Overall Informa-on of Laos Total land areas of 23.7 million ha. 42% covered by forest. 80% areas are mountainous. Popula?on is nearly 6 millions; more than 80% living in rural areas whose livelihood prac?ces are depended on tradi?onal agriculture and Non- Timber Forest Products (NTFPs) for food subsistence and income genera?on. Climate Change Implementation in Laos Adopted UNFCCC in 1995 and Kyoto Protocol in 2003. Science Technology and Environment Agency (STEA) in 1992; substituted by Water Resource and Environment Agency (WREA) in 2007. Steering Committee on Climate Change in May 2008 Climate Change Office in October 2008 as secretariat for UNFCCC and Designated National Authority (DNA) which response for CDM.

Par-cipatory of INGO/ CIDSE- Laos Many I/NGOs designed integrated program of rural development approaches into PLUP. For instance, Land Issue Working Group (LIWG) and Mic_Mac to present research and monthly mee?ng and expect to invite investor and policy maker joining the discussion. Long term input in the revised PLUP. Legal awareness for local community empowerment and land right tenure in project area, esp. agriculture/ forest land registration and compensation decree disseminating and justice system access.
