(a) (b) (c) (d) All visitors and service providers who wish to gain access to any vessel must be included on the agent s list of authorised visitors and service providers for the vessel as per ISPS requirements. All visitors and service providers must provide proof of identity and sign for a visitor s pass prior to entry to the terminal. All visitors and service providers must comply with safety instructions issued by Security Officers and or SICTL employees. All vehicles must be parked in the designated car park area and visitors / service providers must proceed to the vessel via the pedestrian access way. If necessary, service providers with stores and equipment will be escorted to the gangway. This will be provided on application at the security office or in the commissioning building complex. 4.0 Operational Guidelines 4.1 Terminal Operating Hours Where required, labour will be provided 3 shifts per day 7 days a week. DAY SHIFT EVENING SHIFT MIDNIGHT SHIFT - 0600 hrs. - 1400 hrs. - 1400 hrs. - 2200 hrs. - 2200 hrs. - 0600 hrs. Early or delayed start times may be arranged subject to the operational requirements of the terminal. Labour can be extended, where required, provided that an extension notice has been given prior to the meal break. The Enterprise Agreement provides for voluntary and/or guaranteed supply of labour throughout the year except for following periods: From 1400 hrs. (24 th Dec) to 0600 hrs. (26 th Dec) 1. All export cargo is to be pre-advised with a PRA via TAS or 1 Stop. 2. Import containers delivered after the expiration of free storage days are subject to storage Charges as per the published Tariffs on the hpaportal. https://hpaportal.com.au 4.2 Late Receivals The procedure for late receivals is as follows:- 1. In the first instance, consortium partners should ask the Vessel Operator copying SICTL Planning and SICTL Yard. 2. Vessel Operator to check with SICTL Yard and approve or reject the late receival request. 3. If accepted, container operator to provide Late Receival Request (LRR) form with container details and Carrier contact details. 4. Container operator is to ensure that the PRA is lodged before the cut off time. 5. SICTL Yard Leader will issue the Carrier a Slot for the container. An agreement in writing from the Carrier accepting charges on behalf of the shipper is required for Late Receivals. All approved and planned late receivals may be placed in a temporary stow on board the vessel prior to final stowage. In such circumstances, SICTL is unable to accept liability for subsequent restow costs. Page 11

4.3 Hazardous Containers 1. Hazardous exports will be issued with private VBS slots after the validation of correct and complete PRAs and MO41 at least 24 hrs. prior to nominated receival date. 2. In compliance with government regulation of hazardous facilities, SICTL may defer receival of hazardous exports beyond vessel cut-off time to remain within the hazardous limits of the facility. 3. Hazardous imports (excluding class 1 & 7) must be picked-up within 5 days of discharge. Otherwise container operator must arrange for removal to a bond facility. 4. Hazardous Import delivery are subject to a SICTL compliance process as per ARDC and IMDG requirements. 4.4 Out of Gauge and Breakbulk Cargo 1. Standard overheight spreader is limited to 1.8 meters overheight. Maximum allowable weight when using standard overheight spreader 37 tonnes 2. Overheight containers in excess of 1.8 meters will require special handling with chains. Maximum allowable weight when using chains is 38 tonnes. 3. 5.1 IT Systems ngen ngen (new Generation) is the Terminal Operating System; which will Interface with other backend systems to provide a database for Container tracking within the terminal. TOPS & Guider TAS TOPS and Guider uses the ngen database to provide berth allocation, yard planning and ship planning functionalities. The truck appointment system (TAS) is administered by HPCC. Carriers wishing to utilise the TAS system must be registered. Registration details, associated costs and minimum hardware / Software requirements can be obtained via the HPA Portal. http://www.hutchisonports.com.au/.
