Asset Integrity Collaboration Step Change in Safety is a member-led organisation, formed by the oil and gas industry, for the oil and gas industry. Step Change brings together operators and contractors, trade unions, regulators and the workforce to continuously improve the safety of the North Sea. The safety of the workforce always comes before anything else. Leadership Team Steering Groups Asset integrity is vital for a safe and sustainable industry. Around half of the installations in the UKCS are nearing the end of their life. As they get older, the likelihood of hazards increases. As an industry, we must create strategies that prevent accidents and incidents. Safety cannot be left to management or the big name companies. Everyone must collaborate to ensure a safe environment, regardless of company, position or pay-packet. When it comes to safety, the stakes are too high to work in isolation. If we don t work together, we re not safe. Step Change works towards the following goals: There will be strong and sustainable health and safety leadership; The workforce will be fully engaged with health and safety; Asset integrity issues will be managed across the industry; The workforce will have the competence to identify hazards and ensure risks are properly controlled; Health and safety issues will be communicated across the industry. Workforce Engagement Support Team Asset Integrity Competence & Human Factors Support Team Helicopter Safety The Asset Integrity Steering Group (AISG) seeks to reduce and prevent hydrocarbon releases, and encourage the industry to share lessons learned from incidents and near-misses. You can share a lesson at stepchangeinsafety. net/share, and see what others have learned at stepchangeinsafety. net/safetyalerts. Bothered? Complacency is the antithesis of safety. In this industry, the smallest action can have a major consequence. We cannot afford to forget even for a split second about safety. Step Change in Safety exists to keep the onshore and offshore workforce safe, but there comes a point when safety is over to you. Don t waste what others are doing to keep the industry and all who work in it safe. Everyone has a part to play. This is why Step Change in Safety brings together operators and contractors, trade unions, regulators and the workforce. Through collaboration, we will make the UK the safest oil province in the world to work in. 01
Donning a Jacket Engagement G18 Step Change in Safety has a track record of turning safety recommendations into reality. The Civil Aviation Authority (CAA) report CAP1145 required everyone to wear a Category-A EBS while travelling offshore in a helicopter. In response, a workgroup was set up within Step Change which identified a new breathing system and lifejacket and ensured they passed a rigorous testing and approval process. The group worked with OPITO to develop a training course which 62,000 offshore workers completed in six weeks. The Category-A EBS was introduced to the North Sea significantly ahead of schedule. Step Change s work to introduce the new EBS for offshore workers is a model example of how a project can successfully bring together a broad range of parties, ensuring that offshore workers now experience a higher level of safety much earlier than we expected. Mark Swan, Director of Safety and Airspace UK, Civil Aviation Authority An engaged workforce is a safe workforce. Workers who are engaged with safety communicate freely with others, participate in safety initiatives and challenge unsafe behaviours. We must all encourage and nurture workforce engagement and remove any obstacles that hinder it. Step Change s Workforce Engagement Toolkit helps oil and gas companies measure and improve levels of engagement at their worksites. The Toolkit highlights strengths and weaknesses and supports companies as they develop improvement plans. Please contact Step Change if you would like to use the Toolkit in your organisation. Access the Workforce Engagement Toolkit here: stepchangeinsafety.net/engagement Focal Points Focal Points are the most important link between Step Change in Safety and its members. Each member company has an appointed Focal Point who is given direct and regular access to their company s leadership team and HSE manager. It s the Focal Point s job to connect with their colleagues and share Step Change news, events and initiatives. Do you know who your Focal Point is? The G18 is a group of Elected Safety Representatives who have a huge influence on Step Change in Safety s activities. Different members of the G18 attend every Leadership Team meeting and speak on behalf of their colleagues on issues which generate interest or cause concern. The G18 has a voice and is listened to. If you would like to raise an issue through the G18, please email: esr@stepchangeinsafety.net. We are the interface between workers and the Step Change Leadership Team. We have the ability to put the workforce s concerns directly to the Leadership Team for immediate feedback. Nigel MacGillvray, G18 02 STEP CHANGE IN SAFETY: A-Z 03

Step Change in Safety s impact stretches to oil and gas provinces around the world. Step Change is regularly represented at international events to ensure others can learn from our experiences. Step Change s executive director Les Linklater, spoke at the Australian Petroleum Production & Exploration Association s (APPEA) annual HSE Conference in Perth, Western Australia. We were very keen to have Step Change in Safety participate at the 2013 CEO Safety Leadership Forum. There remains a broad agreement across the Australian oil and gas industry that there is real value in rapid and effective sharing and learning, and in particular to look at global industry programmes like Step Change. It is the whole industry s performance that counts wherever we operate. - Miranda Taylor, Director of Environment, Safety and Productivity, APPEA Joined-up Thinking The Step Change in Safety Joinedup Thinking DVDs are regularly used in offshore and onshore safety meetings. The short, informative and interactive DVDs explain some factors in the workplace that can lead to hydrocarbon releases, including: Communication Culture Competence Complacency Commitment Control of Work Change Management Downloaded the packs from the Step Change website: stepchangeinsafety. net/joinedupthinking. You can read more about Step Change s activities and issues that affect the workforce s safety on our website, in local and national media and in our monthly round-ups. Sign up for our updates on our website. Simplification and Standardisation Safety must not become the victim of a low oil price. Simplifying safety practices across the UKCS will be Step Change s main focus in the next five years. We have calculated that standardising safety practices across all installations, as opposed to the current arrangement of different practices on different installations, will save the industry approximately 5.3million man-hours per year. A specific workgroup will look at practices including Toolbox Talks, Observation Cards and Task Risk Assessments. Safety practices will be reviewed individually with pilots taking place on specific installations.
