Meaningful Use certification Meaningful Use Stage 2 requirements define deadlines and reporting requirements that are creating a more interoperable healthcare system. The ONC designated Consolidated CDA as the data standard and the Direct Project as the communication method for health data exchange. Direct Project Direct Project allows clinics and specialty clinics to easily receive referrals and authorizations and transmit order results to any organization with a Direct address.
