LETTER FROM THE CHAIR OF THE PROJECT STEERING GROUP Dear Candidate RE: Appointment of Principal, The London Design and Engineering UTC Thank you for your interest in the post of Principal of The London Design and Engineering University Technical College. We are looking for an outstanding education or business leader and this is a wonderful opportunity to play a major role in bringing to life the vision we have for our UTC, which will open in September 2015. Our UTC will provide an academic education and technical vocational skills training for young people aged 14-18. We will specialise in the civil engineering, environmental and water industries of our sponsors, who include Thames Water, Costain and key constituents of their their large industrial supply chain. Our university sponsor is the University of East London (UEL), the major tertiary educational provider in Newham. Alpha Building Services Engineering is one of London s largest and most diverse construction training providers and brings its expertise in apprenticeship training, and the London Borough of Newham, the Diocese of Chelmsford and the London Legacy Development Corporation are the other key sponsor Our UTC will be responding to two pressing needs: the provision of high quality local training and employment opportunities in construction and engineering; and the severe and increasing skills shortages facing many local companies. The UTC will be situated in East Ham in the London Borough of Newham, at the heart of Europe s biggest regeneration programme. The University of East London s Docklands campus is nearby, offering access to its academic and sports facilities for our students, and the UTC will be ideally placed to engage with the huge opportunities presented by the Olympic legacy and infrastructure development in East London. Students will be able to acquire knowledge and skills across a wide spectrum of construction and engineering, especially in relation to the water industry. The curriculum is being developed with strong input from the University and our employer sponsors. It embeds the belief that problem-solving design backed by scientific knowledge is the bedrock of sound engineering - hence our emphasis on science, technology, engineering and mathematics (STEM). We are determined to break new ground and will, therefore, be keen to identify clean, ground-breaking technologies which will benefit the environment and enhance people s lives. What we envisage is this our UTC should become a centre of excellence. It will be specialising in the application of design and engineering knowledge and skills in one of the world s most significant strategic investment zones, with a particular focus on the water industry. The Principal s role will be to head up this exciting development. The Principal will be responsible for ensuring the building is ready on time, driving the recruitment of an exceptional staff team, leading the creation of an employer led, project driven curriculum and successfully attracting the first cohort of students. We expect candidates to be drawn from a wide range of backgrounds, including schools, FE and HE, and business and industry. ABOUT US: THE LONDON DESIGN AND ENGINEERING UTC Supporting the future of young people in East London KEY FACTS: University Technical Colleges are a new concept in education. They offer young people the opportunity to take a highly regarded, full time, technically-oriented course of study. They are equipped to the highest standard, sponsored by a university and provide clear progression routes into higher education or further learning in work The students combine hand and mind to learn in a very practical way, integrating national curriculum requirements with the technical and vocational elements. However they all teach business skills and the use of ICT. The chosen specialism reflects the University s areas of excellence and the needs of local employers. A fundamental principle of UTCs is that they do not judge students on their past performance. Students are given new opportunities and new ways of learning which allow them to achieve to a higher level than they may have done before. (For more information about UTCs, please see http://www.utcolleges.org) The UTC ethos and curriculum are heavily influenced by local and national employers, who also provide support and work experience for students. Students are drawn from a wide geographical area rather than just the local area where they are situated. This reduces negative impact for any one local school in terms of student roll. UTCs specialise in subjects that require technical and modern equipment - for example, engineering, product design, health sciences, construction, and land and environmental services.

Providing a solution to a technological problem requires design and ingenuity - whether applied to simple maintenance or repair of an existing system or to complex multi-disciplinary challenges leading to the development of new technologies At the heart of the London Design and Engineering UTC is our vision to develop the next generation of tech savvy young learners, who will grasp the application of pure subjects and how they relate to solving some of the world s greatest challenges in sustainable living. Our UTC will be the most innovative new educational offer for a generation of young people in East London. Our leading edge technology learning spaces, coupled with a pioneering and inspirational curriculum which integrates technical and academic subjects, will enable us to unlock the talents and skills of our students, training them for the jobs and careers our country needs. Built around real work-related projects, designed and driven by employers, every aspect of the curriculum is linked to our students future. Students joining the UTC will benefit from an outstanding educational experience grounded in relevant workplace practice provided by our University and employer sponsors, including the University of East London, Thames Water and their supply chain and Alpha BSE. Our students should become well known for having the skills, behaviours, attitudes, experience and knowledge looked for by leading employers. WHAT WILL THE LONDON DESIGN AND ENGINEERING UTC BE OFFERING? Integration of high quality technical skills with academic education to respond to the needs of employers and universities. A unique curriculum with all subjects delivered as far as possible through a real life pioneering technological projectbased curriculum, which has been co-designed with partners and employer sponsors. Enterprise focus - all students will develop the competencies to run a business or social enterprise. A HEAD START FOR FUTURE CAREERS All students will achieve core education outcomes, including GCSEs, A levels, BTECs and other technical and enterprise qualifications. The apprentice centre will provide technical vocational skills training for all students and progression routes for our employer-led apprenticeships a unique UTC provision. All students will leave with the prestigious Duke of York Technical Award. Dedicated business mentor support for every student. Student access to all teaching and learning through their individual browser. Flexibility built into the curriculum to ensure all future career pathways are accessible. Unique access for students to the facilities, expertise and experience of UEL, Thames Water and its supply chain. Training, expertise and contacts through our other key partners, Alpha Building Services Engineering, the London Borough of Newham, the London Legacy Development Corporation and the Diocese of Chelmsford. PERSON SPECIFICATION AND JOB DESCRIPTION FOR THE PRINCIPAL Note that these are designed to present information in order to seek suitable applications. PERSON SPECIFICATION: Principal of the London Design & Engineering UTC The London Design & Engineering UTC Trust will appoint a Principal in whom they have total confidence that their vision will be taken forward and who, through distributed leadership, can embed their ethos and culture throughout the College. JOB DESCRIPTION: Principal of the London Design & Engineering UTC Reporting to: Chair of the Governing Body Salary: c 82,000 Pension: Teacher Pension Scheme, rate of c. 14.1% on Gross Salary. The main purposes of the Principal s role are as follows: To provide outstanding and effective strategic leadership and management in order to enable the UTC to realise its ambitious vision and priorities; To create a centre of excellence for design and engineering, providing students with pathways into further or higher education, apprenticeships or industry-relevant employment; To ensure that students acquire a profound knowledge of engineering practice and business enterprise skills; To maintain and create successful partnerships with employers, parents, local educational establishments and the community; To create a culture of openness and respect, teamwork and pride in achievement; To establish and cultivate the values and ethos of the organisation. Key responsibilities and accountabilities are as follows: To lead the implementation of the UTC s development and financial plan in order to meet the strategic vision and priorities set by the Governing Body - including meeting the student recruitment and organisational growth targets; To involve sponsors in the planning and delivery of the curriculum and in integrated workplace experience, specifically ensuring that the quality and quantity of tools, resources, equipment and experience allow all those involved in teaching and training to deliver outstanding learning experiences; To ensure outstanding provision of teaching, learning and support services to students and maintain monitoring and quality assurance; To create a business culture and instil a strong work ethic throughout the UTC, in order to prepare students for employment; To keep ahead of the game in identifying economic and employment trends and demands, including changes in the national qualifications framework, and feed this intelligence into the UTC curriculum; To ensure that appropriate attention is given at all times to the educational, pastoral and safeguarding needs of students; To provide value for money through the appropriate use of the public and private funding and investment; To oversee Health and Safety, Equality and Diversity and other legal requirements. To ensure that the UTC achieves at least good in its first OFSTED Inspection. The UTC is committed to safeguarding, including safer recruitment and to promoting the welfare of children and young people as required under the Education Act 2002. ADMISSIONS LONDON DESIGN AND ENGINEERING UTC: CATCHMENT AREA The London Design and Engineering UTC will provide places for young people aged 14 to 18 - full details available on the UTC website at: www.ldeutc.co.uk At full capacity, the London Design and Engineering UTC has an agreed Published Admission Number (PAN) of 150 per year for admission into Year 10 (age 14) and will admit up to this number each year. The UTC expects to draw 35% of its students from the London Borough of Newham and the rest from the surrounding London Boroughs, including Tower Hamlets, Hackney, Barking, Waltham Forest, Redbridge, Havering and boroughs south of the river. Young people from further afield will not be excluded if there are places available. The UTC will give special emphasis to increasing the proportion of young women taking up careers in engineering.
