanitary Drainage Area plan. vi) External Sanitary Drainage Area plan. vii) Plan & profile drawings. viii) Details (if required). ix) Standards. (c) General Requirements for all Plan or Plan and Profile Sheets: i) All plans should be on an A1 size sheet and should include a key plan in the upper right hand corner, a title block, a Regional Approvals block and the Regional Development file numbers. The following text must be used in the Regional Approval block Design of sanitary, water services and Regional road works 7

approved subject to detail construction conforming to Halton Region standards and specifications and location approval from Local Municipality. ii) Sheets to be numbered. iii) In the Drawing Titleblock the title should specify the location of the subject street in relation to other cross streets. [Example: Street A from future Street to Street H or Street A from 120m west of Street P to 110m east ]. iv) Bar scales are required on all drawings. v) Chainage to be given in plan and profile. vi) The Region of Halton should be in the title block of all sheets. vii) The plan should show the lot layout with all Lot and Blocks labelled. viii) All easements should be shown and labelled. ix) Existing and external services, including utilities, to be shown and labelled. x) Existing vegetation and buildings shown. xi) Borehole location to be shown in plan and borehole logs shown in the profile. xii) Benchmarks on all drawings. xiii) All drawings must be stamped and signed by the Consulting Engineer. Any submissions that are not stamped and signed or that do not contain the following minimum information shall be returned to the Consulting Engineer. (d) Cover Sheet: The cover sheet should include: i) A key plan. the key plan should show the outline of the development. neighbouring streets should be labelled. at least one major road should be shown. north arrow. ii) Name of the development. iii) Name of the developer. iv) Regional Planning file number (24T- number). v) Regional Development number (DB-, DO-, etc.). vi) Sheet index. (e) General Notes: See Appendix B for a suggested listing of General Notes. These notes should be customized to suit each development. (f) General Plan of Services: The General plan should be at a scale of 1:500 where possible and should include: i) watermains labelled with diameter and pipe material. ii) Sanitary Sewers labelled with length, diameter and slope and direction of flow. iii) water services and Sanitary laterals from the main to the property line. iv) hydrants, valves, bends all shown and labelled. v) valve chambers to be shown and numbered. vi) a schematic detail of each valve chamber showing the tee/cross and all valves. vii) manholes to be shown and numbered. 8

(g) Watermain Plan: The Watermain plan may be at a scale of 1:500 or 1:1000 and should include: i) watermains labelled with diameter and pipe material. ii) water services from the main to the property line. iii) hydrants, valves, bends all shown and labelled. iv) the coverage at each hydrant (75m radius for residential or 50m radius for nonresidential developments). v) valve chambers to be shown and numbered. vi) a schematic detail of each valve chamber showing the tee/cross and all valves. vii) existing external mains with all hydrants and valves labelled. (h) Sanitary Drainage Area Plans: The Sanitary Drainage Area plan may be at a scale of 1:500 or 1:1000 and should include: i) Sanitary Sewers labelled with length, diameter and slope and direction of flow. ii) boundaries of drainage areas. iii) area of each drainage area in hectares. iv) population density for each drainage area. v) equivalent population for each drainage area. vi) External drainage areas. (i) Plan and profile: The plan and profile drawings should be at a scale of 1:500 and should show: i) watermains labelled with diameter, pipe material and class of pipe in both plan and profile: locations where joints are to be restrained (in fill or disturbed ground) to be shown in profile. offset to property line to be shown in plan. depth of cover to be shown in profile. ii) water services from the main to the property line: if the size is greater than 20mm then services should be labelled. locations where services are to pass under storm sewers to be indicated. hydrants, valves, bends all shown and labelled in plan and profile. iii) the coverage at each hydrant (75m radius for residential or 50m radius for nonresidential developments): valve chambers to be shown and numbered. iv) a schematic detail of each valve chamber showing the tee/cross and all valves. v) Sanitary Sewers labelled with length, diameter and slope and direction of flow. vi) existing external mains with all hydrants and valves labelled. (j) Detail Sheets. (k) Standard sheets. (l) Miscellaneous Plans: i) Parking Plans. 9

ii) Landscaping Plans. iii) Utility coordination plans. 3.2 Development Agreements Regional Development Agreements such as Subdivision Agreements and Servicing Agreements are required for various circumstances. Examples of when these types of agreements would be required are as follows: (a) Construction of Regional servicing works including watermains and sanitary sewers within a Plan of Subdivision. (b) Construction of Regional roadworks including turning lanes, median extensions, intersection works & improvements and storm water facilities. (c) Construction of Regional servicing works for the extension of watermains and/or sanitary sewers required for the purpose of servicing a development. (d) Transfers of Lands/Easements. (e) Collection of Regional Development Charges. (f) Concerns about potential interruption of neighbouring wells within the zone of influence of a new development. When a Regional Development Agreement is required it is the Applicant s responsibility to initiate the preparation of the agreement by submitting to the Regional Development Coordinator in one package the following items: (a) Request Forms: These forms can be obtained from the Regional web site and completed either electronically or in written form. The forms must be completed in full with such information as the Owner s and Agent s name and contact information, for subdivisions the breakdown of the unit counts, and other legal requirements. (b) Schedules: The development agreements have a number of Schedules that also must be completed and submitted with the package and they are described as follows: i) Schedule One: Description of the land parcel that the agreement is associated with. ii) Schedule Two: Location Map. iii) Schedule Three: Details on the cost of the works, security amounts, development charges required and other applicable fees to be paid by the Developer. 10

iv) Schedule Four: Requirements for transfers of lands for Regional easements, widenings, etc. v) Schedule Five: Terms for Letters of Credit (standard form, not required from developer). vi) Schedule Six: Special clauses applicable to the particular Development. It is the responsibility of the Applicant to submit an Engineers Cost estimate of the subject works in the agreement and this should be prepared by a professional engineer to be used by the Region to establish the security amounts. (c) Draft M-Plans: If the development is a subdivision then four copies of the draft M-Plan of the subdivision are required to be submitted in the development agreement package. (d) R-Plans: If the development requires transfer of lands for Regional purposes such as road widenings and/or easements then four copies of the draft R-Plan of the lands to be transferred are required to be submitted in the development agreement package. If the development agreement is a Servicing Agreement for extension of services or Regional roadworks then four copies of the legal plans such as a registered M-Plan or R-Plan that show the subject property for development must be submitted. (e) Parcel Pages: Up to date parcel pages of the lands that the agreement is associated with must be obtained by the applicant from the Registry office and submitted with the agreement package. (f) No Blasting Letter: It is the responsibility of the Applicant to submit a letter prepared by a professional engineer stating that there will be no blasting undertaken to construct the subject works. A flowchart of the Subdivision Agreement Process is shown on Appendix C 3.3 Other Approvals (a) Ministry of the Environment (MOE): Under the Ministry s Transfer of Review Program, the function of reviewing applications for sewage and water works has been delegated, by agreement, to Halton Region who then recommends approval by the Ministry and issuance of a Certificate 11

of Approval. Halton s agreement with the MOE covers watermains, sanitary sewers and storm sewers but not storm water management facilities. For works that are being constructed to service a new development (whether under Subdivision or Servicing agreement) the developer is the proponent for the purpose of applying for a Certificate of Approval. For works being constructed by a Municipality as a Capital project, the Municipality would be the proponent. The proponent, through their Consulting Engineer, will provide a package of information to the Development Coordinator for signature by the Region prior to submission to the Ministry. The package from the Consulting Engineer (or Municipality) should contain the following information: i) 3 copies of each of the application forms. There should be separate forms for the storm sewers and sanitary sewers. The storm forms will be signed by the Local Municipality and must be accompanied by a letter from the Municipality certifying that the design is in accordance with the requirements of the MOE. ii) 3 copies of the articles of incorporation. If the owner is a private person rather than a company then documentation satisfactory to the Ministry will be submitted - normally copies of the proponent s drivers license. iii) 3 copies of the Draft Certificates of Approval. Storm and Sanitary will be combined on one form. iv) 3 copies of the sewer design sheets, storm and Sanitary. v) 2 full sets of the engineering drawings, stamped and signed. The Development Coordinator will prepare a covering letter certifying that the design is in accordance with the requirements of the MOE and recommending that a Certificate of Approval be issued without further review. (b) Services that are being constructed through or on a provincial highway must obtain Ministry of Transportation s (MTO) approval prior to construction. MTO will issue an Encroachment Permit to Halton for a period of 10 years. All costs associated with the acquisition of the MTO Encroachment Permit will be the responsibility of the developer. (c) Where services will cross an Ontario Hydro corridor outside of a municipal right-ofway, an easement must be obtained by the developer prior to construction of the works. (d) Pipeline crossing agreements must be negotiated with the appropriate oil or natural gas company where works will cross a pipeline easement. 12

3.4 Regional Roads Any new construction related to a Regional Road as proposed by a developer and that requires a Servicing Agreement and a full set of engineering drawings will be processed by Current Planning s Development Coordinator. The Coordinator will perform his/her review and then circulate the drawings to Transportation Services and Engineering Services for their review and comments. Transportation Services is responsible for the daily operation of the Region s Road network including traffic operations, safety, enforcement and education. It is also responsible for the Transportation Master Plan, establishing roadway infrastructure standards, right-of-way widths, geometric dimension guidelines, functional planning, Class EA studies for road improvements & implementation, review of transportation impacts of proposed development and access management. A Servicing Agreement will be required where there are alterations proposed to a Regional Road or within the right-of-way, as required by the development application. The consulting engineer will ensure that they are familiar with all the Region s design criteria, manuals and specifications. Typical construction that requires an agreement is as follows: (a) Entrances to regional roads. (b) Regional road improvements, right and left turn lanes to facilitate access. (c) Right-of-way reconstruction to facilitate proposed grading and storm water works. (d) Traffic signals and lighting, with the final construction approval by way of the Electrical Safety Authority certification (The Ontario Electrical Safety Code (Reg. 164/99)). (e) Noise Attenuation Devices. The Development Coordinator will ensure that the recommendations of the Noise Reports, as approved by Transportation Services, are included in the engineering drawings. Prior to the preparation of the Noise Report, the developer s noise consultant should contact the Region s Transportation Services Section to obtain all the applicable baseline data for the Regional Road in question. The civil engineering consultant will use the noise consultant s report to design the noise mitigation measures. 3. 5 Construction of Regional Development Charge Projects The Region s Policy for the Design and Construction of Development Charge Projects by the Development Industry allows developers to undertake certain Development Charge projects. The works are designed and constructed by the developer and the costs incurred for these works by the developer are reimbursed when financing is available in the Region s Capital Budget. 13

(a) Budget funds: There are two different funding scenarios that can occur for these types of projects and they are: i) Funding is available in the current budget year for the project and thus the Developer can be reimbursed for the costs in that year upon completion of all Regional requirements and submission of all required documents, subject to a 10% holdback. ii) Funding is only available in a future budget year for the project and the Developer must frontend the costs for this project until the funding becomes available within the Regional budget. The Developer can only request reimbursement of these funds in the year the funds become available and upon completion of all Regional requirements and submission of all required documents. (b) PPW reports: In order for a Developer to participate in program ii) as noted above, and proceed with the design and construction of development charge works that are part of the subject development, the Development Coordinator must prepare a Council report outlining the details of the particular DC project. Regional Council must approve this report prior to the start of any work on the DC project. (c) Reimbursement Process: Once the works have been constructed to the satisfaction of the Region of Halton and the maintenance period has begun for the works, the Consultant for the project can initiate the reimbursement process by submitting to the Development Coordinator, the following information: i) Letter requesting the reimbursement of the funds for the components of the project that are considered to be Regional Development Charge Projects. ii) Certificate of Substantial Performance. iii) Certificate of Publication of the Substantial Performance. iv) Payment Certificates that were issued by the Consulting Engineer. v) Letter from the Consulting Engineer certifying payment for all engineering design and inspection fees. vi) Letter from the Contractor certifying payment of the contract. vii) Invoices from the Consulting Engineer to the Developer outlining separately, the engineering fees for the design and inspection of the development charge component of the project. viii) Invoices from the Contractor for construction of the works. The reimbursement is subject to the Region not receiving lien claims against the project. 14

4 Construction 4.1 Pre-construction Meeting A pre-construction meeting will not be scheduled until the drawings have been signed by both the Region and the Local Municipality. At least one week s notice must be given and 5 sets of prints of the signed drawings will be submitted at the time that the meeting is arranged. A list of General Construction requirements for Developments (Appendix D) will be distributed at the pre-consultation meeting. If work is being proposed on a Regional Road then a separate pre-construction meeting will be arranged at least one week prior to work commencing on the Regional Road rightof-way. The Contractor must supply: (a) A construction schedule. (b) List of material suppliers (c) List of emergency numbers including after hours numbers. 4.2 Starting Construction Construction will not be allowed to take place until: (a) Drawings have been approved and signed by the Regional and the Local Municipality. (b) A pre-construction meeting has been held. (c) MOE, MTO etc. approvals have been received. In the case of a Servicing Agreement, a Municipal Consent or Road Cut Permit from the Local Municipality must be received. (d) Subdivision/Servicing Agreement have been signed by owner and returned. In the case of Servicing Agreements, they have to be registered on title. (e) Securities posted and cash received. (f) Insurance received. (g) Erosion and Sediment control measures are in place adjacent to Regional Roads. (h) Workman s Compensation Certificate provided. 4.3 Inspection The Engineering Consultant is required to provide full time inspection by a qualified inspector familiar with Regional standards. Any proposed changes to the approved drawings must be submitted, in writing, through the Regional Construction Technician to the Development Coordinator for approval prior to the change being made in the field. Tapping of existing water and Sanitary Sewers will only be done by Regional staff. This will be coordinated by the Regional Construction Technician. Note: any taps scheduled 15

and cancelled less than 24 hours before the scheduled time will be subject to a Stand-by charge of 3 hours. Similarly, any excessive delays will result in a Stand-by charge. 4.4 Testing (a) Watermains: The following tests shall be performed on watermains in accordance with Halton s Standards: i) Pressure test. ii) Swabbing. iii) Chlorination. iv) Fireflows. Once the mains are completed and tested the Engineering Consultant will arrange with a qualified private contractor to perform fire flow tests at locations determined by the Development Coordinator. - The original test results will be submitted to the Consultant s inspector who will forward the original results to the Development Coordinator along with a letter of certification. A sample Fire Flow Certification Letter is included in Appendix E. The Engineering Consultant will prepare a letter to the Development Coordinator certifying that the actual flows meet or exceed the design flows. At each location they will confirm the results of the fire flow tests expressing the flows in igpm at 20psi. The Development Coordinator will send a letter confirming that the Region has no objection to the release of building permits to the Building Department at the Local Municipality, with a copy to the Fire Department and System Operations and include a copy of the Engineering Consultant s letter and the original fire flow sheets. (b) Sanitary Sewers: The following tests shall be performed on Sanitary Sewers in accordance with Halton s Standards: i) Air testing. ii) T.V. inspection. Upon successful completion of the testing for both Watermains and Sanitary Sewers, the water system is turned on and a notification is sent to System Operations, Construction Services, development coordinator, the Local Municipality and the consultant. 16

5 Registration/Building Permit 5.1 Plan Registration In order for a Plan of Subdivision to be registered, the Owner will be required to satisfy all applicable Regional requirements and conditions. A flow chart showing a Plan s registration process is attached in Appendix F. To initiate the registration process, the Owner would have to forward a letter to the Region s Legal Department requesting that the Plan be registered. Legal Department will then liaise with other departments for clearances. Upon receipt of the request of clearance from the Legal Department, the Development Coordinator will proceed to verify if all related Regional servicing requirements and conditions pertaining to the Plan that need to be addressed prior to the registration of the Plan, have already been fulfilled by the Owner to the satisfaction of the Region. The Regional requirements/conditions may include the following: (a) Land conveyance, that all associated documents and plans for the transfer of lands and/or easements as required by the Region have been delivered to the Region. (b) Servicing requirements, that all servicing issues with respect to servicing capacity, completeness of external water and sanitary infrastructure, transportation, well monitoring and environmental clearance have been addressed accordingly. (c) As-built drawings, to be provided if the works have been completed. (d) Any other applicable conditions as stipulated in the Subdivision Agreement. As soon as the Development Coordinator is satisfied that all the related servicing issues have been duly addressed and that the Owner has fulfilled its obligation as required prior to the registration of the Plan, the Development Coordinator will release the clearance of Public Works conditions to the Legal Department. 5.2 Building Permit Release The Development Coordinator will issue a building permit release letter to the local municipality once all Regional requirements have been fulfilled, and upon receipt of a letter from the Consulting Engineer requesting initiation of this process. A sample Building Permit Release is shown in Appendix G. 17

6 Maintenance/Assumption 6.1 Guaranteed maintenance period In Halton Region the minimum guaranteed maintenance period for services constructed under a standard Subdivision Agreement is twenty four months. For services constructed under a standard Servicing Agreement the minimum guaranteed maintenance period is twelve months. The minimum requirements for the establishment of the start of maintenance period are: (a) Registration of plan. (b) As constructed drawings received: i) as constructed drawing requirements are listed in Appendix H. (c) All water and Sanitary Sewer testing completed. (d) Fire flow tests completed. (e) TV reports received. (f) All deficiencies identified in the Pre-maintenance inspection completed. (g) Pump station (if constructed as part of the subdivision) commissioned. 6.2 Pre-Maintenance Inspection The pre-maintenance inspection will occur once all services have been constructed. The Deficiency Checklist Guide (Appendix I) will be used as a guide to carry out the inspection. 6.3 Establishment of Maintenance Date Appendix J contains a flow chart for the Establishment of Maintenance Date. 6.4 Assumption The Regional Assumption Process: The process of Regional assumption of a subdivision or Regional services begins with an Engineer s letter to the Region s Development Coordinator from the developer s Consulting Engineer certifying the work as deficiency free and requesting an assumption inspection to be performed by Regional Construction Services staff. Once Regional staff has performed the inspection, they will either sign off the work as deficiency free or produce a list of deficiencies to be corrected by the developer. The list will be forwarded to the Engineering Consultant for their action and then to the Development Coordinator for their information. 18

Once the Development Coordinator has received final confirmation that the work is deficient free from subsequent inspections then they will initiate the Council assumption process with the Legal Services section. Works constructed under a Regional Servicing agreement are not required to go to Council for assumption. For works covered by a Regional Subdivision Agreement, Legal Services will draft a By- Law to go before Regional Council for acceptance. Once assumed by Regional Council and the notification forwarded to the Development Coordinator, the Coordinator can initiate the reduction of the developer s securities. A letter will be sent to the Growth Management Section of Regional Finance and a copy will be sent to the Developer s Engineering Consultant. Securities will either be fully reduced or reduced to a minimal value until notified that the Local Municipality (Burlington, Oakville, Milton or Halton Hills) has assumed the work under their jurisdiction. 19
