1 Overview Carrier access to Flinders Adelaide Container Terminal (herein referred to as the Terminal) is either by pre-booked time slots booked through the Terminal Vehicle Booking System (VBS) or by a Standby Queue. Access by Standby is irregular and not guaranteed at any particular time and is available to all carriers. It is a requirement that all truck drivers are inducted into the Terminal site. Information on how to become inducted can be found on our web site www.flindersact.com.au. All personnel must hold a valid Maritime Security Identification Card (MSIC). These can be obtained through a MSIC service provider such as Veritas or Sydney Ports Corp. All personnel must also have a Flinders Ports Card valid for Berth 6 and Berth 7. This can be obtained via Flinders Ports at 8447 0600. To utilise the VBS system, you must be registered and have setup your company s billing details. A registration fee of $110.00 inc. GST for new VBS Users will apply. The VBS system works on a percentage of volume bases which will place a company into a category that will determine slot availability and preference. 2 VBS Carrier Categories There are four categories, A,B,C&D. Categories are divided up by percentage of volume (slots utilised). Carriers with similar volumes are grouped together into these catgories. Slots will be distrubited into each category at 9:00am each business day. Each category will receive a percentage of slots according to the volume of business in that category. Example, if category A has six carriers, and the total sum of their throughput combined equals 50%, then 50% of slots will be allocated to category A at each 9.00am slot distribution. After 1:00pm the business day prior to usage all carriers may compete for any remaining slots regardless of their category. Carriers can be placed in any category at the Terminals discretion. A periodic review will be held by the Terminal at the end of each quarter. 3 Timeslots Allocation. All carriers entering the terminal must have a pre-booked time slot for every container to be handled, unless arranged prior with Flinders Adelaide Container Terminal management. Please refer to our VBS Manual for useful information on how to book slots and more at: http://www.flindersact.com.au/tmswebapp/downloads/vbs%20manual%20may%202011.pdf Slots will be allocated to each category two days prior to use. Each day a percentage of slots will be distributed until 100% of slots have been allocated. Each carrier and category is allowed to book a maximum number of time slots per zone. This may vary throughout the day. Each carrier is restricted to a maximum number of slots per day. This is calculated by the volume of business handled at the terminal. These details and more can be found on your private VBS Page described later in this document. If a carrier no longer requires a slot, they have until 1.00pm the business day prior to return it without penalty. 4

3.1 Permanent slots Permanent slots are only available to carriers in A B and C Categories. Permanent slots will be distributed in relation to a carrier s container volume. Example, if a carrier in category B handles 5% of the Containers on trucks through the Terminal, then that carrier will receive 5% of the permanent slots issued by the Terminal. A periodic review will be held by the Terminal at the end of each quarter. As a result of the review a carrier may gain or lose slots subject to their relative volumes. A carrier may also lose permanent slots if they regularly go unused. 4 Penalties 4.1 Cancellations Slots returned after 1.00pm the business day prior to use will incur a cancellation fee. This also applies to any permanent slots a carrier may have. A cancellation will incur a fee of $20.00 + GST. Cancelled slots plus any additional slots the Terminal can make available will be distributed at 1.00pm the business day prior to use. Cancellation fees apply to these slots if they are returned. They can be returned up to 1 hour prior to the nominated timezone. 4.2 Early / Late event An Early event is when a vehicle arrives at the Terminal between 60 and 180 minutes prior to the nominated timezone. A Late event is when a vehicle arrives between 60 and 180 minutes post its nominated timezone. An Early / Late event will incur a fee of $20.00 + GST. 4.3 No show event A no show event is when; A booked slot goes unused. A booked slot is cancelled 60 minutes before its nominated timezone. A booked slot is utilised 181 minutes before or after its nominated timezone. These circumstances will incur a No Show fee of $50.00 + GST. 4.4 Disputes All carriers will have the ability to dispute any charges including all Non Conformances once they have received their Daily Notification message from the previous day s events. Once the notification message has been received, the carrier will have 2 business days to dispute any event. Any event under dispute will not be invoiced until resolved. Disputes will be reviewed daily by the VBS clerk. Outcomes will be on a case by case basis. 4.5 Manual Processing A Manual Processing Fee will apply for any container not booked via the VBS Autogate and or requires intervention by Yard or VBS Clerk to facilitate transaction. In this case a $50.00 + GST fee will be charged. If the Terminal has contributed to the manual processing, the fee will be waived. 5

5 Time Slot Exchange Carrier Access Arrangements Carriers may exchange time slots with other carriers, provided that the original booking number is used throughout the transaction. In accordance with these rules the responsibility for all booked time slots remains with the original carrier and any penalties incurred will be the responsibility of the original booking carrier. Please contact the VBS Clerk on 08 8248 9304 for further assistance between 8.00am and 4.00pm. 6 Time Zone Information Each day is divided into 24 time zones covering 4 periods over the day. The price for each period may change. General Operations Zone Time Zone Time 06 0600-0700 18 1800-1900 07 0700-0800 19 1900-2000 08 0800-0900 20 2000-2100 09 0900-1000 21 2100-2200 10 1000-1100 22 2200-2300 11 1100-1200 23 2300-2359 12 1200-1300 00 0000-0100 13 1300-1400 01 0100 0200 14 1400-1500 02 0200-0300 15 1500-1600 03 0300-0400 16 1600-1700 04 0400-0500 17 1700-1800 05 0500-0600 7 Terminal Arrival Procedures and Protocols Carriers are required to arrive at the Terminal within the booked time zone. For example, a truck using the time zone 08 slot should arrive between 0800 and 0859 hours. Any carrier who is not in the entry queue (if applicable) by 0859 may not then be admitted and may be directed to the Standby queue. Carriers that arrive early will be directed to the Standby lane if they arrive 30 mins prior to the commencement of their zone; however there is no guarantee of queuing within the Terminal. If congestion outside the Terminal reaches a stage where it is impeding access to the Terminal or is deemed dangerous by FACT management then carriers maybe directed away from the Terminal precinct until the commencement of their allotted time zone. Carriers who are late will be directed to the standby queue for next available service. In this event every effort will be made to arrange entry later in the day, however this cannot be guaranteed. Late arrivals may be subject to the penalty provisions as outlined in these rules. 6

8 Standby Queue Access Procedures 8.1 General All categories of carrier may use the Standby Queue to access the terminal. The Standby Queue is primarily intended for carriers who are early / late for their timeslot. 8.2 Call Forward System Individual carriers may only move forward beyond the Standby sign only when a green light indicates to move forward. Breach of the lighting system may result in eviction from the terminal. 8.3 Delays There will be delays and access is not guaranteed at any time. Carriers may queue and not be admitted that day as it depends upon progress within the Terminal. Flinders Adelaide Container Terminal will endeavour to process the Standby Queue when operational parameters allow. 8.4 Cut-offs and Late Receivals A carrier, who arrives and is processed through the security office before the vessel has cut-off will be deemed to have arrived before vessel cut-off and be processed by the R&D office in due course. A carrier, who arrives at the security office after the vessel has cut-off, will require a late receival approval from the shipping line. A late receival penalty may be incurred. A slot booked before the vessel cut-off does not guarantee a containers receival. 9 Documentation Requirements Carriers are required to use the following documents only: 9.1 Exports The standard Pre Receival Advice (PRA). This can be lodged electronically or on the Terminal s web site. www.flindersact.com.au 9.2 Imports The standard Import Delivery Order (IDO) or ACS Under Bond Movement Authority (B200). This can be lodged electronically or in paper form. 9.3 Hazardous Exports Hazardous documentation and signage are required by the State governing body. Hazardous goods documentation MUST be provided to the Yard Clerk on arrival. Failure to do so can result in ejection from the Terminal. Any containers discovered after delivery that do not comply with the above mentioned will result in additional charges. 9.4 Break-bulk & Non Standard Break-bulk and non-standard lifts must be booked with the Landside Superintendent/ Yard Clerk, not through VBS. Contact details are listed at the end of this document. 7

Carriers are responsible for the supply, accuracy and legibility of all paperwork. Any errors or discrepancies on paperwork, carriers will be directed to the R&D window in order to rectify the problem. No guarantee of service within the given time zone can be provided in the event of documentation errors. Errors that are unable to be resolved may result in ejection form the Terminal. 10 Container Availability All carriers are reminded that only containers that have received the necessary Department of Agriculture clearances will be released. Carriers are responsible for checking that each container is available for delivery prior to arriving at the Terminal. Container status can be verified by visiting the Terminal s website Container Enquiry Report: www.flindersact.com.au 10.1 Storage Monies owing due to storage must be paid in full prior to the a container been picked up. Storage payment arrangements are as per the details listed on the Terminal s website www.flindersact.com.au. Failure to utilise a timeslot due to storage not being paid will attract a No Show fee as outlined in section 4.3. 11 VBS Registration Requirements The VBS is only available for booking purposes to bona fide carriers. Bona fide carriers are defined as transport companies that directly manage and operate trucks carrying containers to and from the terminal. Carriers are required to complete a registration form and acceptance as a bona fide carrier is dependent on meeting the required Terminal s criteria. Country carriers will require proof of Business Registration address (ACN) prior to acceptance in VBS All VBS Subscribers are required to be registered before utilising the VBS System. 11.1 Internet Log-In & Password Carrier subscribers are issued with a unique Carrier Log In and Password enabling carriers to book their time slots electronically via their own computer hardware and an internet connection to the Terminal s website www.flindersact.com.au. Carriers are responsible for safeguarding their access Log in & Password. Internet Login & Password can be amended by contacting the VBS Clerk on (08) 8248 9304. 12 Export Receival Times Export container time slots are available over a set window prior to the ship s arrival. The export receival dates can be obtained from the Terminal s website: www.flindersact.com.au 13 Import, Export and Ship Information Details of import availability, export receival periods and shipping schedules are available from the Terminal s website: www.flindersact.com.au 8

14 Time Zone Cancellations Carrier Access Arrangements The Terminal reserves the right to cancel a time zone as a result of unforeseen circumstances. This will be done with as much notice as possible but with minimum notice of at least 1 hour. The Terminal will endeavour to assist carriers with replacement timeslots. 15 Bulk Runs In Carriers may at the Terminals discretion arrange a bulk run in. Container volumes handled via bulk runs are treated separately to VBS bookings and are organised in consultation with the Terminal management. A Bulk Run Fee of $250.00 is applicable. 16 Bulk Runs Out Carriers may, at the Terminal s discretion arrange a bulk run out. A Bulk Run Fee of $250.00 is applicable. 17 Invoicing and Payment Billing will be processed fortnightly. Monthly invoicing may occur at the terminals discretion where invoicing amounts are too low for consideration. Please contact the VBS Clerk for further clarification. Nightly notifications will be sent to all carriers with a Daily summary of transactions including slots, Tag purchases and penalties incurred to ensure any disputes can be addressed immediately. To dispute penalties, please go to the Terminal s website. www.flindersact.com.au There carrier s will be able to submit information directly associated to the event for the VBS Clerks consideration. If any assistance is required, please call the VBS clerk on (08) 82489304. 18 Delays Caused by Terminal If VBS Registered Carriers are delayed at the Terminal for more than three hours per vehicle (i.e. from the time they have arrived at the gate house to the time the job is completed by Straddle or likewise), the Terminal will accept claims as follows; $95.00 + GST for the third hour. The Terminal will continue to credit $50.00 + GST for the fourth and fifth hour only for that vehicle for the same event. Example; Driver delayed 2hrs = $0.00 credit. Driver delayed 2:59hrs = $0.00 credit. Driver delayed 3hrs = $95.00 credit. Driver delayed 4hrs = $145.00 credit. Driver delayed 5hrs = $195.00 credit. Driver delayed 6hrs = $195.00 credit. The Terminal in any one year will credit up to $2000.00 incl GST. (July 1st to June 30th). All claims are to be put in writing to the Landside Superintendent and are only payable upon acceptance. The Terminal is not liable for claims for delays caused by Force Majeure. This includes but is not limited to all weather events. 9

However the Terminal reserves the right to cancel time zones with at least one hour s notice, without accepting any claim for any carrier s out of pocket costs the Terminal will subsequently endeavour to assist the carrier with replacement time slots. 19 Gate Procedures Upon entry to the Terminal the carrier will be directed to the appropriate lane by a security card, electronic monitor or direction from the Gatehouse. The driver must scan their personal Flinders Ports Card. Failure to adhere to these instructions will result in ejection from the Terminal and a fine of $300.00. The purpose of the system is to regulate the traffic flows eliminating the peaks and lulls experienced for promotion of truck servicing continuity and demand on Empty Park resources 2 Time Slots The operating hours of Empty park are 07:000 17:00. Time slots can be purchased for any time zone commencing on the hour. Time slots will become visible for purchasing 3 hours prior to the time zone or late in the day for the following mornings requirements. Once a time slot has been purchased the carrier will not be able to return it. Any unused slots will result in non - conformance event as a No Show. (See section 4) The purchase price of the time slot is $6.00 + GST. 3 Driver expectations The driver of the vehicle will be required to present his truck registration plate number to the clerk when submitting the delivery order. 4 Non Conformance A non-conformance event will result in a financial penalty.
