JOB TITLE: Community Mobilizer of IKEA-KASALI Project WORK UNIT: LVPO LOCATION: Quezon City JOB GRADE: 6 POST TYPE: Fixed Term CHILD SAFEGUARDING: Level 2 the responsibilities of the post require the post holder occasional contact with children or young people. NBI clearance is required. At least 3 reference checks with emphasis on questions on how candidate deals with children. ROLE PURPOSE: The Community Mobilizer is responsible for social / community mobilization in the target sites; for implementation of project activities in coordination with project staff; for networking and coordination with other stakeholders; collection of data and information for report and project writing. SCOPE OF ROLE: Reports to: Program Coordinator Coordinates with: Project Officer Staff reporting to this post: None Direct: None Indirect: None Budget Responsibilities: None Other Reporting and Coordination Responsibilities: Coordinates with the project team and the partners/stakeholders in the schools and communities to ensure that project deliverables are met. Coordination with other Luzon Visayas Program Office staff to ensure synergy and integration of program strategies and interventions. KEY AREAS OF ACCOUNTABILITY: Programming/Program Implementation Together with the local government unit, government agencies and civic service organizations and partners, facilitate the mobilization, formation and institutionalization of city and barangay based management team in assigned areas. Together with the project officers and city and barangay management team, facilitate the inclusion and disability components of the project. Support city and barangay management team in covered areas in the planning, implementation, monitoring and evaluation of organizational strengthening and service delivery enhancement activities. Together with project coordinator and officers, facilitate trainings and other related activities to city and barangay management team in conducting organizational and management capacity assessment activities through developed tools and agreed methodologies.

Subsequently, train city and barangay management team and project partners in the conduct of self-assessment evaluation activities. Facilitate the periodic project assessment and evaluations with city and barangay management and other stakeholders at various level to analyse trends and gaps in performance vis-à-vis project goals and standards and formulate detailed plan and appropriate or reinforce existing actions. Together with project coordinator and officers, provide technical assistance to city and barangay management team in the implementation of IKEA-KASALI project and value-added strategies including planning, capability building, education, advocacy, assessment activities as well systems installation. Facilitate and monitor the execution of project deliverables in accordance with approved financial policies and standard and provide quality and timely technical inputs and support in the assigned covered areas. Monitor the services of the city and barangay management team in covered areas to ensure that it conforms to the national education (ECCD) policies and that plans and targets are satisfactorily achieved. Implement approved sustainability and phasing out mechanisms in the assigned areas. Networking, Partnering and Advocacy Serves as the community organizer and mobilizer in assigned areas and shall be responsible for facilitating advocacy activities in the communities including detailed planning. Sustains and enhances established partnerships accomplished with the project and community stakeholders. Scopes for more possible partners, governmental and non-governmental and civic service organizations who can help strengthen and improve youth programs in partner communities. Together with program coordinator and child protection project officer establish and strengthen child protection and inclusive education mechanisms at city and barangay levels. Program Reporting Prepares and updates activity reports within standards and time schedules of the project. Provides timely field reports based on feedback/observation from the ground to ensure that correct information guides the decisions of the team. Collects data and information from the field/providing input in the completion of the progress reports and potential projects. Assists in encoding project documents and updating trackers. Provides logistical and administrative support including preparation of purchase requests, cash advances and liquidation reports. Track and document the organizational development milestones in assigned areas and identify significant influencing factors. Use these analyses for planning and implementation of appropriate support interventions. Participates in team meetings for updating and reporting. QUALIFICATIONS AND EXPERIENCE At least 3 years experience in working on child protection issues or an equivalent level of experience Experience in partnership with and providing support to civil society groups - NGOs, community- Experience in project management cycle Ability to develop new ideas and innovation; capacity to think strategically Preferably with a degree in DRR, Community Development, Social Sciences or equivalent experience Familiarity and experience with the concepts of human rights, empowering civil society, local Can deal with various levels of stakeholders - from decision-makers to field level practitioners Has proven skills in program management, training design and delivery, and facilitation. Excellent oral and written communication skills Computer literate and adept in the use of MS Office software (Word, Excel, PowerPoint) Can work well in highly stressful situations A team player, willing to work long hours toward the attainment of program objectives and deliverables to adopt Save the Children methodology and framework in program implementation; abide by and Must have a high sense of urgency and well-developed work ethic.
