Content Route status and major traffic flows Summary of border control procedures and performance for the route Border control procedures at ports Border control procedures at land borders Documents used for border clearances along the route

Route status and major traffic flows Route 3A starts in the Port of Busan in the Republic of Korea and ends in Duisburg, Germany, a distance of 12,911 km, of which the sea distance is 1,158 km and the rail distance 11,753 km. This route includes a sea link between the Port of Busan and the Port of Vostochny, Russian Federation and follows the Trans Siberian Railway. Also carries intermodal and bulk transit cargo between the Republic of Korea and major locations in the Russian Federation. Route 3B branches off the main Route 3A at Novosibirsk and goes to Kazakhstan (Almaty), also to Tashkent. The total rail distance from Vostochny to Almaty is 7,721 km and from Vostochny to Tashkent 8,701 km. 3

Border control procedures at Vostochny Advance submission of cargo documents (both electronically and on paper) Customs X-ray inspection In some cases, physical inspection of containers by Customs Application for railway wagons 6

Procedures for Trans-Siberian Railway For shipment of equipment or heavy cargo, the lashing detail should be submitted with photo before shipping. Customs inspection or examination in cases of: - Package weight over 1.5ton/package => additional lashing at Vostochny - First shipment => X-RAY inspection mandatory Required Pre-permission before shipping in cases of: - Dangerous goods ( information on the type of dangerous goods for prior approval ) - Package weight over 4.5ton/package Some cargoes have convoy fee (valuable cargo) For trains to destinations in the Russian Federation, Consignee must have a registered railway code to import cargo. 7

Documents used for clearances along the route Bill of lading for maritime transport One of the respondents also mentioned the need for additional feeder bill of lading SMGS consignment note for railway leg (for destinations outside of Russian Federation) Domestic consignment note ГУ-29-У-ВЦ (for destinations within Russian Federation) Documents required for accompanying specific kinds of goods 8

Problems and bottlenecks identified by respondents Infrastructural bottlenecks (lack of capacity of railway offspring from TSR main line to Vostochny port) Resulting in long waiting time for wagons to load the containers When physical Customs inspection is applied, it results in delays (different time estimates) 9
