INTRODUCTION The Group of the European People's Party (Christian Democrats) (EPP) in the European Parliament has decided to open the recruitment procedure for a post of Equipment Support Technician as a temporary agent for its Secretariat in Brussels. The aim of this procedure is to draw up a reserve list to fill an assistant post, subject to the results of the European elections in May 2014. Please note that no recruitment will take place before the beginning of the next parliamentary term (July 2014). It provides precise information on the conditions for admission, the way to fill in the application, and the selection procedure itself.

Under no circumstances should candidates approach the Selection Committee themselves, either directly or indirectly, concerning this recruitment procedure. The Authority Empowered to Conclude Contracts reserves the right to disqualify any candidate who disregards this instruction. Closing date for applications The closing date for applications is 20/06/2013 (as date as per postmark). Protection of personal data The EPP Group ensures that applicants' personal data are processed in line with Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18 December 2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data, particularly as regards their confidentiality and security. II. JOB DESCRIPTION The assistant - Equipment Support Technician - carries out, under the responsibility of the Head of ICT Unit (Information and Communication Technology) of the Group, IT support tasks, including the following functions and duties: - Run the IT HelpDesk, as well as diagnosing and fixing issues with IT equipment such as PC's, Printers, Screens, Copiers and Digital Senders; - Maintaining the Computer Network (TCP/IP) and diagnosing / fixing netw orking issues; - Providing support to smartphones users (ios, Android, Windows); - Installation of the EP Standard Configuration PCs and laptops; - Perform all functions required to prepare and install mobile kit for external meetings, events, competitions and conference meetings (including Audio/Video connections); - Relocation of computers, printers and copiers when needed; - Perform miscellaneous functions, including (but not limited to) calling providers to report/resolve issues, assisting with demonstrations and site preparation; - Handling of IT stock equipment: warehouse, inventory, labelling, packing, ordering spare parts and sending equipment out for repair; - Implement systems and provide ongoing maintenance and enhancements; - Welcome new users and organise basic IT training; - Provide backup and additional assistance in their field of expertise where needed. The above tasks require sound knowledge of the following IT tools and softwares: - Windows 7 - Ticketing software (EP Service Desk) - Microsoft Office (Word, Excel, Outlook, PowerPoint) - IT environment in the EP - IT inventory software used in the EP (ELS, Inventory and Tracking) - Cloning softwares (Ghost, Acronis) 2

The post of assistant in the Secretariat of the EPP Group requires a high degree of availability (high frequency of meetings, irregular working hours), flexibility, good judgement, a methodical approach, discretion, adaptability to varying workloads as well as the capacity for teamwork in an international environment. Suitable candidates must, among other things, be capable of grasping wide-ranging problems and be able to respond rapidly to changing circumstances and communicate effectively. III. CONDITIONS FOR ADMISSION The selection procedure is open to candidates who fulfil the following conditions by the closing date for applications. A. GENERAL TERMS AND CONDITIONS Under Article 12(2) of the Conditions of Employment of Other Servants (CEOS) of the European Communities, candidates must: - be a national of one of the Member States of the European Union; - enjoy their full rights as a citizen; - have fulfilled any obligations imposed by the laws concerning military service; - meet the character requirements for the duties involved. B. SPECIFIC TERMS AND CONDITIONS 1. Qualifications and professional experience required: Candidates must have: a) a level of post-secondary education attested by a diploma, or b) a level of secondary education attested by a diploma giving access to higher education followed by at least five years' full-time professional experience, or c) where justified in the interests of the service, professional training or professional experience of an equivalent level. N.B. For this post, candidates must have at least five years professional experience related to the functions and duties described in section II, including at least three years experience within the European Institutions. Professional experience within the European Parliament will be considered as an asset. 2. Knowledge of languages For working purposes, candidates must have a thorough knowledge of French and a good knowledge of English. Knowledge of other official languages of the European Union will be taken into account. 3. Supporting documents required 3

Qualifications, professional experience as well as linguistic knowledge must be set out in detail in the application form and must be accompanied by supporting documents. Candidates are asked to attach an unofficial translation of these documents in either English, French or German. The professional experience described in section III.B.1 must be substantiated by one or more supporting documents from among those listed for guidance below: - employment contracts or certificates, letters or attestations of appointment, indicating the exact nature of the activity performed and the dates on which the professional experience began and, where applicable, ended, - in the case of current professional activity, both the initial contract and the most recent salary slip as proof of the duration of that activity, - proof of professional activity as a self-employed worker(e.g. tax forms, VAT forms, trade register, social security documents, invoices, etc.). Should it not be clearly ascertainable from the qualifications and diplomas, all claims regarding the candidate s linguistic knowledge must be backed up by supporting documents enclosed with the application form. In the absence of such documents, candidates must clearly explain, on a separate sheet, how they acquired this knowledge. A curriculum vitae is not considered as a supporting document. IV. ADMISSION TO THE SELECTION PROCEDURE AND THE TESTS The selection procedure will be organised on the basis of qualifications and tests. 1. The Authority Empowered to Conclude Contracts will draw up a list of the candidates who have submitted applications in the form required and by the closing date and who meet the general conditions set out in section III.A. 2. Accordingly, candidates who: - do not meet the general conditions for admission, - submitted their application after the closing date (as attested by the postmark or the delivery form of the private courier service), - did not forward their application form by registered mail with receipt of delivery, or by private courier (see point IX.3), - have not signed their application form, - have not used and duly completed the official application form, - do not attach a copy in either English, French or German of the supporting documents required, will automatically be eliminated. Candidates will be informed after the closing date for submitting applications if their application has been rejected for any of the above reasons. 3. The Selection Committee will consider the applications, draw up the list of candidates who meet the specific conditions set out in section III.B, and select, on the basis of previously 4

established criteria, the 5 candidates whose qualifications and duly attested periods of professional experience best match the duties to be carried out, as described in section II (Job Description). It will base its decision on information given on the application form and in the supporting documents. Candidates who do not meet the conditions governing admission set out under section III.B or who have failed to substantiate their claims by means of relevant supporting documents within the time required will be eliminated at this stage. 4. Candidates will receive a personal letter informing them of the Selection Committee s decision on whether to admit them to the tests. 5. Please note that the Selection Committee may cancel the decision to admit you to the competition if, at any stage whatever in the selection procedure, it finds that - you do not meet one or more of the general, particular or specific conditions governing admission to the selection procedure, or - the claims made in your application form are not substantiated by appropriate supporting documents or prove to be inaccurate. V. INVITATION TO THE TESTS Invitations to the tests will be sent by ordinary mail (non-registered). Candidates are responsible for notifying the Selection Committee s secretariat of any changes in their personal details and/or address (see section IX.4). The EPP Group cannot be held responsible for postal delays or non-delivery of mail due to the national postal services. VI. TESTS The Selection Committee may decide to disqualify any candidate whose behaviour disrupts the running of the tests. A. WRITTEN TESTS Three different tests will take place and be carried out in English or French. Candidate may not use his/her mother tongue for these three tests. Nature, duration and scoring of tests Test n 1 comprising a series of multiple choice questions, to assess the candidate's knowledge of the European Union, its institutions and policies, the EPP Party and the EPP Group, as well as his/her general and specific knowledge as requested in the notice of recruitment. Duration of the test: 30 minutes Marking: 0 to 10 points 5

Candidates scoring less than 5 will be eliminated. Test n 2, at a computer, aims at judging whether the candidate fulfils the general and specific requirements for the job as requested in the notice of recruitment. Duration of the test: 60 minutes Marking: 0 to 30 points Candidates scoring less than 15 will be eliminated. Test n 3, at a computer, consists of a case study, related to the duties as described in the notice of recruitment, in order to assess the candidate's specific and technical knowledge. Duration of the test: 30 minutes Marking: 0 to 20 points Candidates scoring less than 10 will be eliminated. Please note: The tests will be marked in the above order. Only those candidates having obtained a minimum of 30 points for all the written tests together and having obtained the minimum mark for each individual test will be admitted to the oral test. B. ORAL TEST Nature, duration and scoring of test This test consists of an interview with the Selection Committee to assess the candidate s personality, education, linguistic knowledge, general and specific knowledge as requested in the notice of recruitment as well as his/her ability to express him/herself and general suitability for category AST duties within the Secretariat of the EPP Group as laid down in the notice of recruitment. Duration of the test: 30 minutes Marking: 0 to 40 points Candidates scoring less than 20 will be eliminated. VII. INCLUSION ON THE LIST OF SUITABLE CANDIDATES The Selection Committee will draw up a list of suitable candidates from among those who have obtained at least 60% of the points for the tests as a whole (written and oral combined) and have obtained the minimum mark required for each of them. Candidates will be listed in order of merit. VIII. CONDITIONS OF RECRUITMENT 1. Candidates included on the list of suitable candidates will be eligible to be recruited as the need arises in the EPP Group. However, no recruitment will take place before the beginning of the next parliamentary term (July 2014). 6

2. The list of suitable candidates will have an initial validity of two years. It can be extended. If so, the candidates on the list will be duly informed. 3. Recruitment will be at grade AST1. IX. APPLICATIONS 1. The application form must be duly completed in one of the following languages: English, French or German. It is available in these languages on the website of the EPP Group (http://www.eppgroup.eu/career) and, upon request, from the Human Resources Unit of the Group's Secretariat (email: epp-recruitment@europarl.europa.eu). Candidates must complete and sign the application form and enclose with it photocopies of supporting documents proving that he/she meets the special conditions governing admission to the selection procedure (see section III.B), to enable the Selection Committee to verify the competences referred to on the application form. If the candidate fails to do so he/she can be disqualified. Each page of the supporting documents enclosed with the application form must be numbered and listed on a contents page giving a description of each document and the corresponding page number(s). Candidates are kindly asked NOT to staple the documents. Applicants are reminded that, in accordance with point III.B.a), candidates whose qualifications and diplomas are in a language other than English, French or German, are requested to attach a copy of a non-official translation in one of these languages. None of the documents enclosed in the application file will be returned to the candidate. 2. Candidates with a physical disability are requested to enclose with their application, on a separate sheet, details of any arrangements they may consider necessary to help them take the tests, and to attach supporting documents concerning their disability. 3. Any correspondence relating to an application (which must be in English, French or German) must quote the number of the selection procedure and be sent only to the address above. 1 Use of a private courier service is deemed equivalent to using registered mail. In this case, the date appearing on the delivery form will be considered the date of dispatch. 7

The address 2 indicated by the candidate in the application form will be the address used for all correspondence relating to the selection procedure, including invitations to tests. This address will be considered as the location from which the candidate will depart to travel to the place of the tests. It is the candidate's responsibility to inform the Selection Committee's secretariat in writing to the aforementioned address, and in good time, of any change in personal data and/or address. Any urgent communication from the candidates must be transmitted to the Selection Committee's secretariat either by fax (+ 32 2 283 10 50) or by email (epp-recruitment@europarl.europa.eu ). Candidates are asked NOT TO TELEPHONE. 5. Short-listed candidates who are offered a job will in due course be required to produce the originals of their diploma, degree and employment certificates for verification. 2 If for specific, exceptional reasons a candidate requests that selection procedure correspondence be sent to an address other than their actual place of residence, the candidate must enclose a separate sheet giving full and detailed reasons for that request. Any such statement will be treated in strict confidence. 8
