1.0 PURPOSE PURCHASE REQUIREMENT FOR THREE PHASE, OIL FILLED, METAL ENCLOSED, PAD MOUNT TRANSFORMERS 1.1 This specification outlines the purchase and test requirements for three phase, oil filled, metal enclosed pad mount transformers for both Con Edison (CECONY) and Orange & Rockland Utilities, Inc. (O&RU). 1.2 These three phase pad-mount transformers shall be installed on the 4 kv, 13 kv, or 27kV underground residential distribution (URD) systems of both CECONY and O&RU. 1.3 This specification also states the test and manufacturer's proposal requirements of both CECONY and O&RU. 2.0 GENERAL 2.1 All requirements stipulated in this document apply to both CECONY and O&RU (the Company), unless otherwise noted. 2.2 All characteristics, definitions, terminology, ratings and tests, except as otherwise stated in this specification, shall be in accordance with the latest revisions of ANSI and EEI-NEMA Standards on "Distribution Transformers." Where there is a conflict between ANSI and EEI-NEMA Standards, the more stringent standards shall apply. 2.3 All transformers shall comply with the latest efficiency requirements set by the Department of Energy (D.O.E.). 2.4 The pad-mount transformers shall be oil immersed, self-cooled, three phase, 60 Hertz, and "dead front" primary constructed with no exposed live parts in the primary compartment. 2.5 The types of pad-mounted transformers purchased shall be: Voltage (KV) Type 13 Radial/Loop Feed 4/13 (Dual Voltage) Radial/Loop Feed 27 Radial/Loop Feed 2.6 The radial feed transformers shall have provisions for a single 3 phase primary source of supply. 2.7 All transformers shall have sufficient clearance to permit the conversion of Radial Feed to Loop Feed via the insertion of feed-thru inserts (aka "Wish Bone Tees" or Binoculars ). Note: Transformers with 600 amp primary bushings are for radial feed only 2.8 This specification also covers the requirement to install feed-thru loadbreak inserts by the manufacturer on CECONY transformers only. O&RU transformers do not require the installation of feed thru inserts and are not to be supplied with the transformers. 2.9 All transformers purchased under this specification shall conform to Quality Assurance Specification 7100 level D. 3.0 ELECTRICAL REQUIREMENTS 3.1 TRANSFORMER WINDINGS AND CORE Transformer windings and core construction shall be as follows: 3.2 BIL RATINGS KV Winding Core Construction 4/13 Dual Y-Y 5-Legged (Con Ed) 13 Delta-Y 3-Legged or 5-Legged (O&RU) 13 Y-Y 3-Legged or 5-Legged 27 Y-Y 5-Legged 3.2.1 The BIL rating of all secondaries (208/120 and 480/277) shall be 30kV. Note: Fully insulated 480V or 208V secondaries are acceptable alternates for the "GrdY" reduced insulation system specified and should be indicated in proposals and on nameplates when offered. 3.2.2 The BIL rating of primary, refer to Section 3.4. 3.3 TAP CHANGER See Table 3.3 below for tap identifications. a. The fuse shall be contained in gasketed and tightly sealed Bay-O-Net assembly and shall be field replaceable. The fuse sizes shall be submitted to and approved by CECONY or O&RU Distribution Engineering for the first order only of each size and type. 3.6.3 The Bay-O-Net fuse assembly shall have a flapper valve to minimize oil spillage upon removal. This shall be Eaton/Cooper Power Systems Catalog Number 4000361C99FV or the Company Engineering Department approved equivalent. 9/47

4.1.1 The padmount transformer consists of a cabinet and tank. The cabinet consists of one high voltage compartment, one low voltage compartment, and two separate doors. The general arrangements for cabinet and tank shall be in accordance with Drawing No. 328371. All metal sections of the entire unit shall be adequately joined together. 4.1.2 The tank and the compartment shall be assembled as an integral unit, and shall be metal enclosed, weather-resistant, and tamper resistant. The unit shall be designed for anchoring on a pad without additional housing, fences, or other provisions to make the unit safe for direct contact with the public. The manufacturer shall submit proof that the designs comply with the test procedures and requirements of the design test method for cabinet security described in ANSI C57.12.28, "American National Standard for Switchgear and Transformers Pad-mounted Equipment - Enclosure Integrity." 4.1.3 The overall transformer footprint shall be as follows: a. For CECONY: Units shall be designed to fit on the concrete pad as shown in Drawing Nos. 328372 and EO-13775-B without overhanging the slab or exposing cable entrance openings through the slabs. Coolers however, if required, may overhang out from the tank enclosure and slab a maximum of 30 inches. Cooling radiators may be located on the rear or side portions of the transformer tank, refer to Drawing No. 328371 for details. b. For O&RU: Units shall be designed to fit on the concrete pad as shown in Appendix A, O&RU Pad-mount Transformer Installations for concrete pad dimensions. 4.1.4 The transformer material shall have the following minimum thicknesses: Cabinet ---------------- 0.090 inches (13 gauge) Tank Walls ------------ 0.179 inches (7 gauge) Auxiliary Coolers----- 0.048 inches (18 gauge) 4.1.5 The entire surface of the pad-mount transformer shall be treated to minimize corrosion. The enclosure coating system shall comply with section 5 of ANSI C57.12.28-1988, "American National Standard for Switchgear and Transformers-Pad-mounted Equipment - Enclosure Security." 4.1.6 The entire cabinet and tank shall be coated with weather-resistant, chip resistant paint. The final paint finish shall be dark, green color, either Munsell Notation 5.5 GY 2.76/2.1 or 7 GY 3.29/1.5. 4.1.7 The unit (up to and including the 2500kVA size) shall be equipped with integral bottom support bars and be so constructed that it can be lifted using a forklift, using a crane, or skidded, and slid into place without damage to the cabinet or tank components. It shall not be necessary to have to use a crane to move and position the unit. However, provisions for crane lifting shall also be provided. 4.1.8 All transformer cabinets shall have two separate outside metal doors. One door shall provide access to the low voltage compartment and one to the high voltage compartment. Each door shall have welded on, inside non-corrosive hinges. Bolted on hinges are acceptable provided the mounting hardware is brass, bronze or stainless steel and the hinges are secured so that there are no exposed screws, bolts, or other fastening or devices that are externally removable (with the exception of the penta head bolts provided for extra security) that could provide access to energized parts in the enclosure. 4.1.9 All doors shall have non-corrosive, tamper resistant hinges. 4.1.10 The front sill shall be removable. 4.1.11 Transformer sill and risers shall be manufactured of 304 Stainless Steel. 4.2 Cabinet Construction 4.2.1 Cabinet doors shall be of sufficient size to provide adequate working space when opened between 160 and 180. The doors shall be provided with latch stops, installed by the manufacturer, for latching the door in the open position at 100. 4.2.2 The low and high voltage compartment doors shall be adequately reinforced from the inside to prevent entrance into the compartments and misalignment of the doors and locking mechanisms. 4.2.3 A flange (¾-inch minimum width; 2 inch maximum width) shall be provided at the base of both the high voltage and low voltage Specification Revision Rev Effective Copyright Information 13/47

compartments to provide a means for anchoring the unit to the pad. 4.2.4 CECONY Purchase Orders: Doors with a maximum opening of 90 are acceptable, provided there is a 12" minimum clearance between high voltage bushing H1 and the door. 4.2.5 For all units, the high voltage compartment shall have a minimum width of 43". The depth of the high voltage and the low voltage compartments shall be a minimum of 20" for 13 kv & dual 13/4kV units and 23" for 27 kv units. The 4.5 minimum dimension between the H 3 bushing well and the partition shall be to the surface of the insulating barrier. 4.2.8 The low voltage compartment door shall be equipped with a handle, which has a three point latching device. The latching shall be at the top, bottom and center. The center shall fasten to the metal compartment divider. 4.2.9 In addition to the above, all access doors shall be fastened with a device that requires a penta head tool to permit unlatching the 14/47

door only after the padlock has been removed. Hex head bolts are not acceptable. The penta head device or penta head captive bolt shall be coordinated such that the padlock may not be inserted into the hasp until the access door is fully latched and the penta head device is secured. 4.2.10 A minimum of one penta head device or captive bolt and padlocking means shall be provided. The penta head device or bolt shall be surrounded by a non-rotating guard or shall be recessed such that the penta head device or bolt can be engaged only by the proper tools. The dimensions of the penta head bolt and non-rotating recess or guard shall comply with ANSI C57.12.28-1988, Fig. 1. 4.2.11 The penta head device or bolt shall not be readily removable during normal operation of the door(s) and, if removed or disengaged, there shall be no holes remaining that would permit entry of a wire into the enclosure. 4.3 Tank Construction 4.3.1 A float type liquid level gauge shall visually indicate the oil level. The gauge shall be mounted such that when it indicates the oil level is low, it is unsafe to operate the bayonet fuse as a loadbreak device. It shall be installed in the high voltage compartment near the bayonet fuses. The liquid level gauge shall be Heartland Liquid Level Gauge Catalog #HLG-1000 or Con Edison or Orange & Rockland Engineering approved equivalent. 4.3.2 A standard top-oil temperature gauge shall be supplied and installed in the low voltage compartment. 4.3.3 An oil-sampling valve shall be supplied and located in the bottom right corner of the primary compartment, between 3 inches and 6 inches from the HV/LV barrier as shown in Drawing No. 328373. 4.3.3 All units shall be provided with a handhole. The handhole cover shall be bolted on for all units and shall be covered with a false tamper-resistant roof. 4.3.4 The handhole shall provide functional access to all components. A rectangular handhole 12" min. X 18" min. or a round handhole with Specification Revision Rev Effective Copyright Information 15/47

an 18" min. diameter is required. As an alternate, for units with a tank width of less than 62" a handhole of 9.5" min. X 17.5" min. may be provided. For units with a tank width of 62" and greater, two handholes shall be provided - each a minimum of 9.5" X 17.5". 4.4 High Voltage Terminals 4.4.1 All high voltage terminals, located in the high voltage compartment, shall be of completely "dead front" design. High voltage terminals rated 200 amps shall be Elastimold "Flower Pot" short shank bushing wells with bail tabs and replaceable stud or equal. High voltage bushing wells are to be gasketed to the tank. The bushing well shall be rated at 35kV and 150kV BIL. It shall be capable of directly accepting inserts for the 13kV and 34kV systems. High voltage bushing wells shall be installed complete with bail tabs. Acceptable manufacturer and catalog numbers for high voltage bushing wells are Elastimold L1601-PC-S1, Eaton/Cooper Power BW150R, ABB 609C030G01 or 609C030G02, Colt 3-701911-50, or a CECONY or O&RU engineering approved equal. 4.4.2 High voltage terminals rated 600 amps shall be solid epoxy bushing, top mounted Elastimold Catalog No. 600T1 or equal. There are no bushing wells or feed-thru inserts for 600 amp primary units. The 600 amp bushings shall be rated 15kV and shall be gasketed to the tank. 4.4.3 All high voltage bushing wells shall have four tabs, each with hole to accept primary elbow hold down bails. These tabs shall be mounted at a 45 angle from the vertical and horizontal plane. 4.4.4 The units shall be provided with three high voltage terminals, six ground clamps and three parking stands. The general arrangement of these shall be in accordance with Drawing No. 328373. The High voltage bushings shall be arranged as per ANSI C57.12.26 Figure 5(a) for 15.2 kv connectors. 4.4.5 All high voltage terminals, except as noted, shall have a minimum continuous rating of 200 amperes (r.m.s.) and shall withstand momentary fault currents up to 10,000 amps, r.m.s. symmetrical without damage. 4.4.6 For CECONY Only: For transformers rated 1500kVA and 2500kVA with either 13.2kV or dual 13x4kV primaries, the high Specification Revision Rev Effective Copyright Information 16/47

voltage terminals shall have a minimum continuous rating of 600 amperes (r.m.s.) and a momentary fault withstand rating of 40,000 amps, r.m.s, symmetrical. All internal ties and connections shall be designed to carry the rated current of the transformer continuously for at least three consecutive days, without damage. 4.4.7 All high voltage terminals shall be labeled in accordance with Drawing No. 328373. Stenciled letters shall be 1.75 inches high, painted yellow. 4.4.8 High voltage bushing wells shall be installed such that the clamping bolts and the hold down bail tabs shall not extend more than 3/8 above the top surface of the bushing well. 4.4.10 Stand-off brackets and brackets for feed through devices must be solidly welded to the tank. 4.5 Low Voltage Terminals 4.5.1 Four low voltage terminals shall be located in the low voltage compartment. Three of these terminals shall be for the phase connections and one for the neutral. The terminals and/or internal leads shall be easily disconnectable from the handhole. These terminals shall be staggered and labeled in accordance with Drawing No. 328373. 4.5.2 The continuous rating and fault withstand rating of the secondary terminals shall be in accordance with ANSI and NEMA Standards. 4.5.3 All low voltage terminals and the Xo secondary neutral shall consist of tinned copper or bronze spades. The thickness of these spades shall be 3/8" for 75 thru 500 kva, and ½" for 1000 thru 2500 kva. These spades shall have standard ANSI hole drilling and standard vertical hole spacing. These lugs are mounted back-to-back on each set of holes, thereby putting an additional eight-pound load on each set of holes. The manufacturer shall provide permanent or easily removable (for maintenance) mechanical supports. Permanent supports utilizing the tank or cabinet shall include full rated insulators between phase terminals and compartment. 4.5.5 An insulated support shall be included on 750KVA and larger units. The insulated support shall be connected between the secondary bushings and the cabinet frame such that each busing is capable of supporting ten (10) 500MCM copper cables, each six (6) feet long. 4.5.6 In additional, adequate clearances shall be provided between all low voltage spades and the cabinet. Supports used for low voltage spades shall not interfere with the assembly of lugs onto the spades. 4.5.7 On all units, the Xo secondary neutral terminal shall be: a. Solidly welded to the tank, with the ground strap internally bolted to the tank, and easily accessible from the handhole; or b. Employ an insulated neutral bushing with an external ground strap bolted to the tank. The external ground strap must be capable of carrying full short circuit current and must not occupy any of the above required cable hole sets. 4.5.8 On Y-Y units, the Ho (high voltage neutral) and Xo (low voltage Neutral) shall be internally connected through a removable link (located below, and accessible through, the handhole). 4.5.9 The secondary bushings shall be made of a non-porcelain material. 4.6 Loadbreak Switch 4.6.1 All straight and dual voltage three phase, metal enclosed, transformers shall be provided with a built-in, 3-phase load break switch rated 200 Amperes continuous, that will be used to deenergize the transformer. symmetrical (0.17 sec) 1.3 maximum asymmetrical factor. 4.6.3 These 13 & 27 kv primary load-break switches shall be operated remotely with a hot-stick. These switches shall have load-break capability for a PF of 70% to 80% lagging and shall be capable of closing in on the maximum fault without damage. 4.7 Parking Stands 4.7.1 Parking stands shall be provided in the high voltage compartment in accordance with the arrangement shown in Drawing No. 328373. These parking stands shall accommodate all primary load-break accessories and shall be stenciled as indicated in Drawing No. 328373. The letters, associated with the primary phases A, B and C shall be stenciled over each parking stand. They shall be 0.75 inches high, painted yellow. Parking stands are to be extended a sufficient distance from the front face of the transformer tank wall to allow installation and operation of cables and terminations when loop feed adapters (Feed-Thru Inserts "Wish Bone Tees" or Binoculars ) are installed on the high voltage bushings. Sufficient vertical clearance shall also be provided between the parking stands and the high voltage bushings to allow the insertion of the feed-thru inserts without abrasion. The bushing well mounting bolts shall be cut short enough so as to not interfere with the inserts. Cables and terminators "parked" shall not interfere with cables and terminators connected to the loop feed adapters. Sufficient clearance shall be provided to permit the installation of bushing mounted, elbow type surge arresters in all units. 4.8 Grounds and Tank Grounds 4.8.1 A copper or stainless steel tank ground pad shall be brazed or welded to both the high and low voltage compartments. This pad shall consist of two 1/2"-13 NC tapped holes (3/4" deep), spaced 1-3/4" distance between centers. 4.8.2 Ground clamps shall be provided in the high voltage compartment for terminating high voltage cable neutrals. These clamps shall be capable of accepting #8 to 2/0 AWG stranded copper conductors. They shall be screwed into a tapped boss that is welded to the tank. Two clamps per bushing are required. 4.9 Oil 4.9.1 The oil to be used in the transformers shall be hydro-refined oil containing by weight 0.15% to 0.18% DBPC (2, 6 Ditertrary Butyl Para Cresol) inhibitor. Lower levels of inhibitor are not acceptable. The type of oil to be used shall be listed in the proposal. The approved oils are listed in Con Edison Specification EO-10,812. 4.9.2 The oil used in the transformer shall have no detectable concentrations of polychlorinated biphenyls (PCB's). A detectable concentration is defined as greater than 1.0 ppm. 4.9.3 In addition to the transformer s ratings and its date of manufacture etched into the manufacturer s corrosion resistant nameplate, the following statement shall be included on the nameplate: "This Transformer is PCB Free at Time of Manufacture", or Contains less than 1 ppm of PCB s at the time of manufacture. The nameplate shall be mounted inside of the low voltage compartment door. 5.0 FEEDER AND BANK TAG HOLDER 5.1 CECONY Purchase Orders: The manufacturer shall provide a feeder and bank tag holder bracket on the inside of the low voltage compartment door. PM (Pad-mount); D (Dual Voltage); R (Radial) 6.1.2 The transformer serial number, class letters, primary and secondary voltages and Line Item Number shall be stenciled externally on the upper quadrant of either side of the transformer. 6.1.3 The secondary voltages shall be stenciled on the inside of the low voltage compartment door as follows: 6.1.3.1 Units with a 277/480 secondary shall have CAUTION 480 VOLTS SECONDARY" label stenciled in yellow with 1.75" minimum letters. This warning label shall also be stenciled in red above the secondary terminals. 6.1.3.2 Units with a 120/208 secondary shall have 120/208 V stenciled in yellow only. 6.2 For all Orange and Purchase Orders: 6.2.1 The Orange & Rockland material number shall be painted on the outside of the high voltage compartment door on the lower left corner. The lettering shall be yellow 1.0 high. The material numbers are listed in Section 3.4. 6.2.2 The transformer size, primary and secondary voltages, serial number, and impedance shall be stenciled externally on the upper quadrant of either side of the transformer. 6.3 Orange and Purchase Orders: Transformers shall be provided with bar code labels. 7.0 ACCESSORIES 6.3.1 The labels shall be fabricated and installed as per latest issue of Orange & Rockland Utilities, Inc. Material Standard M-11-80. 6.3.2 A sample (an actual O&RU label is required) shall be submitted to Orange & Rockland Materials Management Department for approval prior to use or installation on any transformer supplied to O&RU. The following accessories shall be provided by the manufacturer on all units and shall all be located in the compartment as indicated. 7.1 Liquid level gauge, float type (High Voltage Compartment, see Section 4.3) 7.2 Standard top-oil temperature gauge (Low Voltage Compartment, see Section 4.3) 7.3 A 1" fill plug (Low Voltage Compartment, see Section 4.3) 7.4 A 1 drain valve with sampling fitting or any other type of equivalent device. The device shall be located in the high voltage compartment, between 3 to 6 inches from the HV/LV barrier as shown in Drawing No. 328373. This will enable trained personnel to sample the insulating fluid at any time, while the transformer is energized and in operation. Under no circumstances shall a sampling device be provided, which requires de-energization of the transformer, for insulating fluid sampling. 7.5 Tap changers shall be located in the high voltage compartment above the HV bushings on: a. 13kV winding of all straight and dual rated 13/4kV transformers, and on the high voltage winding of all 27kV transformers. b. The tap shall have an external handle with notations (numbers or letters) for the tap position that has the same sequence that appears on the nameplate. Only numbers or only letters shall be visible. Refer to Tables 3.3 for Tap Position Identification. c. The tap changer handle shall be installed where it can be easily operated. 7.6 A dual voltage switch, when required, shall be installed above the high voltage bushings. The handle shall be installed where it can be easily operated. 7.7 IFD: Each transformer shall be equipped with a non-resettable Internal Fault Detector (IFD) which detects internal transformer faults and provides indicator of the faults. The IFD shall also incorporate pressure relief functionality. 7.8 For all CECONY Purchases only: The manufacturer shall install feed thru Loadbreak inserts on all transformers. The inserts shall be rotatable 360 to allow the operator to orient it to the best position. LOADBREAK shall be stenciled on the tank above the fuses 7.10 A nameplate shall be fastened to the tank wall above the secondary bushings, indicating the month and year of manufacture. This requirement is in addition to any date of manufacture that may be coded into the transformer serial number. 7.11 Transformers shall be capable of accepting 27kV rated plug-in type dead-front surge arresters. However, the arresters are not part of this specification and shall not be provided with the transformer. 7.12 The tap changer and dual voltage switch handles shall be installed where they can be easily operated and stenciled to indicate what they are (e.g. "Dual Voltage Switch"). Stenciled letters to be 0.75 inches high, painted yellow. Both switches shall clearly indicate their modes of operation. 7.13 Tap Changer and Dual voltage switch handles and operating mechanisms shall be constructed of suitable materials and shall maintain contact alignment in spite of repeated or infrequent operations, in order to provide increased reliability. 7.14 CECONY Purchase Orders Only: The manufacturer shall install the CAUTION, WARNING, NOTICE and DANGER labels in accordance with EO-3101. 8.0 INVITATION TO BID All qualified and approved manufacturers shall receive an Invitation to Bid from the Purchasing Department of Con Edison. The Bid package should include the following: 8.1 Alternates or additions to this specification. 8.2 A copy of this specification along with copies of all applicable references such as specifications or drawings listed in Section 18.0. any references were omitted in the Bid package, it is the responsibility of the manufacturer to submit requests for proper documents (specifications, drawings, etc.) through the Purchasing Department and does not relieve the manufacturer of its responsibilities under the contract. 8.3 Estimated quantity of transformers to be purchased by line item number. 9.0 MANUFACTURER S PROPOSAL SUBMITTAL In response to the Invitation to Bid, the invited Bidder (qualified and approved) shall submit a complete proposal in accordance with this specification. This complete formal proposal shall include, but not be limited to, the following: 9.1 A cover letter that includes a brief statement of the company, organization chart, objective of the bid, products & services, advantage over competitors, timelines on the design and production phrases, expectation on deliverables, QA/QC procedure, and other utility companies contact information as business references, etc. 9.2 Electrical and physical characteristics of the pad mount transformers in accordance with ANSI C57.12.00, General Requirements for Distribution Power and Regulating Transformers, and ANSI C57.12.22, Requirements for Pad-Mounted, Compartmental-Type, Self-Cooled, Three-Phase Distribution Transformers. 9.3 A list of every single exception taken to the specifications, if applicable, must be provided; the exceptions must be noted on the drawings as well. If no exceptions are taken, a statement must be included in the cover letter. Exceptions approved on prior bids must be re-submitted as a new exception, requiring a new and separate approval. 9.4 An outline sketch of the transformer showing the location of bushings and accessory equipment including all labels, stencils and nameplate data). 9.5 A list of every single component with its associated manufacturer and catalog number. 9.6 Dual voltages switch information and drawings (if applicable). 9.7 Tap changer information (if applicable). 9.8 Type and properties of the insulating fluid being used. 9.9 Drawings of top-oil temperature gauge and liquid level gauge. 9.10 Nameplate drawings. 9.11 Drawings for load-break switch and technical information if applicable. 9.12 The attached, Attachment 1- Three Phase Pad-mount Transformer Guarantee Report shall be completely filled out, and considered part of the quotation. 9.13 Maximum guaranteed no load and load losses (part of the attached Attachment 1- Three Phase Pad-mount Transformer Guarantee Report ) must be included for each unit supplied, not the average value of units shipped. For dual voltage transformers, losses guaranteed shall be the maximum losses of the two ratings. 10.0 EVALUATION OF PROPOSALS 10.1 The Company s objective is to award contracts to manufacturers who can provide cost effective product designs that guarantee high quality and reliable service. 10.2 All Proposals shall be kept confidential. 10.3 CECONY and O&RU (the Company) may organize a pre-bid meeting between the invited manufacturers and the Company to emphasize what the expectations of the bid shall be. 10.4 CECONY and O&RU Engineering shall evaluate and rank the proposed products based on the submitted proposal to determine the most technically competent and reliable manufacturers. 10.5 The list of the exceptions submitted with the proposal shall be assumed to be the only exceptions taken against the specifications. The bidder holds and accepts all responsibility for not listing or overlooking Exceptions to the Specification. Exceptions approved on prior bids must be re-submitted as a new exception, requiring a new and separate approval. The Company reserves the right to cancel orders and/or to return products that do not conform to the final agreements. 10.6 Proposals that do not include all of the items detailed in Section 9.0 shall be considered incomplete and may not be evaluated. 10.7 If the information submitted in the proposal is not in compliance with this specification, and/or is not indicated on the list of exceptions, the proposal will be deemed invalid and may not be evaluated. 10.8 When evaluating transformer losses, the dollar assessment for no-load and load losses listed in the Invitation to Bid shall be used in the economic evaluation of the Manufacturer s proposals. No credit shall be provided for actual loss values, which are less than guaranteed. The manufacturer shall pay to the Company the amount by which the value of the actual losses exceeds guaranteed losses in accordance with the dollar penalties quoted in the Invitation to Bid. 10.9 Only 5% of the quantity of units ordered for each line item with actual losses exceeding guaranteed losses will be accepted. All other units exceeding guaranteed losses shall be rejected and returned to the manufacturer for replacement with new units that meet guaranteed losses. 10.10 Satisfaction with the performance of equipment, timely deliveries and response to issues during previous and/or current contract shall be used in the evaluation of the bids by the Company as prescribed in the RFQ Request to Bid issued by the Purchasing Department. 11.0 AWARDING OF CONTRACTS 11.1 The Purchasing Department takes the lead to open the bids, and together with the technical evaluation ranking may award single or multiple contracts depending on business requirements. 11.2 Once the contract has been awarded, the manufacturer must contact the Lead Engineers of both CECONY and O&RU for a joint kickoff meeting. 11.2.1 The manufacturer must obtain a written approval on the final design before building the prototype. 11.2.2 Once the prototype is built and delivered, the manufacturer must obtain a written approval on the prototype before moving forward to the production phase. 11.2.3 The manufacturer must notify in writing the Lead Engineers of CECONY and O&RU as well as the Purchasing Department, in advance of any design or material changes to the equipment. The manufacturer shall not proceed with the changes or delivery of the equipment unless a written approval has been issued by the Lead Engineers. 11.2.4 The Company reserves the right to cancel orders and/or terminate the contract of a manufacturer who violates any of the aforementioned requirements. The manufacturer will be held liable for any cost incurred such as, and not limited to, removal and installation of equipment, shipping, handling and storage costs, etc. 12.0 PURCHASE ORDERS 12.1 The manufacturer shall submit drawings to CECONY or O&RU for approval within 4 (four) weeks after a Purchase Order has been received. These drawings shall include changes requested on the previous submittal and clearly indicate by encirclement and revision notes and numbers any changes made (under this current edition of the specification) in the drawings since the last approval was obtained. 12.2 Drawings requirements 12.2.1 Detailed outline drawings showing Weight of unit Overall height Maximum tank overall diameter including cooling fins/radiators (if existing) at all locations. Dimension from top of HV bushing to top mounting bolt Distance between two pole mounting bolts 12.2.2 Bushing details (high and low voltage) 12.2.3 Nameplate drawing 12.2.4 Schematic or wiring diagrams showing all connections (for record only) 12.2.5 All other drawings necessary to completely illustrate the equipment furnished. 12.3 These drawings shall be in accordance with all final agreements between the Purchase Order issuer (Con Edison or O&RU) and the manufacturer. Approval of these drawings shall be obtained from the Purchase Order issuer (Con Edison or O&RU), in writing, before proceeding. 12.4 The manufacturer shall submit drawings for approval before fabrication starts. After drawing approvals, the manufacturer shall submit drawings (with the purchase order issuer s comments incorporated) in PDF format. 12.5 The drawings shall contain all general arrangement and detailed dimensional drawings, schematics and wiring diagrams necessary to completely illustrate the equipment being furnished. These drawings and diagrams shall strictly be in accordance with the final arrangement of the equipment. The transmittal of these drawings for review shall be made directly to the Lead Engineers of Distribution Engineering Department of both CECONY and O&RU. 12.6 During the term of the order, the manufacturer must obtain written approval from the Company (Distribution Engineering Department) of any intended changes to the design, including changes in materials, which were previously approved. Any drawings affected shall be resubmitted for approval with revision numbers, notes placed in the revision column, and pencil encirclement of the changed areas. These drawings shall be submitted two (2) weeks after the verbal order, and approval must be obtained before proceeding with the changes. 12.7 Modification Of Design 12.7.1 From the first unit to the last unit manufactured in the same contract, all units shall be identical, unless Con Ed/O&R directs the Manufacturer to modify the design. Modifications include any and all alterations, additions, deletions, or process changes. However, if the Manufacturer proposes a change, it shall be submitted for approval to Con Ed and O&RU, with reasons thereof, prior to proceeding. Con Ed and O&RU will evaluate the request and reserves the right to decline proposed change. 12.7.2 This requirement applies also to all processes involved in manufacturing, assembly techniques and sequences, and test (QA/QC), by the Manufacturer or the Manufacturer s subcontractors or suppliers. Since changing the process presents a potential change in product performance, proposed changes in processes over the contract period requires notification to Con Ed and O&RU for approval. One example considered a process change is a where a particular weld procedure is intended to be revised - even though no change in component or assembly design is involved. 12.7.3 Changes in material or labor supply sources (subcontractors, outsourcing) by the Manufacturer, or changes in locations where manufacturing takes place, are to be made known to Con Ed and O&RU. Con Ed and O&R will evaluate and determine if requalifying is called for, or other requirements. 13.0 INSPECTIONS AND TESTS 13.1 The manufacturer shall be responsible for sound engineering practices and the safety and quality of products to insure uniformity and compliance with all applicable specifications and industrial standards. 13.2 The manufacturer shall be responsible for all required inspections and electrical tests in accordance with C57 Test Code Series of ANSI and the TR-1 Series of EEI-NEMA Standards. 13.3 In addition, the Purchase Order issuer (Con Edison or O&RU) reserves the right to witness any of these inspections and tests to assure conformity with the requirements. 13.4 Access to all manufacturing and testing facilities shall be granted to the Con Edison or O&RU representative at all reasonable times. Failure of the Con Edison or O&RU representative to call attention to any defect in material or workmanship shall not relieve the manufacturer of its responsibility. 13.5 The purchase order issuer (Con Edison or O&RU) reserves the right to reject all transformers, if our own test findings indicate that the manufacturer doesn t meet the requirements as stated in this proposal. Removal and transportation costs shall be paid by the manufacturer. 14.0 CERTIFIED TEST REPORTS 14.1 As stated in Section 2.2 of this specification, all tests performed on these transformers shall be in accordance with the C57 Test Code Series of the ANSI and the TR-1 Series of EEI-NEMA Standards. 14.2 The manufacturer shall furnish within two weeks of each shipment the certified test reports of unit, as measured on the production line for each transformer by serial number, that shall include these: 14.2.1 Values of no load losses in watts. 14.2.2 Values of load losses in watts 14.2.3 Values of the exciting current in amps Specification Revision Rev Effective Copyright Information 30/47
