ELARD Estonian presidency main aims and achievements 2016-2017 President Kristiina Tammets

Main aims of the Estonian presidency 2016/17, (Portuguese and Czech vice-presidencies) To defend the principles of the LEADER/CLLD approach in view of the development for the post 2020 period in European and national policies. To contribute to the analysis of the multi-funded approach bringing forward the experiences of CLLD implementation. To develop a strong platform with other EU level organizations defending Rural Development. To strengthen ELARD members network and involve new members.

Main achievements of the Estonian presidency To defend the principles of the LEADER/CLLD approach in view of the development for the post 2020 period in European and national policies Creation of Tartu declaration on LEADER/CLLD for 2021-2027 (translated by members); Contribution to Cork 2.0 declaration and its action plan, ECM Rural Agenda, European Rural Parliament manifesto and Venhorst declaration; Exploratory opinion on CLLD for 2021-2027 and new implementation model of CLLD (will be translated into all EU languages).

Main achievements of the Estonian presidency To defend the principles of the LEADER/CLLD approach in view of the development for the post 2020 period in European and national policies Main events organized by ELARD in cooperation with Estonian and EU partners: Tartu conference Renewing LEADER/CLLD for 2020+; Celebrating 25 years of LEADER in Europe! ; LEADER/CLLD gathering in Brussels Role of bottom-up approach renewing ESI Funds for 2021-2027 ; Open Days LEADER/CLLD workshops in 2016, 2017; European Rural Parliament in the Netherlands; Participation in European Commission events and working groups.

Main achievements of the Estonian presidency To contribute to the analysis of the multi-funded approach bringing forward the experiences of CLLD implementation 1. ELARD members survey: analysis of ELARD members networks and LEADER/CLLD implementation in member states; 2. LAGs and Leader networks representation in LEADER/CLLD policy making on national level; 3. Most important topics Leader networks negotiate at national level with MAs; 4. Integrated rural development and LEADER/CLLD best practices; 5. CLLD added value and complications in member states; 6. Reports of the different meetings and policy negotiations with European Commission (DG Agri, Regio) and EU-level working groups (LEADER subgroup, rural networks steering group, assembly, civil dialogue group, structured dialogue group, etc in 2016-2017).

Main achievements of the Estonian presidency To develop a strong platform with other EU level organizations defending Rural Development Continuous relations building and strengthening: European Parliament members; European Commission (DG Agri and DG Regio); European Economic and Social Committee; European Network for Rural Development; European Rural Parliament partners; European Countryside Movement partners.

Main achievements of the Estonian presidency To strengthen ELARD members network and involve new members 1. Expansion of ELARD full members and associated members network with 8 members: Austria, Bulgaria, Croatia, Germany, Italy, the Netherlands, Poland, Romania. 2. Country visits to almost half of the member countries: FYROM-Macedonia, Slovenia, Greece, Germany, Spain, Ireland, Italy, Poland, France, Hungary. 3. Building ELARD organizational capacity and sustainability: reorganization of ELARD membership fee model and confirmation of new ELARD Statutes; strengthening the capacity of team work by building core team; activating ELARD participation in different project calls and building relations with different applying organizations in EU and outside (China); Implementation of ENPARD project in Georgia and Europe for Citizens project in the frame of European Rural Parliament; ELARD new webpage and platform.
