CALL FOR TENDERS FOR THE SUB-CONTRACTING OF TRANSLATION Reference: European Construction Mobility Information Net (ECMIN) Grant agreement VS/2008/0417 SI2.510540 The European Federation of Building and Woodworkers is carrying out a project entitled European Construction Mobility Information Net (ECMIN) with the financial assistance of the European Commission. The top priority of the project is to provide possible migrant workers within the EU with precise, concise and easily-accessible information about the most important working conditions in the construction sector in the most important countries of destination. The major instruments to provide this information will be a website in several languages (first Polish, then Romanian, later other major migrant languages), printed information and the provision of the contact data of persons who speak the native languages of the migrant workers and are well-informed about the specific construction working conditions in the countries of destination. The information provided (see website http://ecmin.efbww.org/default.asp?language=en) amounts to approximately 30 pages (1500 characters without blanks/page) which will have to be translated from German or English into Croatian, Bulgarian, Turkish, French, Italian, Spanish, Portuguese and Greek. It is crucial that precise, high-quality translations of the information provided is guaranteed. EFBWW therefore deems it necessary to ask for estimates (price per line of 55 characters including spaces) for all or part of the following translation services: Translation of the information about the most important working conditions in the construction sector from German or English into Croatian, Bulgarian, Turkish, French, Italian, Spanish, Portuguese and Greek. Depending on its decision, EFBWW will draw up one or more contracts with one or more translation companies for the translations requested. These contracts will specify: 1. The languages in which a translation is required; 2. the details of remuneration and the conditions of payment; 3. where appropriate, other technical details required for the smooth implementation of the service contract(s) in question. Translation companies must provide high-quality services and be familiar with trade union, political and economic terminology related to the Construction industry. The contract will be awarded to the tenderer offering the best value for money, taking into account specific criteria with a bearing on the object of the contract. EFBWW undertakes to respect the principles of transparency and equal treatment with a view to avoiding any conflicts of interest. GENERAL REMARKS - Prices must be quoted in Euro using the conversion rates published in the Official Journal of the European Communities on the day when the notice of invitation to tender was published; - prices must be fixed amounts, taxes, duties (VAT and others ) should be quoted separately; - tenders must remain valid for a period of 3 months from the deadline stated for receipt of this tender; - submission of the tender implies acceptance of the general terms as well as the provisions of this call for tender, more specifically Articles II.1, II.2, II.3, II.4, II.5, II.6, II.10 and II.19 of grant agreement No. VS/2008/0417 SI2 510540 between the EFBWW and the European Commission (Annexe 1: excerpt of grant agreement in question) will also apply to the tenderer who will be awarded (part of) the contract. For confidentiality reasons, translation companies must submit their offer in a double envelope. The inside envelope, addressed to the person indicated in the invitation to tender, should be marked: "Invitation to tender - ECMIN project - Not to be opened by the internal mail department". If self-adhesive envelopes are used, they must be sealed with adhesive tape and the sender must sign across the tape. Offers must be received by 2nd November 2010 at the latest. If the bids are sent by registered mail, the date of registration shall be taken as the postmark date. Bids submitted by electronic mail only will be disregarded. Concerning bids submitted by private mail operators and bids handed over directly, a receipt signed and delivered by the internal mail department, with the date of the last day of submission or a previous date will be considered as a valid receipt (the deadline as regards the hour is always 4 p.m.).
