Scottish Ambulance Service Job Description 1. JOB DETAILS Job Title: Technical Lead - Emergency Service Network Department(s): ICT Responsible to: Project Manager Job Holder Reference: N/A No of Job Holders: One 1

2. JOB PURPOSE To work with the Project Manager to successfully deliver the Scottish Ambulance Service Emergency Service Network Programme. Emergency Service Network is a multi-disciplinary Programme involving areas including ICT, Operations, Procurement and Finance. It involves the delivery of a solution to replace and enhance the Service mobile communications capability provided by Airwave and other commercial mobile network operators. This includes the provision of critical voice communications, short-data services, mobile data communications and interoperability with other emergency services as well as relevant sharer organisations. The post holder will be a technical specialist on the Programme Team and will manage some of the technical aspects of the Programme on a day to day basis. As they will be working on a multi-disciplinary programme, the post holder will be required to establish and manage strong working relationships with senior staff throughout the Service. They will also have to ensure that relevant staff are fully engaged in the development and implementation of the new solution. The post holder will also have to establish strong working relationships with their respective counterparts in Police Scotland and Scottish Fire and Rescue to ensure that technical interoperability capability arrangements are met. It is essential that implementation of the new solution is carefully managed in such a way as to enable seamless parallel running alongside the existing solution with no degradation to the operational capability of the Service. 3. MAIN TASKS, DUTIES AND RESPONSIBILITIES In line with Service programme and project management arrangements and in conjunction with the Project Manager, to provide technical expertise and leadership enable the successful delivery of the technical aspects of the Emergency Service Network Programme; To work within a robust project structure including in line with Prince 2 principles e.g. project planning, risk management, issue management, financial management etc; To work with technical and operational staff within the Service in order to develop and agree appropriate technical specifications. To work with the Project Manager and Service procurement staff on Emergency Service Network Programme related procurement activities; To ensure that all programme related development work is performed to the agreed operational standards and that a robust testing methodology is followed; To ensure that the configuration and operation of the Emergency Service Network solution 2

fully compliments and supports the current, and as far as possible future, Service operating models; To assist with establishing and co-ordinating an appropriate training programme for all technical Service staff that will use the Emergency Service Network solution; To assist with ensuring that appropriate business continuity plans are developed and tested to fully underpin the Emergency Service Network solution; To assist with ensuring ongoing alignment with other Service programmes and projects as appropriate; To assist with ensuring appropriate monitoring is in place to support timely reporting to the Programme Team, Programme Board and the over-arching 2020 Steering Group. To work closely with the Project Manager, to ensure effective tools and mechanisms are developed and used to support effective Programme engagement with key stakeholders; To work alongside identified strategic partners, particularly Police Scotland, the Scottish Fire & Rescue Service, the Scottish Government and other agencies to develop new ways of working in support of improved quality, efficiency and productivity, in addition to the interoperability requirements; To work with the Project Manager to assist with developing and implementing an Airwave Exit Strategy. 3

4. EQUIPMENT AND MACHINERY Some examples of the types of the equipment / systems that the post holder will use on a day to day basis are provided below. Please note that this list is representative and not definitive. PC laptop, PC desktop, printer(s) and projector equipment; Relevant interfaces to the Emergency Service Network solution; All Ambulance (including Air Ambulance) Equipment interfaces; Video Conferencing; Mobile Data Systems; Mobile Communications Systems; Data Warehouse Systems; Use of photocopier, document scanner facilities; Project Office Configuration Management Systems; Electronic Mail; Microsoft SharePoint; Microsoft Office Software Suite; Microsoft Project; Microsoft Visio; Mobile Telephony equipment. 5. SYSTEMS Organisational systems that the post holder will work with, or contribute to, include but are not limited to : Internal Audit processes Standard Scottish Ambulance Service processes and procedures e.g. financial management, procurement, risk management, business continuity, HR etc Submitting orders using electronic procurement systems Submitting and approving expenses and overtime using relevant systems 4

6. DECISIONS AND JUDGEMENTS For the majority of the work undertaken, the post holder will be required to work autonomously using their own initiative. They will make decisions and exercise judgements, which may have wider organisational impact. This requires a high level of business, operational and technical knowledge as it involves analysing and interpreting large amounts of complex and continually shifting information. 7. ASSIGNMENT & REVIEW OF WORK The post holder will be expected to develop appropriate Technical Documentation e.g. Technical Project Documents, Technical Specifications, Technical Implementation Plans etc in order to ensure delivery against the overall programme objectives. The post holder will be expected to be part of, and potentially lead and coordinate, technically focused work streams within the Programme. This will include ensuring that work streams are delivered in line with required timescales, cost and quality standards. Where appropriate this will be done in association with other project managers or work stream leads. The post holder will be required to attend, and provide reports to, various Service meetings detailing progress, risks, issues, exceptions and the financial status of relevant projects. For the majority of the work undertaken, the post holder will be required to work autonomously using their own initiative. 8. COMMUNICATIONS AND RELATIONSHIPS The post holder will, during the course of their duties, be expected to work with representatives from Operational Senior Management, the Enabling Technology Programme Team, ACC staff, ICT Service Delivery and Projects staff, appropriate internal and external stakeholders and associated commercial system suppliers. The post holder will participate in, and potentially lead, relevant Technical Project Teams. 5

9. PHYSICAL, MENTAL AND EMOTIONAL DEMANDS OF THE JOB PHYSICAL DEMANDS OF THE JOB The post holder will be office based and will have to travel throughout the central belt of Scotland on a regular basis with occasional trips further afield as required. MENTAL/EMOTIONAL DEMANDS OF THE JOB Working as part of a key strategic development programme for the Service brings with it considerable expectation from Service Executive Team and the Service Board. The Emergency Service Network Programme is very significant in terms of its scope, scale and complexity and the post holder will be required to balance competing needs and ensure effective coordination and alignment of a wide range of issues at all times. 10. MOST CHALLENGING/DIFFICULT PARTS OF THE JOB Working directly with the UK Government Emergency Service Communications Programme (ESMCP) as the lead technical interface for the Scottish Ambulance Service. Working directly with key stakeholders within the Service to maintain the profile and reputation of the Emergency Service Network Programme; Working with the Project Manager and other operational managers to translate the Programme vision into a meaningful, realistic communications solution that is operationally effective and is aligned with local and national standards / guidelines; Working closely with the Project Manager and other managers to implement the Emergency Service Network Programme with minimum impact on operational services, resources, processes and performance; The requirement to effectively manage several potentially conflicting workloads simultaneously; Securing appropriate ownership from appropriate staff with regard to their responsibilities associated with the implementation of Emergency Service Network developments; Securing appropriate ownership from appropriate staff with regard to their post project implementation responsibilities; Responding to and managing unplanned / unforeseen problems. These problems may arise in the middle of particular tasks which may have to be delayed until the problem is rectified. It will be the responsibility of the post holder to quickly establish relative priorities for conflicting demands, together with the most effective method by which the problems can be addressed and resolved. 6

KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED TO DO THE JOB Qualifications A degree in a relevant subject or a significant level of relevant experience; A formally recognised ICT, technical or project management qualification e.g. ITIL, Prince 2, MCSE, CCNP etc or a comparable level of experience of successfully managing technical programmes or projects, preferably in an ambulance service environment; Experience Significant relevant experience, preferably in an ambulance service or emergency service environment; Experience of successfully supporting technical programmes or projects, preferably in an ambulance service or emergency service environment; A strong working knowledge of typical emergency service technical requirements and the interdependencies between emergency services; A strong working knowledge of fixed and mobile communications solutions and the development of associated system specifications; A strong working knowledge of change management techniques, preferably in an ambulance service or emergency service context. Qualities/Skills/Aptitudes A proven track record in delivering to time, quality and costs constraints, augmented by ability to be creative in finding solutions to constantly challenging problems; Ability to develop and maintain effective, positive relationships with key stakeholders and suppliers, providing a positive role model for partnership working within the Scottish Ambulance Service; A proven track record in the provision of creative and innovative solutions in meeting operational requirements; Ability to work autonomously and pro-actively in all aspects of the role; The ability to manage own workload and prioritise conflicting demands. 7
