9.2-1 REPORT Meeting Date: 2015-11-26 Regional Council For Information DATE: November 10, 2015 REPORT TITLE: REGION OF PEEL GOODS MOVEMENT STRATEGIC PLAN - 2015 STATUS UPDATE FROM: Dan Labrecque, Commissioner of Public Works OBJECTIVE To provide an update on the progress of the Peel Goods Movement Task Force and the Peel Goods Movement Strategic Plan. REPORT HIGHLIGHTS In 2009, Regional Council established the Peel Goods Movement Task Force (Task Force) which is comprised of public and private stakeholders. In 2012, Regional Council approved the Peel Goods Movement Strategic Plan 2012-2016 with 23 action items to be prioritized over five years. The Task Force has been meeting regularly to advance progress in completing the action items. The tasks identified in 20 of the 23 action items have been substantially completed. These action items are now being operationalized and work will be ongoing to implement them. The remaining three action items have been initiated, and will be completed by the end of 2016. A Long-Term Goods Movement Strategy and update to the 5-year Goods Movement Strategic Plan has been initiated to ensure the vision for efficient goods movement is sustained into the long-term future. DISCUSSION 1. Background Peel Region is one of Canada s most important multimodal goods movement hubs. Peel s central location within Canada s wealthiest consumer market and its proximity to the Toronto Pearson International Airport, a variety of 400-series highways and two intermodal rail/truck facilities make it a significant attractor for goods movement activity in the Greater Golden Horseshoe area. The safe and efficient movement of goods is vital to Peel s economy. The Ministry of Transportation s Commercial Vehicle Survey projected that on an average day in Peel, over 68,000 commercial vehicles with a total commodity value of $1.8 billion travel to, from or through the Region. It is also estimated that in 2014, goods movement-related industry

9.2-2 PEEL GOODS MOVEMENT STRATEGIC PLAN - 2015 STATUS UPDATE contributed $49 billion to the economy, which is 48% of Peel s total Gross Domestic Product (GDP) generated and 21% of all goods movement-related GDP in Ontario. It is projected that the goods movement-related GDP in Peel will continue to increase to almost $60 billion in 2031. In addition to GDP, Peel has a significant number of jobs related to goods movement with approximately 43% of jobs the Region related to the goods movement supply chain. By comparison, the rest of Ontario and Canada each have about 27% goods movement-related jobs. The movement of both goods and people within and through Peel is becoming increasingly affected by rising levels of congestion. Peel has long recognized that goods movement businesses are a significant contributor to Peel s economy and in 2003, a formal goods movement program was initiated. In 2009, Regional Council established the Peel Goods Movement Task Force (Task Force) to recognize goods movement as a priority in Peel. 2. Peel Goods Movement Task Force The Task Force was established in 2009 to bring together key stakeholders from private and public sector companies and agencies that have an interest in the efficient movement of goods. The mission of the Task Force is to support businesses with a transportation system that moves goods and delivers services safely, quickly and efficiently, maximizes economic opportunities and reduces the associated environmental and community impacts. a) Peel Goods Movement Task Force Membership As per the Task Force Terms of Reference, its membership consists of the Regional Chair, three Peel Regional Councilors (one each from the City of Mississauga, the City of Brampton, and the Town of Caledon). Under Regional Council Resolution 2014-880, Regional Chair Dale (ex-officio) and Regional Councilors Crombie, Medeiros, and Thompson have been appointed to the Task Force for a term ending November 30, 2018, or until their successors are appointed by Regional Council. The Task Force also includes various public sector and private sector members. b) Peel Goods Movement Strategic Plan 2012-2016 In 2012, the Task Force members and the Technical Working Group (including area municipal staff) developed the Peel Goods Movement Strategic Plan 2012-2016 ( Strategic Plan ). Within the Strategic Plan, the Task Force identified an Action Plan of 23 actions to improve how goods are moved within and through Peel Region. The actions were prioritized over a five-year period and have been categorized into four Strategic Directions: 1. Pursue Infrastructure Improvements; 2. Partnership, Communication and Advocacy; 3. Systems Optimization of Existing Infrastructure; and 4. Planning and Forecasting. By recommendation of the Task Force, three subcommittees were established for each of the Strategic Directions. Strategic Directions one and three were combined for - 2 -

The subcommittees provide a forum for the Task Force members to work together to complete the Action Plan and monitor project process. c) Meetings and Events Over the last four years, many meetings, events and partnerships have been accomplished to advance the Task Force objectives and Strategic Plan. 3. Goods Movement Action Plan Progress Significant progress has been made in completing the Action Items. Twenty of the 23 Action Items have been substantially completed. These items are now moving into operational and implementation phases. The remaining three Action Items have been initiated and will be completed through 2016. A detailed description of the action items progress is provided in Appendix I Peel Goods Movement Strategic Plan 2015 Status Update. A summary of the Action Plan progress is provided below: ACTION # ACTION ITEM DESCRIPTION STATUS (as of October 2015) COMPLETED WORK Action 1 Prioritize intersection improvements to increase truck traffic flow on key corridors Key intersections already planned for improvement were evaluated to determine if any could be prioritized for goods movement. The intersection of Steeles Avenue and Torbram Road has been advanced from 2026 to 2015. Two additional intersections are being monitored annually to determine if advancement is necessary. This process will be integrated into annual reviews. Action 2 Action 3 Action 4 Identify and implement access improvements to Toronto Pearson Airport Identify and implement access improvements to CN Brampton and CP Vaughan Intermodal facilities Prioritize improvements to at-grade rail crossings A discussion paper was developed which outlines several potential improvements which will be implemented over the next few years. A feasibility study for the top two crossings (Coleraine Drive and King Street, both in Bolton) has been completed. A report to Regional Council will be brought forward in 2016 with the results of this feasibility study. - 3 -

Recommendations from the study are being investigated. An advocacy discussion paper has been completed with recommendations, endorsed by Regional Council on May 22, 2014 (Resolution 2014-474). The recommendations will be implemented. A discussion paper has been completed with recommendations to revise the planning framework for flexibility in accommodating land-intensive goods movement land uses with low employment densities. A report to Regional Council will be brought forward in 2016 with the paper s recommendations. Advocacy efforts completed including various workshops and the development of the Western Golden Horseshoe Municipal Network Charter (WGHMN). Advocacy efforts will be ongoing. At the May 22, 2015 Peel/Southern Ontario Gateway Council/WGHMN goods movement/transportation challenges workshop, MTO announced they will undertake a Long-Term Transportation plan for the Greater Golden Horseshoe. Action 9 Identify additional federal and provincial funding sources for the 400 series highway with 401 as a high priority corridor Action 10 Advocate for streamlining and expediting the Environmental Assessment (EA) process Action 11 Identify opportunities to strengthen connections between government and private-sector industry Meetings and reports have been completed to advocate for expediting highway improvements. Advocacy efforts will be ongoing. A discussion paper dealing with EA reform has been completed and was endorsed by Regional Council in September 2014 (Resolution 2014-782). Recommendations from the paper are being further worked on. Partnerships established through workshops, meetings and events. Partnerships will be further strengthened through implementation of the Freight Transport Demand Management recommendations. - 4 -

Monitoring of changes in traffic patterns and updates are ongoing. An interactive map has been developed to provide useful information for trucks and other road users navigating Peel Region roads. The ITS Strategic Plan was completed in November 2012 and implementation is ongoing. Process mapping and mechanism mechanisms complete. Requirements are being implemented through the capital plan. A discussion paper has been completed with input from Ontario Provincial Police (OPP) and Peel Regional Police Services. Technological and process strategies have and are being implemented by the Police Services. Freight TDM study approved by Regional Council on June 27, 2013 (Resolution 2013-573). The study recommended a Smart Freight Association feasibility study which is currently underway to the end of 2015. A report will be brought to Regional Council with the results of the feasibility study in 2016. The SGMN has been established. A more detailed feasibility assessment of identified roads that cannot presently handle trucks is being completed and a stakeholder outreach strategy has been undertaken in 2015. The network will be updated as needed. A study has been completed in conjunction with Action 22. The study provided recommendations for future work in developing a freight village. More details will be provided in a separate report to Regional Council at its meeting on November 26, 2015. A study has been completed in conjunction with Action 21. Working with MTO on developing a Memorandum of Understanding (MOU) for several data collection/collaboration projects. Also participating in the icorridor program and the Commercial Vehicle Survey (conducted every two years). In progress through 2016. This item is being looked at under the Action Item #19 and the Smart Freight Association that is being studied. The item is being assessed, and its feasibility and priority will be re-evaluated as part of the Goods Movement Long Term Strategy. In progress through 2016. Initial discussions with potential partners have begun and terms of reference for establishing a Goods Movement Centre of Excellence will be developed. 4. Region of Peel Goods Movement Long-Term Strategy and 5-year Strategic Plan Update As part of the Peel Goods Movement Task Force, a Region of Peel Goods Movement Long- Term Strategy (Long-Term Strategy) is currently being developed to provide a framework for long-term multimodal goods movement planning in the Region of Peel to the year 2041. The Long-Term Strategy is developing a vision and assessing needs for balancing the growing goods movement industry in Peel and the needs of its residents. This work will also inform and develop Peel Regional Official Plan goods movement-related policies and provide inputs to the Peel Long Range Transportation Plan. As the term of the existing five-year Goods Movement Strategic Plan: Peel Region Moving into Action: Peel Goods Movement Strategic Plan 2012 to 2016 comes to a close, an update to the plan is being undertaken. The five-year Goods Movement Strategic Plan update will review the existing 23 action items and will recommend a set of new action items for the next five-year period (2017-2021). Future reports to Regional Council will be brought forward on both projects. 5. Next Steps Over the next year (2016), the following will be undertaken: a) Completion of the Existing Strategic Plan Continue working with the Task Force, Subcommittees and Goods Movement Technical Working Group to complete the three remaining in-progress action items. - 6 -

9.2-7 PEEL GOODS MOVEMENT STRATEGIC PLAN - 2015 STATUS UPDATE Continue implementation of completed action items. As noted, many of the completed actions refer to the specific scope of work in the Action Plan. The work in these action items moves into the more operational phases where Environmental Assessments, construction, on-going advocacy, communication and partnerships, and continuous improvement will occur. b) Moving Forward In collaboration with the Task Force, develop the Goods Movement Long-Term Strategy and five-year Strategic Plan Update. Integrate goods movement into the Region of Peel Transportation Safety Strategic and Operational Plan. The Task Force will continue to meet regularly to ensure continued advancement of its mandate. CONCLUSION Overall, the completion and progress of work are on track to address existing and future goods movement challenges and opportunities. The significant progress made in moving forward these actions is due to the commitment and dedication of the Peel Goods Movement Task Force private and public sector partners. Since the Task Force inception in 2009, the Task Force members have dedicated their time, insights, resources and enthusiasm for moving the Strategic Plan action items forward. Through continued collaboration, members of the Task Force are leading positive changes to the efficiency, effectiveness, and safety of Peel's goods movement transportation system. 9.2-8 PEEL STRATEGIC GOODS MOVEMENT PLAN (2012-2016): 2015 STATUS UPDATE GOODS MOVEMENT IN PEEL Within Canada, the Region of Peel hosts the largest, most intense cluster of freight distribution and logistics industries, which are located within a one-day drive to more than 135 million Canadian and American consumers. Peel is home to: Toronto Pearson International Airport, Canada s largest and busiest airport by freight and passenger volume Seven 400-series highways, and a large network of arterial roads The CN intermodal rail/truck facility (and adjacent CP intermodal in Vaughan). Two major railway lines (Canadian National and Canadian Pacific Railway) Peel's central geographic location results in a large number of goods movement trips passing through the Region annually. Impacting the movement of goods is the fact that the Region is facing, and will continue to face, strong growth related pressures.

9.2-9 Peel Goods Movement Strategic Plan (2012-2016): 2015 Status Update Region of Peel GOODS MOVEMENT AND THE ECONOMY Peel s central location within Canada s wealthiest consumer market, and the fact that it contains over 86,600 businesses, has positioned it not only as an economic hub, but also as a major goods movement hub in Canada. Peel's goods movement systems are a cornerstone and key enabler of the Region's economy. Approximately 44% of the jobs in Peel are related to the goods movement supply chain (e.g. manufacturing, transportation/warehousing, wholesale trade, construction, agriculture and mining/quarrying). To maintain its competitive edge the Region must ensure the efficient movement of goods through and within it to attract industry and investments. 8.7% 21.1% $646B $231B $49B DID YOU KNOW? Support and influence sustainable transportation systems to ensure that goods are transported in an efficient and timely manner. 2. Optimize the use of existing infrastructure and capacity, and minimize adverse environmental, social and economic impacts caused by goods movement transportation. THE PEEL GOODS MOVEMENT TASK FORCE In April 2009, the Peel Goods Movement Task Force was established by Peel Regional Council in recognition of the importance of goods movement to Peel. There was a need for the private and public sector interests involved in goods movement to work together to address existing and future challenges and opportunities. The mandate of the Peel Goods Movement Task Force is as follows: To develop a common vision for goods movement in the Peel area; To provide a forum to bring together key public and private sector stakeholders to guide future improvements to the goods movement system, to facilitate the exchange of information and to develop common messages on issues affecting goods movement; To monitor, review and provide input and feedback to regional, provincial and federal initiatives related to goods movement; and Source: WSP/PB, 2014 2 2

The Task Force includes representatives from: THE GOODS MOVEMENT STRATEGIC PLAN (2012-2016) In 2012, the Peel Goods Movement Task Force developed Peel Region Moving Into Action: Goods Movement Strategic Plan 2012-2016. The Plan is broken down into four (4) strategic directions, which are further broken down into 23 action items. Twenty three (23) action items have been identified for the Task Force to champion over the course of the next five (5) years to help move goods more efficiently, manage congestion and mitigate its effects on health and the environment. 9.2-11 Peel Goods Movement Strategic Plan (2012-2016): 2015 Status Update HIGHLIGHTS OF COMPLETED WORK Prioritizing Intersection Improvements Key intersections already planned for improvement were evaluated to determine if any could be prioritized for goods movement. The intersection of Steeles Avenue and Torbram Road has been advanced from 2026 to 2015 and is currently being constructed. Two additional intersections are being monitored annually to determine if advancement is necessary. The process will be integrated into annual reviews. Prioritize improvements to at-grade rail crossings Prioritization of improvements is complete. All 12 at-grade crossings on Regional Roads were assessed. A feasibility study for the top two crossings (Coleraine Drive and King Street, both in Bolton) has been completed. A report to Regional Council will be brought forward in 2016 with the results of this feasibility study. Study report available online. Region of Peel Advocate for improvements to border crossings A discussion paper was drafted to look at the various issues surrounding Southern Ontario border crossings. The discussion paper also provides a set of recommendations for how to improve the movement of goods through these borders. The Task Force will work together to implement the recommendations. Advocate for improved provincial and federal goods movement planning and greater inter-regional cooperation Recent advocacy accomplishments include: - MTO/TC/Metrolinx/Peel Freight Hubs Workshop November 29, 2013. - Western Golden Horseshoe Municipal Network (WGHMN) Charter developed. - May 9, 2014 Peel/Southern Ontario Gateway Council (SOGC)/WGHMN workshop: Importance of Multi-modal Transportation Planning on Ontario s Economy Workshop. - June 20, 2014 Joint Peel Goods Movement Task Force/ Metrolinx/SOGC/WGHMN Meeting. - May 22, 2015 - Goods Movement: Supply Chain Needs & Transportation Challenges Workshop with SOGC/WGHMN. Announcement of MTO Long-Term Transportation Plan for Greater Golden Horseshoe. Advocate for streamlining and expediting the Environmental Assessment process A discussion paper dealing with EA reform has been completed and was endorsed by Regional Council in September 2014. The Region will work in partnership with the Municipal Engineers Association, Regional Public Works Commissioners of Ontario and others as the initiative moves forward. Report available online. Research truck-only lanes and implement a pilot project In 2013, the Region, in partnership with Metrolinx, MTO and other Canadian municipalities, partnered on a study entitled Investigating the Potential for Truck Lanes in Urban Areas. The Region is currently working with MTO on developing a MOU for several data collection/collaboration projects. Participation in the icorridor program and the Commercial Vehicle Survey (conducted every 2 years). In progress to 2016. Improve incident management A discussion paper has been completed with input from OPP and Peel Regional Police Services. Technological and process strategies have and are being implemented by the Police Services. The report recommends the implementation of a longterm Intelligent Transportation System Strategic Plan and effective communication strategies, including the development of a full Emergency Detour Route (EDR) Action Plan which will be implemented for the Region of Peel. Region of Peel Travel Demand Forecasting Model Enhance traffic signals to accommodate and increase better traffic flow along goods movement corridors Progression runs and optimization were completed in 2013 on key goods moving corridors. Monitoring of changes in traffic patterns and updates are ongoing. Report available online. Develop and implement a Strategic Goods Movement Network (SGMN) The network map has been established. The implementation phase has begun to complete feasibility assessments of roads within the SGMN not currently built to a standard that accommodates trucks. Create a Peel truckers map that employs GPS and includes routes and by-law references An interactive map has been developed to provide useful information for trucks and other road users navigating Peel region roads. Quantify economic benefits of freight to Peel's economy A study has been completed which compiled key statistics related to the economic impacts of goods movement within Peel. These statistics have been included on page 2 of this update. 5 5

A discussion paper has been completed with recommendations to revise the planning framework for flexibility in accommodating land-intensive goods movement land uses with low employment densities. A report to Regional Council will be brought forward in 2016 with the paper s recommendations. Advocacy efforts completed including various workshops and the development of the Western Golden Horseshoe Municipal Network Charter. Advocacy efforts will be ongoing. Technological and process strategies have and are being implemented by the Police Services. Freight TDM study approved by Regional Council on June 27, 2013 (Resolution 2013-573). The study recommended a Smart Freight Association feasibility study which is currently underway to the end of 2015. A report will be brought to Regional Council with the results of the feasibility study. The SGMN has been established. A more detailed feasibility assessment of identified roads that cannot presently handle trucks is being completed and a stakeholder education and outreach strategy has been undertaken in 2015. The network will be updated as needed. A study has been completed in conjunction with Action 22. The study provided recommendations for future work in developing a freight village. A subsequent report to Regional Council will provide more details on the recommendations. 7 7
