Begin a challenging career with the Norfolk Airport Authority, a political subdivision of the Commonwealth of Virginia. Our mission is to manage the operation, maintenance, development and marketing of Norfolk International Airport and to serve the air transportation needs of southeast Virginia and northeast North Carolina. Job Title: PARKING SHIFT SUPERVISOR Position Number: 600-04-001 Shift Schedule: 6:00AM 2:00PM, 2:00PM 10:00PM, 10:05PM 6:05AM Shift supervisors are required to cover ALL shifts as needed and assigned. Starting Hourly Rate: $20.21 PER HOUR $42,031.06 ANNUAL JOB SUMMARY: This management position is responsible for the overall operations of the Airport s Parking Facilities during the assigned shift. Supervises and coordinates all activities of the parking facilities and the parking cashiers on duty. This Shift Supervisor reports to the Parking Administrator and in the Parking Administrator s absence, reports to the Assistant Parking Administrator. ESSENTIAL FUNCTIONS: This job description lists only the primary job duties normally assigned to this position, but does not restrict the performance of other duties as assigned by the Parking Administrator and/or Assistant Parking Administrator. 1. Directly supervise and monitor the activities of 15 to 20 Parking Department employees on the assigned shift. 2. Perform all supervisory responsibilities in accordance with all organizational policies, procedures and applicable laws. 3. Promptly respond to and manage any situations that arise involving both patrons and employees to include resolving difficult or emotional situations and providing customer service and assistance as needed. 4. Maintain an accurate accounting of and ensure the security of the Parking Department change fund at all times. Purchase change, under police escort and retrieve daily deposit slips from the bank as needed. Provide small change to cashiers on duty as needed. Report any discrepancy in the Parking Department change fund to the Parking Administrator immediately. 5. Perform frequent inspections and monitor all cashiers on duty to ensure that all Authority and departmental policies and procedures are being followed at all times. Perform routine inspections of all booths and surrounding areas, furniture and equipment to ensure safety, cleanliness and proper operation at all times. Replenish all supplies as needed and report any issues to the Parking Administrator. 6. Monitor the work quality and quantity of all cashiers on assigned shift and report any concerns to the Parking Administrator.

7. Perform frequent visual inspections of all Parking Access and Revenue Control System equipment including entrance terminals, cashier terminals, exit terminals, image review workstation, monument sign, space counting system, readers, exit gates, cameras and lane lights to ensure that all equipment is operational and traffic flow remains steady at all times. Minor problems such as paper low, ticket jams etc. to be corrected by the Shift Supervisor. Major problems or repeat minor problems must be reported to the maintenance technicians for action. All equipment malfunctions must be entered into the service call log and frequently monitored until the problem is resolved. Report repetitive issues or issues that remain unresolved for extended periods of time to the Parking Administrator. 8. Utilize the Parking Revenue Control System to frequently monitor all parking facilities and equipment to ensure that all equipment is operational and traffic flow remains steady at all times. 9. Utilize the Parking Revenue Control System to monitor the Space Counting System to ensure accuracy at all times. Perform necessary adjustments at 3:00 A.M. unless the adjustment is significant enough to negatively impact operations in which case adjustments should be immediately reported to a service technician for adjustment. Space Counting System must be adjusted immediately in the short term lots after manual transactions have been processed. 10. Monitor the Authority s time keeping system and adjust time and attendance records for all cashiers on assigned shift, as needed, to ensure accuracy at all times. Report any attendance/tardiness issues to the Parking Administrator immediately. Enter all sick leave absences into the Authority s time keeping system before submitting support documentation for processing. 11. Perform frequent visual inspections of all parking department office equipment including computers, printers, safe, bill counter, telephones, handheld inventory devices etc. to ensure that all equipment is in proper working order at all times. Report any problems that cannot be resolved to the Parking Administrator. 12. Perform frequent visual inspections of all parking department vehicles to ensure that all vehicles are properly maintained, fueled, clean and safe to drive at all times. Report any damage or problems to the Parking Administrator. 13. Monitor the monthly and weekly fill-in schedules frequently to ensure proper staffing needs are met. Adjust schedules as needed to maximize operational efficiency and recommend changes to the Parking Administrator for consideration. Prepare and submit a monthly Shift Supervisor schedule, by shift, to the Parking Administrator/Assistant Parking Administrator for approval. All schedules must be prepared with the operational needs of the parking department as the first consideration and top priority. 14. Prepare timely and accurate performance evaluations for all cashiers on assigned shift and submit to the Parking Administrator for approval. 15. Conduct unannounced cash audits on all cashiers on assigned shifts as directed by the Parking Administrator. 16. Operate the image review workstation as needed and as directed by the Parking Administrator. 17. Perform cashiering to relieve subordinates during busy work periods and for breaks as needed and as directed. 18. Coordinate the collection of the license plate inventory and download the inventory and corrections. 19. Search LPI records to assist cashiers with processing problematic ticket transactions. 20. Respond to patron inquiries and resolve patron complaints according to established guidelines.

21. Must be knowledgeable in all aspects of each of the Shift Supervisor positions and must be prepared to provide shift coverage on all shifts as needed and on short notice. 22. Answer the parking department telephones and assist cashiers and the public as needed. 23. Assist patrons that come to the customer service window for assistance. 24. Respond to location of and process vehicles being towed from the parking facilities as well as oversized vehicles exiting the facilities. 25. Process cleared through office transactions accurately and assist patrons with retrieving impounded vehicles. 26. Maintain a detailed log book of shift activity to include call-ins etc. 27. Must demonstrate a high level of ethics and integrity at all times. 28. Must maintain confidentiality at all times. 29. Administer and adhere to all Airport Authority policies and departmental and affirmative action guidelines. 30. Perform all other duties as assigned and directed. MINIMUM JOB REQUIREMENTS: 1. High school graduate or equivalent. 2. Three years supervisory experience required. 3. Must be good with simple mathematics, i.e. addition, subtraction, multiplication and division. 4. Ability to communicate effectively, both verbally and in writing. 5. Ability to demonstrate a sound knowledge of EEO policy, show respect and sensitivity for cultural differences, promote a harassment-free environment, exhibit sound and accurate judgment, treat others with respect and inspire the trust of others. 6. Possess a valid Virginia or North Carolina driver s license and must meet the NAA driving record requirements. 7. Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities. PREFERRED EDUCATION AND EXPERIENCE: 1. Two years cashier experience, preferably in a parking environment. KNOWLEDGE, SKILLS AND ABILITIES: 1. Mathematical Skills: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to make change and manually price parking tickets. 2. Language Skills: Ability to read and comprehend simple instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present in one-on-one and small group situations to customers, supervisors, subordinates and other employees of the organization. 3. Reasoning Ability: Ability to apply common sense judgment in unexpected situations and to carry out detailed but standard written or oral instructions. Ability to effectively deal with problems in a variety of situations.

DRIVING REQUIREMENTS: All drivers must be at least 21 years of age, licensed for at least 3 years, have the type of license required by their state for the vehicles operated and meet the following driving record standards. Any employee or applicant who has been licensed in their state less than 3 years must provide a copy of their previous driving record to Human Resources. An employee or applicant may have a North Carolina or Virginia driver s license as long as they reside in that state. An "unacceptable" DMV driving record includes the following violations during the most recent 3 year period: Two or more at-fault accident convictions DWI/DUI Drug Offense Eluding a Police Officer Committing a Felony with a Motor Vehicle Foreign citizens with no historical driving record available to us Hit Run / Leaving the Scene of an accident Lending an Operator s License or Registration to Another Three or more moving violations Note: Texting or cell phone violations are considered moving violations because they increase the chance of being in an accident. PHYSICAL REQUIREMENTS: Sitting; standing; walking; bending; stooping; pushing; lifting up to 40 pounds; climbing up and down stairs when necessary; operating a motor vehicle with automatic transmission; extending and retracting arm (stretching) to retrieve ticket and money from customers, stepping up and down approximately 10 inches to enter and exit cashier booth; walking on uneven surfaces when obtaining license plate inventory or other information in parking garages which include inclining and declining ramps; holding hand-held inventory unit in one hand and keying in numbers and letters with other hand; be able to maneuver around a chair, drop safe and desk or file cabinet; unloading supply shipments of varying weights and storing in designated areas. While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms and talk or hear. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus. All of the above-mentioned physical demands may have to be performed on a daily basis. As a back-up, you may have to collect from bill changers and perform minor repairs such as resets and removing jammed bills.
