GULLEN RANGE WIND FARM COMMUNITY UPDATE 3 March 2013 The contract for construction of the Gullen Range Wind Farm project (the Project) was awarded in August 2012 to Catcon and Consolidated Power Projects. Construction on site commenced on September 17 2012 and is expected to continue until the end of 2013. The Project is sited in two locations referred to as Bannister and Gurrundah and involves the construction and operation of 73 wind turbines. Project Benefits The Project, once operational, will help NSW and Australia meet its energy demands by utilising renewable sources to produce clean energy. This will contribute to the achievement of the Australian Renewable Energy Target. The wind farm will be capable of producing 165.5MW of renewable power at full capacity, which would supply approximately 56,500 NSW homes on average per year. Within the first six months of operation, when generating at full power, the project will produce enough green energy to offset the amount of energy (CO2-equivalent) that was used to manufacture the turbines. During construction, the project has direct benefits to the local community including: locally sourced labour hire use of local companies and services use of local materials upgrade to roads, which will require less resources to maintain. The economic benefits to the community will extend far beyond the construction period, the long term use of local skills and services will be ongoing throughout the operation of the wind farm. The Community Enhancement Program will also directly fund numerous community projects, which are nominated by the local community. Project update Works to date establishment of full site facilities recruitment of local labour and sourcing of local services and businesses mobilisation of plant and machinery commencement of grid connection works approximately 35% of onsite roads created digging of 23 foundations foundations poured for 22 turbines installation of a concrete batching facility to reduce the numbers of vehicles on the local roads, it is anticipated that the overall reduction is approximately 70% regrading of Storriers Lane noxious weed removal, works on site have resulted in the removal of 50 acres of noxious weeds with further weed management measures planned observation and protection of endangered ecological communities by an independent onsite ecologist. Works continuing foundations for the remaining 50 turbines will be dug and poured over the coming four to six months ongoing works to create onsite access tracks ongoing liaison with local authorities and the community. New works to commence Upgrades to Local Roads Works are required to upgrade parts of the local road network, to facilitate the delivery of oversize components to the wind farm. Upgrades to these roads will benefit road users by providing resurfaced roads, which require less maintenance and creates smoother and more durable road surfaces. The overall road upgrade process for the Project will last approximately six to eight weeks and will include works in varying locations. Road upgrade improvements are expected to be completed by early May 2013. Lane closures and traffic movement will be managed by traffic management measures agreed by council. Some delays can be expected during the works and temporary speed limits of 40km/h will be in place. 2 Works on Kialla Road have commenced and other road improvements are due to commence in the coming weeks. Road upgrade works will include the following: Kialla Road upgrade of seven kilometres of Kialla Road in two sections of five and two kilometres regrading and road stabilisation resurfacing of road to improve road running surface and durability realignment of corners and approaches to culverts replacement of culverts and improvement of drainage. Street furniture removal in Goulburn The removal of street furniture, such as street signs, roundabouts, curbs, is required to facilitate the delivery of the over-sized turbine components. Street furniture removal is expected to commence 2 April 2013 and be complete by early May 2013. All furniture will be replaced by December 2013. Works to be conducted are indicated on the map below. Transportation of wind turbine components on Goulburn, and Gurrundah roads Trucks carrying oversized loads, of wind turbine components, are scheduled to travel from Portland in Victoria and Port Kembla in New South Wales to the Project site commencing Monday 22 April 2013. A Traffic Management Plan has been developed to specifically avoid the transport of project materials during peak traffic times. In addition, deliveries are scheduled to ensure that transportation past schools does not occur during school zone periods. A copy of the Traffic Management Plan is available on the Project website. If the planned delivery start date is delayed, due to unforeseen circumstances, an updated advisory will be distributed. What to expect During the 28 week delivery period oversized loads will be transported from the Hume Highway through Goulburn to the Project site, Monday through to Friday between 9:00 am- 6:00 pm and between 9:00 am and 12:00 pm on Saturdays. To minimize traffic impacts, no more than 12 oversized loads will be transported on any given day. Each oversize load will be accompanied by the NSW police and escort vehicles, with flashing lights to alert drivers. Construction hours Works will generally take place during standard construction hours: Monday to Friday: 7:00 am 6:00 pm Saturday: 7:00 am 1:00 pm. Notification of out of hours works would be provided to potentially affected residents prior to works commencing.
