Although opportunity costs are often overlooked, they should be added to the behavioural costs of an instrumental act (Meyer, 1982). Sunk costs (Thaler, 1980) imply that paying for the right to use a good or service will increase the rate at which the good will be utilised* Historical costs matter and not only incremental costs and benefits affect decisions. Dramatic examples are the constructions of the Oosterscheldedam and the nuclear reactor of Kalkar; their immense sunk costs are a major incentive to complete these constructions.
