Applications are invited for the Consultant positions for the State Programme Management Unit (SPMU) under Odisha State AYUSH Society (OSAS) for effective implementation of National AYUSH Mission (NAM) in the State of Odisha. 2. The positions are purely on contract basis for the specific period of the project / programme. The position will be offered for a period up to 31 st December, 2017 with an initial probation of 6(six) months. A performance appraisal at the end of 6(six) month probation will determine extension of the contract up to the end of the project / programme or as decided by the Executive Committee of OSAS. 3. Contract will be awarded only for the project / programme. No claim for regular employment at any point of time during the engagement or after expiry of the contract / termination of services, for any reason whatsoever. 4. Selection of candidate shall be made on the basis of qualification, relevant experiences and preference in interview. 5. Preference may be given to those candidates having prior working experiences in health / social / development sector. 6. Selection will be done on the basis of merit list will be prepared on basis of marks / division / grade obtained in examination passed, relevant working experience and preference in interview. 7. 6 HMIS Manager One B. Tech (IT / Computer Science) / MCA / M.Sc.-IT / M.Sc Statistics from recognized University / Institute with minimum 50% marks. Minimum 3 years experience in Govt. or any other reputed organization. Rs.28,300.00 Annexure-6 8. Age limit for all posts : 25 years and not more than 62 years. 9. The entitlement of TA / DA for the staff of PMU will be paid as per the decision of Executive Committee of OSAS. 10. The State Programme Management unit staff shall be eligible for 10 days leave in a calendar year on pro-rata basis and thereafter remuneration would be deducted on pro-rate basis. Un-availed leave in a calendar year cannot be carried forwarded to next year. 11. Except TA / DA, no transport, mobile or medical allowance shall be admissible. 12. Selection Procedure : A Selection Committee headed by Director AYUSH-cum- M.D.NAM, Odisha and consisting of at least three members including an expert (on concerned position) outside, shall be formed to make selection after following due procedures. 13. The application received for all the posts will be scrutinized and the list of shortlisted candidates and further information regarding interview etc. will be uploaded in the above official website. Application submitted other than the prescribed format will be rejected and no further correspondence will be entertained. 19. Those candidates who are over aged, under qualification and short of requisite percentage of marks and not fulfilling the eligible criteria will be summarily rejected and the responsibility/onus of rejection would be on the candidate themselves. 20. The selected candidates shall furnish an agreement for contract service in a nonjudicial stamp paper of Rs.20/- as per prescribed format, before their joining in the OSAS. 21. S/he shall submit his/her joining before the Director AYUSH-cum-Mission Director, National AYUSH Mission, Odisha with the agreement and required documents within 7 days from date of issue of engagement order failing which the engagement of the applicant will be cancelled. 22. Only best eligible qualified candidates will be called for personal interview. 23. No travelling allowance will be paid for attending the test and interview. 24. ANNEXURE-1 Terms of Reference Name of the Post : Programme Manager Position : 01 Qualification / Eligible Criteria: Master Degree in Business Administration Human Resource Management Above qualifications must be from AICTE recognized Institute with minimum 60% marks. The knowledge of MS Office, MS Word, MS Power point, MS Excel would be desirable. Experience: S/he must have 5 years post qualification managerial experience in health / social / development sector. Preference will be given to the persons having experience of working in Health / Social / Development sector. Responsibilities: 1. To assist the Directorate & State Govt. in policy development for AYUSH sector. 2. To provide support & technical assistance inputs for planning and implementation of National AYUSH Mission in the State. 3. Examination of Annual Action Plan of district offices and preparation on comments on them & coordinate between district offices / Govt. of India. 4. To coordinate & facilitate the district offices for maintenance of database for the AYUSH sector including manpower, AYUSH educational institutions, AYUSH hospitals & dispensaries and co-located units under NHM etc. 5. To liaison with Health Department / Health institutions / NHM, Odisha on successes, problem, and issues on implementation of National AYUSH Mission. 6. To submit technical reports (including necessary brief action points) on status of Mainstreaming of AYUSH. 7. To assist in preparing in different training modules and training materials, curriculum and guidelines etc. in consultation with State and Central Govt. officials. 8. To help Director AYUSH-cum-Mission Director, National AYUSH Mission, Odisha / Nodal Officers of AYUSH to organize TOTs, Expert Committee Meetings, Executive Committee Meeting, Governing Body Meetings and other meetings & workshop etc. as required from time to time. 9. 10. Provide information regarding Assembly Questions / Parliament Questions / Committee, RTI, VIP references from time to time. 11. To oversee district level AYUSH institutions in ensuing implementation of annual work plan. 12. Any other work assigned by officers from time to time. ANNEXURE-2 Name of the Post : Finance Manager Position : 01 Qualification / Eligible Criteria: Chartered Account / CA Inter / ICWA (Inter) / MBA (Finance) from recognized institute/ University with computer proficiency with high level familiarity in MS office & tally. Experience: Minimum 5 years experience in Government or any other reputed organization in finance management of major programme / project. Preference will be given to the persons having experience of working in Health / Social / Development sector. Responsibilities: 1. To manage the Society funds including disbursement of fund as per approved State Annual Action Plan by Government of India to implementing agencies, observance of financial procedure, preparation of statement of expenditure (SoE), and arranging audit as per society by-law. 2. Financial management, tracking and monitoring of funds for AYUSH up to the lower level, procurement of goods for and on behalf of the society. 3. Assisting the Directorate for financial management system and cost analysis. 4. Review detail expenditure on implementation of Mission activities and preparation of utilization certificate & audit of the society account. 5. All matters related to finance as budget preparation, provision of fund in the State Budget as per indication of State resource pool alongwith state matching contribution, performance budget, outcome budget, financial status, audit etc. will be dealt. 6. Prepare draft annual report & the yearly accounts of the society and its placement with audited statement of accounts before the G.B. 7. Replies of various paras raised by A.G., C & AG or Audit parties. 8. Provide technical support to OSAS/Directorate 9. Any other work assigned by officers from time to time. Remuneration : Rs.40,000/- per month consolidated. Prepare and update database of AYUSH doctors posted in Govt. AYUSH institutions and in co-located units under NHM, Odisha. 4. Collection & compilation of data related to AYUSH activities in the State. 5. Provide managerial support to SPMU regarding AYUSH programme. 6. To assist in preparing different training modules and training materials curriculum and guidelines in consultation with officials. 7. To coordinate and liaison with District level head of institutions, DPMs Data managers regarding different managerial issues relating to AYUSH activities and ensure timely AYUSH data collection respectively. 8. Co-ordinate with training cell for various training programme related to AYUSH doctors. 9. Field visit for monitoring & supervision of AYUSH activities in the State. 10. Any other works assigned by officers from time to time. Remuneration : Rs.38,000/- per month consolidated. Experience: S/he must have 3 years post qualification experience in finance, audit and accounts in health / social / development sector. Responsibility: 1. Manage the accounts of Odisha State AYUSH Society under NAM. 2. Co-ordinate with district level officers and other grantee for expenditure and proper maintenance of accounting procedure of the Grant-in-aid. 3. Assist the Programme Manager/Finance Manager in ensuring proper flow of funds and in all financial matters. 4. Maintain the data base of updated Utilisation Certificate status of all grants under NAM and periodically follow up. 5. Ensure timely receipt of UCs from subordinate offices/grantee. 6. To maintain & keep all records of drawal of funds from treasury & Odisha State AYUSH Society Bank Account, maintenance of bank account of the Society as well as all vouchers related to incurring of expenditures out of society fund and its allied account records like cash book, ledger and acquaintances etc. 7. Maintain records of store items of Odisha State AYUSH Society out of grant-inaid under National AYUSH Mission. 8. To assist Programme Manager/Finance Manager in planning for provision of fund in the State Annual Action Plan. 9. Any other works assigned by officers from time to time. Preference will be given to the persons who have working in health / social / development sector. Responsibility: 1. To improve the IT systems and proactively recommend ways to make it more efficient and user-friendly as well as centrally maintain the database and ensure effective information. 2. To collect data from all Govt. AYUSH hospitals of the State in terms of OPD & IPD / field level AYUSH institutions & maintain/manage database for the AYUSH sector of the State separately. 3. Provide support to the State Programme Officer in the general administration of the Society and Directorate & district offices in strengthening Health Management Information System (HMIS). 4. Provide secretarial assistance in mobilizing technical assistance inputs for the State AYUSH Society, Directorate and district administration. 5. Assist Finance Manager in implementing financial MIS system. 6. Compilation of district SAAP. 7. Prepare database on up-gradation of AYUSH Colleges, hospitals and dispensaries and supply of medicines to AYUSH hospitals, dispensaries & co-located units and maintain the database. 8. Prepare monthly physical & financial progress report on implementation of various plan & programme under National AYUSH Mission in the State for reporting to the State & Central Government. 9. Maintaining records of mainstreaming of AYUSH under NAM alongwith compilation of relevant information received from different quarters. 10.
