National Single Window: means permission for customs declarants to send information and electronic documents for completion of customs procedures and procedures of state management agencies related to imported and exported goods through an integrated information system. State management agencies shall decide to permit import, export and transit of goods; customs offices shall decide on customs clearance and release of goods on the integrated information system (Article 4, Customs Law 2014). ASEAN Single Window: is the environment where national single windows of member countries operate and integrate. 4

IMPLEMENTATION OF NSW STAGE 1: MINISTRY OF FINANCE (MOF) MINISTRY OF TRANSPORTATION (MOT) MINISTRY OF INDUSTRY AND TRADE (MOIT) MOF (Customs): From 01/4/2014: Provide public service at level 4 (fully automation) for customs procedures via VNACCS/VCIS systems and E-Payment system which are connecting to NSW. MOT: From 12/11/2014: Connected to NSW for processing entry, exit and transit procedures for vessels and ships at Hai Phong port; MOIT: From 25/12/2014: Connected to NSW for procedures relating to ATIGA C/O form D, and other permits

ACHIEVEMENTS Technical Aspects Brunei, Indonesia, Malaysia, Philippines, Singapore, Thailand and Việt Nam has their NSW available. From 7/8/2015 Việt Nam NSW was connected technically with the systems of Indonesia, Singapore, Thailan and Malaysia for exchange data of ATIGA C/O form D From 26/10/2015: running test on both e-c/o and hard copies 12/2015: Five AMS ready to connect their NSW

ACHIEVEMENTS IT Infrastructures IT system of MOT to connect with NSW from 11/2014 IT system of MOIT to connect with NSW from 12/2014 IT systems of MARD, MONRE, MOH: 6/2015 IT systems of MOST, MIC, MCST: 9/2015 IT system of MOD, MPS (Immigration): 12/2015

ACHIEVEMENTS Trade Facilitation TIME: 30% COST: Paperless in many administrative procedures, Reduce documents submitted to Administrative cost: Reduced Efficiency & Effectiveness: Government agencies in providing public services for business

WAY FORWARD 3 PLAN AND ROADMAP FOR NSW &ASW 16

NSW AND ASW IN 2016 NSW: Enhancement of the effectiveness and efficiency of NSW for all procedures which are available on NSW To upgrade those available on NSW to live and full automation ASW: connected fully with ASW for exchange ATIGA C/O Form D and Customs Declarations with Indonesia, Malaysia, Singapore và Thailand.

Road Map to 2020 NSW: NSW be linked to all government agencies and bodies for processing procedures relating to import, export and transit activities. All procedures in NSW are live and automatic at level 4 (full automation). ASW: fully connect with ASW and ready to connect with other system of ASEAN partners for trade facilitation and security of supply chain.
