Homologation department Type approval procedure: 2007/46/CE article 11 defines how tests are to be done following the general principle 715/2007/CE resp. 692/2008/CE defines the exact rules for emission tests. The specific procedures, tests and requirements for type approval are precisely fixed to guarantee a harmonized approach. 10

Accreditation EA Members: The European co-operation for Accreditation or EA is an association of national accreditation bodies in Europe that are officially recognized by their national Governments to assess and verify (against international standards) organisations that carry out evaluation services such as certification, verification, inspection, testing and calibration (also known as conformity assessment services). 14
Accreditation EA Members The EA MLA is recognized at international level by ILAC (International Laboratory Accreditation Cooperation) and IAF (International Accreditation Forum). This means that a test report or certificate accredited by an EA MLA signatory is also recognized by the signatories to the IAF and ILAC multilateral agreements. In this way, the EA MLA acts as an international passport to trade. 15
Accreditation The accreditation is the confirmed international way of proving competence, neutrality and independence Peer to peer in the field of type approval would lead to hidden agreements and not transparent systems In a first step, the new framework regulation should fix the requirement for the authorities to be conform to accreditation standards. In a next step an official accreditation could be mandatory. 16
Economical Relation Economical relation with industry: In the frame of the surveillance by the type approval authority, the financial relation between technical service and manufacturer should be analysed in future. The manufacturer and the technical service should be obliged to publish their financial relation on request by the European Commission or type approval authority 17
