Introduction: Sikkim liesbetween 88 0 58 and 88 0 55 25 E and between 27 0 04 46 and 28 0 07 48 N with three international borders Total area of 7096 km 2 with a population of 5.5 lakhs The elevation ranges from 300 m to 8500 m above mean sea level in less than 100 km stretch. Rich forest cover harboring varied type of biodiversity Vast lacoustrine system, both lentic as well as lotic Lentic system comprise of about 150 fresh water wetlands and lakes, the lotic system has about 104 streams and rivers.
Contd: Recognizing climate change as central to policy imperatives, the state government has designated the DST as DST & Climate Change. A socio-economic survey was conducted in all the districts to record farmer s perceptions on the related issues of climate change. Impact of climate change on various fields like society, agriculture, economy, hydrology, environment, rainfall, temperature, rise in level of mosquitoes etc, were studied and correlated in the report. Most of the respondents informed that climatic, environmental and phonological changes are common nowadays in Sikkim Poverty mapping and vulnerability assessment has been taken up upto the block level.
Considering the preliminary initiatives: Government has approved Climate Change Adaptation Project under the framework of Indo-German Development Cooperation. Thrust areas where support could be taken up through this project are: Training, Awareness and Skill Development and Capacity Building as well as appropriate technology transfer related to Climate Change Adaptation programme Spring water recharge and rain water harvesting programmes in dry belt of Sikkim with the technological input.
Thrust areas of proposed intervention: Spring water recharge and rain water harvesting programmes in dry belt of Sikkim with the technological input. Identification of best practices and replication on pilot basis for climate change adaptation programmes. Taking the pilot programmes on cardamom rejuvenation and ginger with technological input under climate change adaptation programme. Identification of indigenous crop varieties which are more resilient to climate change and its propagation on pilot demonstration. The pilot demonstration programmes for fuel wood and energy saving devices such as solar water heater, solar lighting system in temperate and alpine areas.
Progress for State Level CCAP preparation Advisory Council of Climate Change has been formed under the chairmanship of HCM for taking various measures State Level consultation meet at Gangtok with State Government departments, GTZ, and various stake holders & Formation of core working group. Identification of six major themes for initiation of state level CCA viz Water, Agri- horticulture, Urban Planning, Marketing, Renewable Energy, Transport and Forest GTZ has appointed consultants for project preparation (Kfw)/ consultation with line departments in the state and preparation of action plan. Vulnerability map for certain parameters has been prepared which requires refinement/ fine tuning Vulnerability maps at Gram Panchayat level to focus adaptation measures in a more refined and scientific manner
Contd: GTZ has also helped in identifying coping mechanism for CCA Glacial studies is in progress Snow mapping in progress State level commission has been formed for glacial and climate change studies CCA Project preparation by Kfw through Ministry of DONER CC Awareness programmes being taken up with DST. Contd. State Level Action Plan will be in consonance with National Level Action Plan on CC & as per MoEF guidelines. The proposed project will be mainly for reducing the adverse effect of the climate change by undertaking climate change adaptation water security in rural areas, rural livelihood and income generation programmes through sustainable development and management of Natural Resources mainly in the field of Horticulture, Agriculture and Forestry, S&T Aawareness and capacity building programmes of rural people.
