Job Description Job Title: Power Resource Planner Department: Power Supply and Rates Reports To: Transmission and Rate Tariff Supervisor FLSA Status: Exempt Union Status: Non Salary: Level 4 Approved By: Chief Finance Officer Approved Date: July 2016 SUMMARY: As a member of the Power Supply and Rates team, the employee is responsible for support activities critical to the proper planning and administration of departmental functions and responsibilities. These functions include the planning, acquisition, and scheduling of resources to meet VEC s power supply, transmission by and for others, and rate requirements. The employee must collaborate successfully to support and maintain all aspects of VEC's power supply requirements/resources, transmission, tariff rates and fees and those strategies. The Power Resource Planner develops and has access to critical, privileged, and confidential materials. The position is an integral part of the financial management group dealing with power supply, transmission, and rates. In addition to the direct reporting relationship indicated above, this employee will also receive direction and provide support to the Manager of Power Planning. The position requires both individual and collaborative contribution responsibilities. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Individual Contributions Must meet expectations for continued professional development within the area of Power Supply and Rates. This includes actively seeking to understand, initiating discussions, requesting clarification and assistance, and making suggestions for your own professional development.

Ensure compliance with all record keeping and retention policies, including appropriate archiving, disposal, and storage of financial records. Must meet performance expectations including behaviors outline in our Rules of Engagement. Based on VEC resource needs and the availability of transmission, submits on behalf of VEC, HQ/VJO contract schedules. Based on historic hourly loads and weather data, develop daily load forecasts. Using these forecasts, submit on VEC s behalf, hourly load bids in the ISO-NE market system by 10am each day for the following day.. Calculate monthly charges for transmission and special contracts, including SC#5, customer billings. Calculate the avoided HQ monthly charges for Standard Offer projects located on VEC s system directly connected to Canada, and provide data to the Standard Offer Facilitator. Compare power supply invoices received from suppliers to actual deliveries and contract prices. Track all Renewable Energy Certificates (REC) in the NEPOOL GIS system that VEC has entitlements to, purchases, sales and current balances. May assist with negotiating contracts for purchase and sale of RECs. Will assist in report preparation for regulatory compliance and other purposes. Track hourly purchase and sales of energy through the ISO-NE settlement system on a semi-weekly basis. Prepare monthly power supply budget updates and forecasts with variance reports for Financial Services Team. Compare, track, and report contract prices to forward looking market prices (Mark to Market) for tracking potential collateral posting requirements. Confirm all purchase and sales contracts with various counterparties in the ISO-NE settlement system. Verify transmission service determinants and prices from transmission providers to the actual deliveries and amounts invoiced. Prepare monthly transmission budget updates and forecasts with variance reports for Financial Services Team.

Monitor and maintain, on an as needed basis, VEC s Open Access Same-time Information Transmission System (OASIS) to ensure compliance with FERC regulations. These activities can include the posting of TTC s, ATC s, rates, outages, and other required information and receiving, evaluating, accepting or rejecting, in a nondiscretionary manner, transmission reservations. Analyze and report on a monthly basis VEC sales, net-metering, and meter data to DOE, ISO-NE, and Vermont Public Service Department (PSD). Prepare internal variance and forecast reports of VEC sales. Prepare annually documentation of data essential for the development of revenue requirements, cost allocations, and rate design, necessary for the development of the retail budget and rate filings. Periodically reviews and makes recommendations to revise non-electric rates and fees charged by VEC, including, but not limited to: line extensions, pole attachments, and miscellaneous fees. Prepare testimony, supporting analysis and discovery, and testify, if required, before the Federal Energy Regulatory Commission (FERC), and the Vermont Public Service Board (PSB), in hearings and other regulatory proceedings. Serve as a contact on power supply, transmission, and/or rate issues with legal staff, consultants, the PSB and PSD. Create and maintain appropriate databases to perform various functions of responsibility. Collaborative Functions Build and maintain trusted and professional working relationships with co-workers at all levels of the organization. Assist and support VEC employees with collaborative work and special project assistance as needed and as available. Actively participate in VEC s Strategic Planning process. Provide assistance and support for strategies determined to sustain a strong cooperative through fiscal responsibility by balancing service, reliability and rates.

Coordinate with other departmental employees and departments, metered generation, tie loads, and transmission system load flow data and exchanges data with VELCO and any other appropriate member/customers and interconnected utilities. Assist with the completion of the transmission loss studies to comply with VEC s transmission tariff requirements. Participate in work groups and/or subcommittees sponsored at the State level on rates, transmission, and power supply issues. Interact with and works closely with VEC Management and the Board of Directors concerning VEC power resource planning and acquisition, rates, and other strategic initiatives and strategies. OTHER DUTIES AND RESPONSIBILITIES: Will provide back-up support for Power Supply and Rates team as necessary. Will actively participate in meetings and attend trainings internal and external to VEC. Must consistently meet VEC s behavioral and performance expectations. Must demonstrate safe work and risk management practices. Will perform other duties as assigned. EDUCATION and/or EXPERIENCE Must possess a Bachelor s Degree in accounting, finance, economics, mathematics, engineering, or other related field and have a minimum of 2 years experience or possess an Associate s Degree in requisite field with 4 years experience or an equivalent combination of education and experience. Experience with energy markets is highly desirable. Should possess a working knowledge of accounting principles. Knowledge of electric power delivery principals and rate making practices is preferred. CERTIFICATES, LICENSES, REGISTRATIONS: First aid and CPR certification is preferred. Must possess a valid driver's license. LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, members/customers and the general public. MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference.
