Following are revisions to the specifications for Roof Replacement Library & Public Works Facility services related to the referenced solicitation. The testing results confirmed the presence of asbestos in two (2) of nineteen (19) samples. As described in the attached summary letter from Ardaman & Associates, Inc., samples # 12 and # 18 tested positive for asbestos. Sample #12, consisted of the roll down material from the side lower level (North) of the two story Public Works Building # 2. Sample #18, consisted of a patch covering from the silver flashing on the side mid level of the Library roof. The remediation of the asbestos containing material identified in sample # 18 shall be incorporated in to the scope of the Library roof replacement. The remediation of asbestos containing material associated with this project shall be completed in full compliance with all federal, state, and local regulatory requirements. The side lower level roof (North) of the two story Public Works Building # 2, identified in sample # 12, shall be removed from the scope of the project.

The side lower level roof (North) of the two story Public Works Building # 2 shall be an alternate bid item for this project. The alternate bid item is represented in a revised summary of bid items. The scope of work for the alternate bid item shall include the following: The awarded CONTRACTOR shall perform and provide: (a) Shop drawing, submittals, and manufacturer specifications. (b) Permitting. (c) Engineering and Testing. (d) Remediation of asbestos containing material confirmed in the existing roll down roof material. The remediation of asbestos containing material associated with this project shall be completed in full compliance with all federal, state, and local regulatory requirements. (e) Removal of existing roll down roof material to the decking and preparation of existing substrate. (f) Provide and install complete roofing system as per permitted plans and specifications, including all necessary items and accessories to comply with the Florida Building Code. (g) Provide and install all coping caps, downspouts, scuppers, flashing and sheet metal, as needed. (h) Provide all labor and material to stock roofing materials. (i) Twenty (20) year manufacturer warranty for the membrane roof system. (j) Site and surrounding area clean up, debris removal, and debris disposal. (k) Provide all safety equipment and trained personnel as per OSHA standards. (l) The proposer shall provide, at time of bid submission, a work schedule detailing the entirety of work phases or events and the presumed duration of each phase or event in calendar days. (m) All equipment necessary to perform work. Contractor is required to submit the signed Addendum acknowledgement form with their Bid. (Ardaman) is pleased to present this letter detailing the Asbestos Sampling conducted on the roof material of the Library and two (2) Public Works buildings. The Library is located at 303 Anchorage Drive and the Public Works facility is located at 645 Prosperity Farms Road, both are within North Palm Beach, Palm Beach County, Florida. It is our understanding that the roofs on these buildings are to be replaced. On September 19, 2014, Ardaman collected a total of nineteen (19) samples of the roof material on the Library and two (2) Public Works buildings. The sample locations and descriptions are detailed in the table below. Please refer to the attachment for photographs and descriptions of the roofs and sampling locations. EMSL participates in the NIST National Voluntary Laboratory Accreditation Program (NVLAP) under Lab ID 200204-0 and is currently rated Proficient. The samples were analyzed by means of Polarized Light Microscopy (PLM) following the guidelines established by the United States Environmental Protection Agency (US EPA) under 40 CFR Part 763, Subpart F, Appendix A (Method EPA 600/R-93/116). Asbestos concentrations were visually estimated and reported as a percentage for each layer of the samples. Sample # 12, which consisted of the roll down material collected from the side lower level of Public Works Building 2, tested positive for asbestos content with 20% Chrysotile fibers. Sample # 18, which consisted of the patch covering from the silver flashing on the side mid-level of the Library, tested positive for asbestos content with 4% Chrysotile fibers. Asbestos was not detected in any other samples collected. Please refer to the attachment for the Test Report and Chain-of-Custody. Please note that Ardaman solely collected samples of the roofing materials on the specified buildings for laboratory analysis for asbestos and that this is not a formal Asbestos Containing Materials Survey. The Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) define asbestos-containing materials (ACM) as any material containing greater than 1% asbestos. All regulated asbestos-containing materials (RACM) are required by the National Emission Standards for Hazardous Air Pollutants (NESHAP) regulation to be properly removed and disposed of prior to renovation or demolition activities. ACM non-friable materials are allowed to remain in place during demolition by NESHAP, provided that demolition does not include sanding, grinding cutting, or abrading. All generated non-friable asbestos containing demolition debris should be disposed of at a secured landfill that accepts construction debris containing non-friable ACM. In addition, the sawing or grinding of Category I non-friable ACM materials and the debris created by the sawing/grinding would result in the materials being regulated by the asbestos NESHAP. There are many regulations and requirements associated with the proper removal and disposal of asbestos containing materials. Therefore, a licensed abatement contractor should be contacted to consult and supervise the proper removal and disposal of the identified asbestos containing materials.
