Opportunity Snapshot PCORI seeks periodic support in analyzing quantitative data to help PCORI evaluate its processes and achievement of its strategic goals. The Consultant will work independently with guidance from PCORI to develop and/or implement data analytic plans. Potential data sources may include, but are not limited to, application score data from the PCORI merit review process, descriptive data about PCORI s applicants and awardees, administrative data on project progress or characteristics, and survey data from a variety of sources. PCORI will use the information that is submitted at its discretion and will not necessarily provide comments to the responders submission. Scope of Work PCORI seeks periodic support in analyzing quantitative data to help PCORI evaluate its processes and achievement of its strategic goals. The Consultant will work independently with guidance from PCORI to develop and/or implement data analytic plans. Requirements The potential requirements are outlined below: Consulting on the appropriateness of various statistical approaches Cleaning and managing datasets from various data sources Updating appropriate documentation of codebooks, protocols, and/or analytic code Designing and executing data analytic plans Preparing reports of analytic findings Organizational Eligibility The requested information may be submitted by any private sector organization, including not-for-profit and for-profit organizations. PCORI wishes to encourage any and all Contractors who can provide statistical consulting and programming services to external organizations to submit their information. Any US organization that submits information must be recognized by the Internal Revenue Service. Submission Guidelines Information submitted must be in MS Word or PDF format and is due no later than February 19, 2016, 5:00 pm ET. Responses must be submitted via email to rfp@pcori.org. Please reference RFI # PCO- QSEAT2016 in the subject field when emailing rfp@pcori.org. Proprietary information, if any, must be minimized and clearly marked. Please be advised that all submissions become PCORI property and will not be returned. While PCORI is not limiting the volume or page count of responses, concise submissions are encouraged. Section 1 Provide administrative information and include the following, at a minimum: Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and email of designated point of contact (POC). Recommended contracting structure: o Provide a recommended contract type, as well as justification for the recommended contract type. o For a list of defined services, provide proposed budgets, time and materials (T&M) arrangements, and cost reimbursable/fixed fee arrangements. Respondent s organizational type, or alternatively business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business, or other as defined by the Internal Revenue Service). Section 2 Organizations interested in responding to this RFI should respond by answering the following questions: Does your organization provide quantitative analytic support on an ad hoc and/or periodic basis to external organizations? If yes, please provide a description of the services provided and the personnel who will provide the services, including: o Names, degrees, and years of experience of relevant personnel o Statistical analysis skills of relevant personnel, including experience developing data analysis plans, synthesis of statistical output, and developing statistical reports o Statistical programming skills of relevant personnel, including the types of analyses conducted and proficiency with statistical software packages o Corresponding rates for these services o Statistical analysis software utilized, including version number, and validation performed o Preferred method of data transfer from/to PCORI o Content and format of typical deliverables to PCORI for this type of work o Typical time frame for these services RFI # PCO-QSEAT2016 2
Section 3 A Rough Order of Magnitude (ROM) price range estimate and an estimated schedule for delivery based on the facts provided herein. Section 4 What other information would you like to make PCORI aware of on this topic? Contractor Discussions and Demonstrations PCORI representatives plan to meet with the potential Contractors who seem most aligned with PCORI s needs. Such meetings are intended to get further clarification of potential capability to meet the requirements.
