Instructions to follow with respect to Import/ Export of Hazardous Wastes/ Other Wastes under Hazardous Wastes (Management, Handling and Trans-boundary Movement) Rules, 2008. (a) The application shall be addressed to Joint Director, Hazardous Substances Management Division, Jal Block, 2 nd Floor, Indira Paryavaran Bhawan, New Delhi. (b) All applications seeking import/ export permissions under Hazardous Wastes (Management, Handling and Trans-boundary Movement) Rules, 2008 may be submitted to Central Registry Section of the Ministry at 'Prithvi' Block, Ground Floor, Indira Paryavaran Bhawan. The application shall be sent by registered post/ speed post/ ordinary post or in person submitted. (c) Applicants are requested to frequently visit the website of the Ministry for agenda, minutes, meeting notice and other such information (http://wvvw.moelnic.in/division / importexport). (d) Please ensure that the Mobile No. and e-mail address of the contact person is mentioned in the forwarding letter of the application. (e) For other queries/ clarification, the applicant may contact Ministry or call on 011-24695444 between 4.30 PM to 5.30 PM only on working days. (f) The applicants who are applying for the first time in the Ministry may invariably be present in the Expert Committee Meeting for a technical discussion. (g) The applicants called for presentation by the Expert~ Committee need to ensure their presence within two ensuing meetings of the Expert Committee. Subsequent to which, their application would be cancelled and they will have to submit a fresh application for consideration by the Ministry. (h) The 'check list' of the documents to be submitted to the Ministry along with the application may be referred below.
Checklist indicating the requirement for appraisal of the applications for import / export of hazardous waste in the Ministry* (i) Import of Lead Scrap/Batteries Scrap (d) Valid Authorization under Hazardous Waste Rules, 2008. (e) Registration under Hazardous Waste Rules, 2008. (f) Copy of lead analysis report in soil, air, water, stack and blood of the workers. (g) Process flow chart indicating adequate pollution control equipments including alkaline scrubber and battery breaking system for unit of more than 10,000 MTA of ISRI Code RAINS. (h) Photographs & Video CD of running plant. (i) Acknowledgement for receipt of copy of application from (H) Import of PET scrap/plastic scrap/ Acrylic Plastic etc (d) Process flow chart indicating adequate pollution control equipments. (e) Exporter's certificate for virgin plastic from industries except for import of PET bottle scrap (f) List of users (g) Photographs & Video CD of running plant. (h) Acknowledgement for receipt of copy of application from (i) If imported previously, evidence of list of users the product has been supplied to(not for the first timers) (Hi) Import of waste tyres/rubber scrap
(d) Process flow chart indicating adequate pollution control equipments. (e) List of users (f) Photographs & Video CD of running plant. (g) Acknowledgement for receipt of copy of application from (h) If imported previously, evidence of list of users the product has been supplied to(not for the first timers) * With respect to consideration of applications of import of waste tyres for production of tyre pyrolysis oil, along with above cited documents, the applicant need to submit certificate from the concerned State Pollution Control Board/Pollution Control Committee along with inspection report certifying that the unit is in compliance with Standard Operating Procedure issued by the Ministry. (iv) EEAs for repair in India and re-export (v) (c) Undertaking for re-export (d) Details of previous import, if there has been any and confirmation regarding their re- export (e) Acknowledgement for receipt of copy of application from (f) Certification from exporting company for accepting the re-export of repaired and unrepaired EEAs and spares / part/ component / consumables Import of used EEAs on Loan/Testing purpose/projects/r&d etc. (c) If being imported on returnable basis than undertaking for re-export (d) Chartered Engineer Certificate indicating the manufacturing date, residual life and serial number. (e) Details of previous import, if there has been any and confirmation regarding their re- export (f) Acknowledgement for receipt of copy of application from (g) Certification from exporting company for accepting the re-export of defective or second hand EEEs, and the spares/part/ component/ consumables after their use or once such items achieve end-of-life
(vi) Import of used spare / parts/ components replacement etc. EEAs and refurbished for their re-use, warranty (c) If being imported on returnable basis than undertaking for re-export (d) If refurbished components being imported as replacement to defective component than undertaking for export of equivalent numbers of defective components (e) Chartered Engineer Certificate from exporting county indicating the manufacturing date, residual life and serial number. (f) Details of previous import, if there has been any and confirmation regarding their re- export. (g) In case of capital items particularly medical equipment the fact that the machine has been refurbished at the OEM factory and after sales service is provided by the supplier /importer. (h) Acknowledgement for receipt of copy of application from concerned State Pollution Control Board (SPCB)/ Pollution Control Committee (PCC) (i) Certification from exporting company for accepting the re-export of defective or second hand EEEs, and the spares/part/ component/ consumables after their use or Ul once such items achieve end-of-life Document on the declared policy regarding the use of second hand or refurbished spare parts of repairs of EEE during warranty period, if applicable (vii) Import of used Oil Air Act, 1981, if actual user. (d) Valid Authorization as per the Hazardous Waste Rules, 2008 or e-waste (Management and Handling) Rules, 2011, if actual user. (e) Composition analysis of waste Oil from the lab recognized under Environment (Protection) Act, 1986. (f) Acknowledgement for receipt of copy of application from (g) Agreement copy between the buyer and seller (h) Video CD of running plant/photograph of equipment (viii) Export of used EEAs/ EEA spare parts/eeas scrap
(b) Justification for export. (d) Valid Authorization as per the Hazardous Waste Rules, 2008 or e-waste (Management and Handling) Rules, 2011. (e) Registration for recyc1er/ dismantler under e-waste (Management and Handling) Rules, 2011 (f) Insurance policy covering liability to health and environment during transit (g) Acknowledgement for receipt of copy of application from (ix) Export of Catalytic Convertor or other such wastes referred in Hazardous Waste Rules, 2008 (b) Justification for export. (c) Composition analysis's of waste from lab recognized under Environment (Protection) Act, 1986.
