GENERAL PURPOSE Under general direction, this position will assist in the development of and coordinate the Department s use of automated systems, implement and monitor software systems development and maintenance for business applications; analyze user needs and develop specifications for multiple and inter-related computer systems. This position provides the Department with technical assistance to improve and/or enhance business process applications. DISTINGUISHING CHARACTERISTICS The is an experienced/journey level class and incumbents may either work alone, as members of project teams, or as project lead and perform highly responsible systems and network administration functions to provide effective and efficient systems, communication and computing support to meet the Department s mission and goals. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed. Analyzes and develops new and existing software programs for the various departmental systems; Assists in system analysis, planning and training of personnel in department automated systems; Assists Department with selection and installation of software systems; Facilitates requirements gathering and documents system requirements for commercial package configuration and custom development; Analyzes, designs and deploys systems while ensuring cross-functional needs of various Department s divisions; Works with business teams to clarify application requirements, procedural needs and priorities within and between the Department s divisions; Applies independent judgment, discretion and analysis in coordinating, developing and designing, computerized information systems solutions to problems to meet expanding or changing business requirements; Confers with end users and studies effectiveness of systems flow, data usage and manual or automated processes to develop improvements; Determines business process fit and viability, including workflow and process development; Facilitates requirements gathering; analyzes, designs and coordinates with Information Technology Department to deploy software systems onto the network while ensuring cross-functional needs of the Department s divisions; Works effectively in and represents areas on projects of all sizes that span multiple divisions and departments; Assists in the review, re-engineering and development of business process and procedural requirements into system requirements for enabling technology; Migrates to new system solutions including user training, data conversion, system administration and application set-up; Develops and maintains application systems; Implements upgrades and updates to third party software; Designs, implements, evaluates and facilitates system tests for new applications or enhancements to current applications; Makes technical decisions concerning code analysis, design, requirements, development and implementation strategies; Page 2

ESSENTIAL DUTIES AND RESPONSIBILITIES (Continued) Documents business and procedural needs, integrating them to both existing and new systems; Develops detailed functional requirements and design specifications to drive software package configuration and custom system development that map with business goals and processes; Serves as project managers on various assignments; Develops documentation in the use of new and existing programs; Makes recommendations for software and hardware purchases; Resolves major operations problems and advises on database integrity; Reviews business requirements, then documents system requirements and high-level designs for application enhancements; Develops, tests, implements and documents interfaces between widely varying technologies and applications in both batch and interactive modes; Coordinates support for Advanced Customer Information System, Crossbow, MS-Access, and other in-house systems; Attends meetings and training sessions or reads relevant manuals to keep current on new developments in system operation, software or information management; Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities; Performs all work duties and activities in accordance with City policies and procedures; Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City's Safety Handbook; Performs special projects as assigned; Performs related duties as assigned. QUALIFICATIONS GUIDELINES Knowledge of: Computer systems analysis, operations, data flow and data structures; Business practices and procedures, and problem solving skills; Diagnostic methods for computer hardware and software; Programming concepts, data file structures, programming language and logic, and basic hardware troubleshooting; Research and analysis techniques; Safeguards and security procedures for information systems; Organizational skills; Project management skills. Education/Training/Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a college or university with major course work in computer science or a related field; and a minimum of five years of increasingly responsible professional experience in systems application analysis and programming utilizing a variety of hardware and software systems and programs; or an equivalent combination of training and experience. Experience in a government or public water, water reclamation, reclaimed water or electric utility setting is highly desirable. WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this class. CORONA GENERAL EMPLOYEES CITY PAID BENEFITS RETIREMENT: Employees are covered by the Public Employees Retirement System. The CALPERS contribution is 8% of the employee s base salary. For employees hired on or after January 1, 1999, the City pays 5% and the employee pays 3% for a total contribution of 8%. The City does not participate in Social Security and the City pays the employees mandatory contribution to the Medicare Program. ANNUAL LEAVE & HOLIDAYS: 21 (8 hour) working days (168 hours) of paid leave are earned after one year of employment, with additional days earned, based on length of service, up to 31 (8 hour) days (248 hours). There are 12 (8 hour) paid holidays (96 hours) per calendar year. ANNUAL LEAVE BUYBACK: Eligible employees may buy back a maximum of 160 hours of annual leave once each year. DISABILITY & LIFE INSURANCE: Long term disability insurance provided free to each employee. Also, a term life insurance policy is provided to each employee equal to 5 ½ times the employee s annual basic earnings to a maximum, of $750,000.00. MEDICAL INSURANCE: Employees and dependents health insurance premiums are provided. For employees hired on or after January 1, 1999, the City will pay base a monthly IRC plan contribution in an amount equal to the premium payment for Blueshield family coverage (currently $1517.36 per month). There are a variety of plans to choose from. Option to waive medical insurance, indexed at 2003 PERS Choice rate equivalent to your current coverage (i.e. single $296.00, employee + one $596.00, family $770.00). EMPLOYEE ASSISTANCE AND COUNSELING PROGRAM: This is a comprehensive program designed to help employees and their family members find direction in solving personal and/or emotional problems. DIRECT DEPOSIT: A free checking account and checks are available with Bank of America, Corona. FLEXIBLE SPENDING PLAN: Each employee may contribute to either a medical reimbursement account or dependent care account to pay for unreimbursed medical expenses and/or dependent care expenses with pre-tax dollars. The flexible benefit plan is offered at the time of hire and at each open enrollment period. DEFERRED COMPENSATION PLAN: Employees hired on or after January 1, 1999 shall receive an additional payment into their deferred compensation plan account of $150.00 per quarter plus $50.00 per quarter to be deposited into A Retirement Health Savings Account (ICMA VantageCare or Nationwide PEHP). LONGEVITY PAY: After 5 years of service $500.00 annually. After 10 years of service $700.00 annually. After 15 years of service $800.00 annually. After 20 years of service $1000.00 annually. TUITION REIMBURSEMENT: The City shall reimburse for books and tuition for college-level courses leading to a job related degree or certificate. Tuition is reimbursed at a rate equivalent to the California State University Fee Schedule.
