Popula?on is nearly 6 millions; more than 80% living in rural areas whose livelihood prac?ces are depended on tradi?onal agriculture and Non- Timber Forest Products (NTFPs) for food subsistence and income genera?on. Climate Change Implementation in Laos Adopted UNFCCC in 1995 and Kyoto Protocol in 2003. Science Technology and Environment Agency (STEA) in 1992; substituted by Water Resource and Environment Agency (WREA) in 2007. Steering Committee on Climate Change in May 2008 Climate Change Office in October 2008 as secretariat for UNFCCC and Designated National Authority (DNA) which response for CDM.

Par-cipatory of INGO/ CIDSE- Laos Many I/NGOs designed integrated program of rural development approaches into PLUP. CIDSE- Laos is implemen?ng one project dealing with land tenure and advocacy on land concession. Local and regional NGO networking is also deba?ng and sharing the informa?on. For instance, Land Issue Working Group (LIWG) and Mic_Mac to present research and monthly mee?ng and expect to invite investor and policy maker joining the discussion. Long term input in the revised PLUP. Legal awareness for local community empowerment and land right tenure in project area, esp. agriculture/ forest land registration and compensation decree disseminating and justice system access.
