Highlights A The development of renewable energy has stepped into a new stage since the enforcement of Renewable Energy Law of the People s Republic of China on January 1st, 2006. By 2020, the proportion of non-fossil energy in primary energy consumption is expected to reach 15%. Meanwhile, the share of renewable energy will keep growing in line with the promotion of China s Ecology Priority Strategy and other related policies. China s renewable energy development and utilization in 2012 reached 330 million tons of standard coal equivallent (tce), accounting for 9% of primary energy consumption. Of this, hydro power is 7.8%, wind and others are 1.2%. The total installed capacity of China was 1.16TW in 2012, of which renewable energy accounted for 27.94%. The largest share of renewable installed capacity located in hydropower with 248GW(including pumped hydro, 20.31GW), which reached 21.5 percent of total installed capacity, following by wind 62.66GW and solar 4.19GW. In 2012, China total power generation reached 4980TWh, and renewable power generation reached 1010TWh with an increase of 3.8%, accounting for 20.2 percent of the total. Hydro power equaled 864.1TWh with a growth of 29%, accounting for 17% of total power generation. By overtaking nuclear power, wind has become the third largest source of electricity with 100.8TWh in power generation and 41% in growth rate. Both installed capacity and power generation of renewable energy in China experienced a stable growth in the past half decade. Wind has become the second largest generation source of renewable energy with the best scale-up development, its power generation could account for 10% of total renewable electricity; biomass development kept in stable and accounted 4 percent of renewable generation; unlike other renewables, solar PV only took a small share of renewable power generation as the scale-up utilization just get started. Highlight B In 2012, new-added wind installed capacity in China equaled 14.83GW, making the accumulated wind installed capacity reach 62.66GW and overtaking US as the leading role in the World. Annual wind utilization hour was 1890, decreased by 1.6%. The market share of the first three enterprises with the biggest new-added installed capacity reached 44.5%. Of this, Goldwind was 19.5%, United Power was 15.7% and Sinovel was 9.3%. By the end of 2012, the accumulative solar PV capacity in China reached 7.96GW with the volume rising by 171% compared to 2011. Solar cell module export increased by 12.5 percent to 18GW with the amount decline to 12.8 billion USD by 43.9%. In 2012, the production of solar water heater had an increase of 11% to 63.9 million square meter, and there were 257 million square meter was in operation, rising by 19%. Highlight In 2012, the total installed capacity of bio-energy reached 5.96GW, in which 3.37GW was agriculture and forestry direct combustion capacity, 2.22GW was waste combustion capacity, 250MW was biogas capacity and 120MW was sludge and biomass gasification capacity. The biogas power capacity also reached 1.7GW. B In 2012, biomass briquette production was nearly 6 million tons, and there were more than 250 production sites with total output value about 4 billion RMB. North and east were the key production regions and accounted for more than 60% of total production in China. In 2012, fuel ethanol production in China rose by 4% to 2 million tons. Geothermal installed capacity in China kept in 25MW for years and annual electricity generation is 100GWH. China geothermal utilization plays the leading role in the world. By the end of 2012, total geothermal heating area reached 210 million square meter, in which deep layer geothermal were 40 million square meter and shallow layer area were 170 million square meter. Jiangsha and Haishan power plants in Zhejiang Province are the only two in-operation tidal power plants in China with total capacity of 4.15MW. 11 China Renewable Energy Development

Highlight Both installed capacity and power generation of renewable energy in China ranks the first in the world. China s wind generation accounted for 2% of total power generationin 2012 and there is still enormous space for renewable energy in future. Both the energy consumption per capita and renewable energy consumption per capita in China have reached the average level of the world, but there is still large gap from developed countries. In 2012, energy consumption per capita in China was 2.9 tce, equals to 29% of US and 54% of Japan. From 2005, China accelerated renewable energy development. In 2012, renewable energy consumption per capita in China was 0.27 tce, reaching the average level of the world, but still far from developed countries such as European countries and US. China s growth rate of the primary energy consumption and renewable energy consumption is far higher than global average level. From 2005 to 2012, the annual average growth of primary energy consumption in China was 8.1%, over tripled the global annual growth rate (2.3%). And the annual average growth rate of renewable energy consumption in China was 16%, much higher than the global level (6.9%). Even in the situation of overall economy weakened in 2012, the renewable energy in China still kept in a high growth rate by 24%. H 39 China's renewable energy in the world

Laws and Regulations Taxation & Financial Measures Strategy and Planning Renewable Energy Law of the People s Republic of China in 2005 This law establishes regulations on renewable energy about resource investigation, development and planning, industrial guide, technology support, price control and expense allocation, economic incentives and supervisory measures. Renewable Energy Law of the People s Republic of China (2009 Amendment) This law (Amendment version) is adjusted for forcing the establishment of renewable energy development funds by financial authorities of the state, sourcing from state s special funds and the surcharge of renewable energy electricity tariff. According to this law (Amendment version), state s authorities should work out the renewable energy development and utilization programme, overall planning the development and utilization of renewable energy in wind, hydro, solar and bio-energy Circular on Adjusting the Standards for Surcharge on Renewable Electricity and Matters Relating to Tariffs on Eco-friendly Electricity This provision adjusts the standards for surcharge on renewable electricity except for residence and agricultural use from 0.8 cents to 1.5 cents per kilowatt hour in RMB. Circular on Issues Concerning the Policy of Electricity Quantity Based Subsidies for Distributed Photovoltaic Generation The State will grant subsidies to distributed photovoltaic generation projects based on electricity quantity, and the subsidies granted will be transferred to the units of distributed photovoltaic generation projects by power grid enterprises. The standard of the subsidy will comprehensively consider the distributed photovoltaic feed-in-tariff, generation costs and electricity whole-sale price, and adjust in time. The financial authorities of State will predict electricity quantity based on the revenue of surcharge on renewable electricity and the amount of distributed photovoltaic projects, and grant the subsidies quarterly to the financial administrations in provinces where the State Grid Company, Southern Grid Company and independent grid companies located in. Circular of National Development and Reform Commission on Giving Play to the Role of Price Leverage to Promote the Healthy Development of Photovoltaic Industry The land of the country is categorized in three resource regions with corresponding benchmarking PV station feed-in-tariff. The feed-in-tariff of first resource area is 0.90 yuan per kilowatt hour, the feed-in-tariff of second resource area is 0.95 yuan per kilowatt hour and the feed-in-tariff of third resource area is 1.0 yuan per kilowatt hour. Circular on the Improvement of the Wind Power Feed-in-tariff Policy The land of the country is categorized in four resource regions with corresponding benchmarking wind power feed-in-tariff. The feed-in-tariff of first resource area is 0.51 yuan per kwh, the feed-in-tariff of second resource area is 0.54 yuan per kwh, the feed-in-tariff of third resource area is 0.58 yuan per kwh and the feed-in-tariff of fourth resource area is 0.61 yuan per kwh. Circular on the Improvement of Agricultural and Forestry Biomass Power Price Policy The benchmarking feed-in-tariff is implemented by the policy. The newly constructed agricultural and forestry biomass power projects without bidding for investment will use the benchmarking price on 0.75 yuan perkwh. About the approved agricultural and forestry biomass power projects, the feed-in-tariff lower than the benchmark should be increased to 0.75 yuan per kwh and the feed-in-tariff higher than the benchmark should be kept on the price approved by the relevant authorities. The 12th Five Year Planning (2011-2015) for Renewable Energy Development The Plan declares renewable energy development targets. By 2015, total renewable energy utilization will reach 478 million tce, in which commercial utilized renewable energy will reach 400 million tce, about 7.5% of energy consumption. During 12th five year period, 160 GW renewable energy generation capacity will be newly installed, in which there are 61 GW hydro power, 70 GW wind power, 20 GW solar power and 7.5 GW bioenergy. And the share of renewable energy generation will be over 20% of the total generation. Development Plan for National Strategic Emerging Industries during the 12th Five-Year Plan Period (2011-2015) The plan had pointed out that new energy industry should accelerated the development of the competitive energies with developed technology, which are nuclear power, wind power, solar PV and CSP, shale gas, biomass power, geothermal energy and biogas. By 2015 the share of new energy in total energy consumption will be increased to 4.5%, the decline of CO2 emission will be over 400 million tons. Wind power capacity will be over 100 GW, the electricity generation will reach 190 TWh. Meanwhile, implementing of renewable energy quota system, making and promoting regulation and standard in solar CSP, establishing grid operation and management mechanism for distributed photovoltaic generation, complementing photovoltaic pricing system; making and complementing technique standard and construction procedure in bioenergy utilization, forming testing and certification system; improving the incentives and marketing mechanism for bio fuel and agricultural and forestry biomass in energy utilization. I Specifications & Standards Interim Management Measures of Standardization of Energy Industry The Measure defines the range of standardization in energy industry, requires making standards in energy technique and making the provisions in standard implementation, supervision and rewards. Framework of Wind Power Standard System The Framework provides the specific categories in wind farm planning and designing. Industrial Standard Catalogue, National Energy Bureau (2011) No.5 According to Management Measures of Standardization of Energy Industry (Trail), National Energy Bureau makes Guidelines for Vibration Condition Monitoring of Wind Turbine and other 16 wind power standards in energy industry.
